In the race to be a developed region, many Southeast Asian countries have foregone natural resources through haphazard use. As a result, the people are faced with numerous environmental challenges, particularly deforestation and forest degradation, biodiversity loss and ecosystem degradation, reduction in soil quality, and decreases in the quantity of available water. Community-based forest management is the involvement of local communities in the protection, conservation and management of public forests to prevent degradation through sustainable practices while still responding to the basic social and economic needs of local populations. When the people who depend on forest resources for their livelihoods are jointly responsible for managing and protecting them, they tend to do so in a more sustainable manner by focusing on the long-term benefits rather than the immediate short-term gains. E-agriculture technologies (remote sensing, drones, sensors) are emerging, with potentially profound implications for the entire food system and management of the natural resource base. Structural transformation of the economy has also changed the nature of the food security problem. Earlier, many governments thought that producing more staple food was sufficient to improve food security. However, today’s economy, increasingly based on human capital and less on physical strength, requires that policies and programmes promote healthy diets for healthy people. This need for improved nutrition will require shifts in agricultural production and trade patterns. Solving the malnutrition problem in urban areas will also require different solutions than in rural areas, due to the difference in urban and rural food environments. In line with the structural transformation of the economy, farm households also increasingly rely on non-farm income to support their livelihoods and risk management strategies, which has implications for the uptake of new technologies. The demographic shifts, urbanization and structural changes in the economy, coupled with climate change, have made the food security and nutrition problem more complex than it was in the past. Solutions require input from different stakeholders, both public and private, as well as a range of government ministries, including Health, Finance, Education, Environment, Trade and Social Welfare in addition to Agriculture.

Since then, the importance of the role that indigenous peoples play in economic, social and environmental conservation through traditional sustainable agricultural practices has been gradually recognized. Consistent with the mandate to eradicate hunger, poverty and malnutrition--and based on the due respect for universal human rights--in August 2010 the Food and Agriculture Organization of the United Nations adopted a policy on indigenous and tribal peoples in order to ensure the relevance of its efforts to respect, include, and promote indigenous people's related issues in its general work. This publication is an outcome of a regional consultation held in Bangkok, Thailand in November 2013. It documents seven case studies which were conducted in Bangladesh, Cambodia, India, Indonesia, the Lao People's Democratic Republic, Nepal and Thailand to take stock of the changes in livelihood and food security among indigenous shifting cultivation communities in South and Southeast Asia against the backdrop of the rapid socio-economic transformations currently engulfing the region. The case studies identify external--macro-economic, political, legal, policy--and internal--demographic, social, cultural--factors that hinder and facilitate achieving and sustaining livelihood and food security. The case studies also document good practices in adaptive changes among shifting cultivation communities with respect to livelihood and food security, land tenure and natural resource management, and identify intervention measures supporting and promoting good practices in adaptive changes among shifting cultivators in the region.
