Especially with increasing population and industrialization, gas transfer at water surfaces has become a critical factor in the understanding of the various pathways of wastes in the environment and of their engineering management. This interfacial mass transfer is, by its very nature, highly complex. The air and the water are usually in turbulent motion, and the interface be tween them is irregular, and disturbed by waves, sometimes accompanied by breaking, spray and bubble formation. Thus the transfer involves a wide variety of physical phenomena occurring over a wide range of scales. As a consequence, scientists and engineers from diverse disciplines and problem areas, have approached the problem, often with greatly differing analytical and experimental techniques and methodologies.

Advanced Research Inst i tute (ARI) on Dynamic Processes in the Chemistry of the Upper OCean had its origins in discussions by the NATO Special Programme Panel on Marine Sciences during 1978 when a wide range of topics for future ARIs was being considered. What was then envisaged was a workshop on chemical aspects of the oceanic mixed layer, at which consider ation would be given to the inputs, cycling and removal of material, and the problems involved in the quantitative assessment of fluxes. It was realised that any attempt to model chemical processes would need the active collaboration of workers from other fields, especially physical oceano graphers concerned with air-sea interaction and turbulence, and biological oceano~raphers with expertise in primary productivity and the cycling of particulate and dissolved organic material. As plans for the ARI developed further a somewhat different emphasis emerged, focused on the question as to how chemists should set about observing an environment as variable and dynamic as the upper ocean and selecting the appropriate scales for the framework of measurements to study a particular process, especially in the light of current knowledge of physical processes of transport and mixing. It was plain that the capabil ity of physical oceanographic methods to resolve differences on small spatial and temporal scales is considerably ahead of the capabilities of biologists and chemists who rely upon discrete sampling and complex lab oratory manipulations in order to obtain most of their data.

Book excerpt: Ten years ago, de Loor and co-workers at TNO, The Netherlands, were the first to report bottom topography patterns in real aperture radar (RAR) images of the southern North Sea. At that time, this was a real puzzle. The skin depth of microwaves for sea water is only of the order of centimeters while the sea bottom is about 20 meters below the surface. Electromagnetic radiation therefore cannot probe the bottom directly. Similar phenomena were found in radar imagery from SEASAT and SIR-AlB synthetic aperture radars (SAR's) of Nantucket Shoals, the English Channel and many other coastal areas. Since then theory and ocean field experiments (Le., Phelps Bank, Georgia Straits, SARSEX, TOWARD, FASINEX, etc.) have advanced our understanding considerably. We now know that these surface signatures are the results of surface currents, perturbed by the bottom topography, which refract the propagation and modulate the energy of (short) surface waves so as to cause microwave backscatter power variations. Hence, any large scale ocean features containing nonuniform surface currents (i.e. internal waves, eddies, fronts, etc.) will cause similar manifestations in the radar imagery by means of current-wave-microwave interactions. Observations confirm this.
