Book excerpt: In the current literature and practice, no systematic and user-oriented performance measures are available to evaluate intermodal transportation and facilitate mode-choice decision-making. Most existing transportation measures are defined for one specific mode and are not consistent with each other. This research establishes a systematic and user-oriented performance measurement system for intermodal transportation. Five major categories of performance measures are identified: mobility and reliability, safety, environmental impact, long term transportation cost efficiency, and economic impact. For each category, several quantitative measures are given to capture the features of the system and evaluate how well transportation systems can meet the needs of their users, who are investors (including government agents and stakeholders), individuals, industries, and the society (or the public). The proposed measures are scalable so that they can be used to compare systems with different sizes. Since none of them is mode specific, no matter how many modes and what kinds of modes are involved, a transportation system can be evaluated by the measure set. This research tries to avoid any overlap or omission among the measures and distinguish performance measures from factors. A transportation system can be improved through changing some factors, like capacity, but project priority should be decided based on measures rather than factors. The proposed measures are also verified by a survey conducted by this research and some industrial practices. In the thesis, a case study on the State of Mississippi is conducted based on the identified performance measures. The measures with the case study can help to promote transportation intermodalism in the U.S. and quantitatively demonstrate the benefits of intermodal transportation. The proposed measures differ in many aspects from traditional measures. The proposed set of performance measurement system can have a significant impact on development of U.S. transportation system.

The theme for this third in a series of international conferences, Better Decisions and Better Communication, was selected to highlight opportunities for and experiences in using performance measurement as a strategic tool to better communicate goals and objectives and results to a wide range of stakeholder groups. Presentations highlighted cases in which performance measures have proved useful in guiding resource allocation decisions, improving day-to-day operations, establishing and demonstrating agency competency and accountability and, in some instances, making the case for more resources. The conference consisted of five plenary sessions, each followed by a series of corresponding, concurrent breakout sessions. The topics of the five plenary sessions were Performance Measures as an Organizational Management Tool to Establish Accountability, Communicating Performance Results Effectively to Your Customers, Data and Tools, Hot Topics (addressing the use of performance measures to gauge the effectiveness of tolling and congestion pricing and other innovative transportation strategies to address sustainability and safety issues), and Performance-Based Contracting and Measuring Project Delivery. Three resource papers were developed for the conference. The conference attracted 180 participants from Canada, Denmark, Germany, Italy, Japan, Mexico, Sweden, the United Kingdom, and the United States and featured 70 transportation specialists offering real-world expertise, from the application of performance metrics to case studies drawn from six countries. Book excerpt: The researchers developed a methodology for statewide freight transportation planning that focuses on identifying and prioritizing infrastructure needs to improve the intermodal freight transportation system. It is designed to provide the framework for state departments of transportation and metropolitan planning organizations to meet the freight transportation planning requirements as mandated first by the Intermodal Surface Transportation Efficiency Act of 1991 and then by The Transportation Equity Act for the 21st Century. The researchers accomplished this by interpreting the results of a literature search on the legislation, participant roles, and analytical methodologies to formulate the steps of the method and demonstrating how each step is performed. The process is based on the interaction between inputs from stakeholders and a technical analysis that provide decision support information. A case study demonstrates how the technical tasks for the system inventory and data forecasting are accomplished. The study shows that a standard but flexible freight planning methodology can help remove impediments to efficient goods transportation. Future developments such as geographic information system data, improved freight flow data, and established system inventories are shown to facilitate the recommended process.

Elements of improving economic vitality include better access to markets and labor force, reduced cost of delay, reduced congestion, improved safety, reduced pollution, and a better quality of life. However, the ways in which new and improved highway capacity influences economic vitality are complex and often indirect. This project had three objectives: (1) to provide a resource to help determine the net changes in the economic systems of an area impacted by a transportation capacity investment; (2) to provide data and results from enough structured cases that project planners in the future can use the cases to demonstrate by analogy the likely impacts of a proposed project or group of projects (plan); and (3) to demonstrate how this fits into collaborative decision making for capacity expansion."--proj. desc. This project produced 100 case studies of already-built highway capacity projects and their economic development impacts. To accomplish this, the study team compiled pre/post economic and land development data and conducted local interviews, in order to portray the actual, observed economic development impacts of those projects. The results were put into a database and classified by type of project and local setting. An accompanying web tool, called T-PICS (Transportation Project Impact Case Studies), was developed to provide access to the case study information so it can be used to portray the range of economic development impacts occurring as a result of different types of projects in different settings.

Book excerpt: This synthesis describes the process by which state departments of transportation and Metropolitan Planning Organizations (MPOs) integrate freight planning into the surface transportation planning process. It will be of interest to state and MPO planners, port planners; traffic engineers; and to the trucking, rail, and shipping interests in both the public and private sectors. This report of the Transportation Research Board discusses the requirements for freight planning resulting from the Intermodal Surface Transportation Efficiency Act (ISTEA) with particular emphasis on the development of an intermodal management system (IMS). In addition, that act narrowed the application of the congestion management system (CMS), which is also discussed in the synthesis. Since enactment of that legislation, another act, the National Highway System Designation Act of 1995 was passed and makes the IMS optional rather than mandatory. This has not changed the philosophy or the intent of these planning applications, but it has changed the implementation aspects. Many agencies, however, are continuing with the IMS and CMS planning process. This report describes the methods used by selected agencies for forecasting freight flows, data collection practices, and the techniques for integrating freight planning into the established surface transportation planning processes at the state and regional levels.
