Book Synopsis The Soft Budget Constraint — The Emergence, Persistence and Logic of an Institution by : Gun Eriksson Skoog
Download or read book The Soft Budget Constraint — The Emergence, Persistence and Logic of an Institution written by Gun Eriksson Skoog and published by Springer Science & Business Media. This book was released on 2013-04-18 with total page 416 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is a story of the soft budget constraint. It seeks an answer to a paradox: the prevalence of the soft budget constraint in spite of the tremendous inefficiencies that it gives rise to, and its persistence in spite of reform of the system of which it is an integral part. The story aims at increasing our understanding of why the phenomenon exists. By studying the case of state in Tanzania before, during and after socialism, an explanation of the owned enterprises emergence, persistence and logic of the soft budget constraint is suggested. This introductory chapter presents an argument showing why this story is worth telling. It discusses the research topic and how the problem it presents is attacked. THE SOFT BUDGET CONSTRAINT The soft budget constraint is today a popular metaphor. Originally it was seen as a characteristic of the socialist system. It refers to the tendency of primarily state-owned enterprises to have their liquidity gaps or losses accommodated by the state, or some other external funding body, and to the resulting expectations of such bail-out. The concept was coined by the Hungarian economist Hmos Kornai. ' He distinguishes between four major forms of external financial assistance that contribute to the soft budget constraint: soft subsidies, soft taxation, soft credit and soft 2 administrative pricing.
Book Synopsis Conversion and Jesuit Schooling in Zambia by : Brendan P. Carmody S.J.
Download or read book Conversion and Jesuit Schooling in Zambia written by Brendan P. Carmody S.J. and published by BRILL. This book was released on 2016-05-18 with total page 211 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is a socio-historical study of schooling at Chikuni, a Jesuit mission station in Southern Zambia. It includes an examination of the dynamic processes operative at the mission over a 75 year period. During these years, the Jesuits interacted with successive generations of students and converts and with the representatives of successive political regimes, all of which were secular but each willing to use the mission as a means to its own ends. For many years Chikuni was the major representative of the Catholic church in southern Zambia. The emergence of a Catholic community is of its making. As its educational role expanded it also helped to form many who became leaders in post-independence Zambia. Though the Jesuits had not planned a political revolution, unwittingly they helped to bring one about. While the study identifies some of the difficulties connected with running a denominational school in present day Zambia, it argues for a more pivotal positioning of conversion as a socio-personal religious phenomenon in the curriculum if the mission school is to continue to be an effective agent of transformation.

Available in PDF, EPUB and Kindle. Book excerpt: The papers for this special issue were selected from a pool of nearly 700 presentations which were made at the 10th Congress of the World Council of Comparative Education Societies (WCCES), which was held in Cape Town, South Africa, from 12 to 17 July 1998. The congress was hosted by the Southern African Comparative and History of Education Society (SACHES) and held on the campuses of the University of the Western Cape and the University of Cape Town. The papers were selected by the convenors of the conference's standing commissions, which provided a significant focus for the conference proceedings. These commissions were on the following themes: Teachers and teacher education Curriculum - Higher education - Lifelong learning - Language, literacy and basic education - Gender and education Policy - Theory and theory shifts Basic education in Africa Peace and Justice Dependency European Education Policy Research in Africa Culture, Indigenous Knowledge and Learning The papers presented, as the discussion below makes clear, ranged widely in subject matter and theoretical perspective and addressed issues of concern both to individual countries and to regions of the world. While some of the papers use comparison as an approach, it remains a matter of concern that the comparative perspective is so little in evidence. It is hoped that the com parative research approach will be more in evidence in the future.
