Book excerpt: As you know, the Air Force is developing the F-22 aircraft which is designed with advanced features to allow it to be less detectable to adversaries, capable of high speeds for long ranges, and able to provide the pilot with substantially improved awareness of the surrounding situation through the use of integrated aviation electronics (avionics). These features are expected to permit the F-22 to penetrate adversary airspace, operate with limited interference, and destroy targets in the air as well as on the ground. In view of past increases in cost estimates to complete development, the National Defense Authorization Act for Fiscal Year 1998 limited the cost of F-22 development to $20.443 billion, as adjusted under the act's provisions. The act requires us to annually assess whether the Air Force s engineering and manufacturing development program for the F-22 aircraft is meeting key goals. The act also requires us to assess whether we had access to sufficient information to make informed judgments on matters covered by our report.

The F-22 is to be superior to the F-15 by being less detectable, capable of flying at higher speeds for longer distances, and able to provide the pilot with substantially improved awareness of the surrounding situation. The Air Force began the F-22 development program in 1991 and plans to complete it by March 2004. In 1998,following repeated increases in the program s estimated development cost, the National Defense Authorization Act for Fiscal Year 1998 1 limited the cost of F-22 development to $20.443 billion. 2 The act also required us to assess the Air Force s F-22 development program annually and determine whether key cost, schedule, and performance goals are being met. 3 This is our fifth report. In our last report, issued in March 2001, 4 we stated that the Air Force had not met its schedule goals for 2000 and that flight-testing delays coupled with prior years delays made it unlikely that the development program could be completed as scheduled within the $20.443 billion congressional cost limitation.

Book excerpt: The Air Force F-22 Raptor is designed to be an air superiority aircraft with an air-to-ground attack capability and is to replace F-15 fighter aircraft. Lockheed Martin Corporation and Pratt & Whitney Corporation are the contractors for the airframe and engine, respectively. Development of the aircraft, which started in 1991, is currently scheduled to be completed in September 2003, according to the Air Force. The Air Force had planned to award contracts to begin low-rate initial production in December 2000. However, award of a fully-funded contract for 10 low-rate initial production aircraft approved for fiscal year 2001 has been delayed at least until after completion of the President 5 review of Department of Defense (DOD) programs. The Air Force currently plans to procure 333 production aircraft through 2013. The cost of F-22 production is limited to $37.6 billion by the National Defense Authorization Act for Fiscal Year 19982, but the act does not specify the total number of aircraft to be procured.
