Book excerpt: The regular annual report, the Sustainable Development in Government report, covering the whole of central government on environmental and sustainable development issues, is seen as a success in the "greening government" initiative since 1997, along with the Framework for Sustainable Development on the Government Estate. Reporting by individual departments is less satisfactory. The Framework contains targets for departments on public reporting of their sustainable development impacts, but they are neither demanding nor specific. Some significant areas of departmental activity fall outside the parameters for sustainable development reporting, for example involvement in PFI contracts, and the Committee wants departments to be able to report on these matters. The UK Sustainable Development Strategy required all departments and executive agencies to produce an annual Sustainable Development Action Plan (SDAP) by December 2005. The Committee is disappointed that 14 departments and agencies did not meet this deadline. The Committee would like SDAPs to be published alongside the departmental annual reports in the spring. This report also includes, as an annex (p. 11-41), the National Audit Office briefing, detailing the findings of its review of annual sustainable development reporting by UK government departments in 2004.

In this Report the Committee assesses the progress made since last. The most recent Cabinet Office Capability Review concludes that there has been a positive "direction of travel" for CLG in that period, but the Committee concludes that there is still some way to go before CLG can be said to be performing at the highest achievable level of effectiveness. The Department's overall performance against its Public Service Agreement targets is likewise moving in the right direction but still short of full effectiveness. Achievement of efficiency targets is applauded. These issues include: eco-towns; the Decent Homes programme; Home Information Packs; Fire Service response times; Firebuy; the FiReControl programme. Whilst regretting the Government's decision to stop funding the SDC, the Committee sees an opportunity to reassess and revitalise the architecture for delivering sustainable development. The experience of SDC's work within Government departments to improve their sustainability skills and performance is at risk of being lost, so the Government must ensure that this knowledge and expertise is absorbed by departments. Sustainable development needs to be driven from the centre of Government by a Minister and department with Whitehall-wide influence. They must be capable of holding all departments to account for their sustainable development performance. The Committee does not think Defra is best placed to lead this drive, and recommends that the Cabinet Office assume this role. And the Treasury could use its position to continue to develop 'sustainability reporting' by departments, strengthen the system of impact assessments and the 'Green Book' investment appraisal methodology for policy-making, and embed the results of the Government Economic Service review of the economics of sustainability and environmental valuation into those impact assessments and appraisals. Greater political leadership from the top should be brought to bear. The Government must introduce a full set of indicators to measure sustainable development that can be used to develop policy and must provide a new strategic underpinning for its commitment to sustainable development as an overarching goal of Government policy-making.

Book excerpt: Climate projections show that Britain can expect wetter winters, drier summers and a higher likelihood of flash-floods, heat waves and droughts. Yet adaptation to climate change has been given only a fraction of the attention that has gone into reducing greenhouse gases. The Government must build awareness and support for the wide-ranging and urgent programme of action that is needed to protect people, property and prosperity and safeguard the natural environment. Adapting infrastructure and homes will be expensive. To maintain current levels of flood protection for homes, real terms spending on flood defences will need to increase from its current level of around £600 million per annum to around £1 billion in 2035. Estimates in 2009 suggest that by the end of the century around £7 billion may be needed to improve the Thames flood barrier and tidal defences. New homes being built now must be designed to cope with the inevitable changes in climate over the next 50 - 80 years. The Government must make adaptation and mitigation more central to the planning system. New developments should only be permitted if they are suited to future climates. Existing homes will also need to be adapted so that they are comfortable during hotter summers and better protected against the risk of flooding. The Government must help to kick start an integrated retro-fitting programme that covers adaptation, water efficiency and energy efficiency. Green infrastructure - such as water storage, greater tree cover and more open green spaces - must also be promoted.

This report sets out a number of conclusions and recommendations covering different areas of environmental policy. (1) Aviation: the reform of Air Passenger Duty into a levy per flight rather than per passenger is welcome, but tax on aviation must be significantly increased so as to stabilise demand and resulting emissions. (2) Motoring: road transport emissions in England increased by 12 per cent between 1997 and 2006, and are forecast to increase, so it is important for the Budget to put in place rises in fuel duty. (3) Carbon capture and storage: the Treasury must provide more assistance for the development of this technology in the UK. (4) Shadow price of carbon: this should be increased to discourage the approval of carbon-intensive policies and projects, and so improve the prospects of achieving the reduction in global emission targets. (5) Environmental transformation fund: the Pre-Budget report (Cm. 7227, ISBN 9780101722728) announced funding for such a fund, with £370 million to be spent over three years, but only £170 million was new money. (6) Emissions trading: it must be clear when reported emissions figures incorporate the purchase of carbon credits, otherwise they will give a false picture of the decarbonisation progress within the UK. (7) Public service agreements: the new PSA is too diffuse, with no clear departmental targets for reducing emissions; the Government should consider setting emissions reduction targets for specific sectors of the economy. The Treasury has not responded on the scale or with the urgency recommended by the Stern Review (ISBN 9780102944204) and the 2008 Pre-Budget report needs to establish a coherent set of measures to help deliver the UK's 2020 domestic and EU targets on emissions and renewable energy.

The fiscal stimulus measures intended to pull the economy out of recession represent an invaluable opportunity to transform the UK into a low carbon economy. But meeting climate change and renewable energy targets will require a step-change in environmental investment. This year's Pre-Budget Report announced a £535m package of green fiscal stimulus measures designed to tackle economic and environmental problems simultaneously. This investment is welcome, but the scale too small- most of this funding was already committed, and will be offset by reduced spending in 2010-11. Extra funding announced for the Warm Front programme will not deliver the scale and speed of change that is needed. Programmes aimed at improving the energy efficiency of existing buildings should be the number one priority for green fiscal stimulus. It is disappointing that the wider fiscal stimulus package contains hundreds of millions of pounds for road building and widening. The Treasury should publish an assessment of the net impacts of its fiscal stimulus package on the environment. The second part of the report looks at green taxation. In real terms, revenue from green taxes has gone down slightly since 1998, while revenue from all taxation has increased by around 30 per cent. On aviation taxes, the Committee criticise the Treasury's backtracking on replacing Air Passenger Duty with a 'per plane' charge, and exhorts the Government to seek reform of the Chicago Convention so as to allow taxation of international aviation fuel. On motoring taxes, it calls for re-examination of the merits and practicalities of a 'car scrappage' scheme to pay people to trade in their existing, older cars, for newer, more efficient models.

Germany, the US, Japan and China have invested billions in their low-carbon industries. But only one sixth of the UK's Government's fiscal stimulus package was devoted to green industry. Many of the policies needed to cut carbon emissions will provide good opportunities to increase employment and could give the UK a competitive advantage in the coming decades. The UK has the potential to take a leading global role in a number of low carbon sectors. Creating a strong home market in off-shore wind could ensure UK companies are well placed to exploit export opportunities to other EU countries - or promising markets such as the US and China. Increasing the speed and scale of the programme to insulate UK homes could also sustain employment and kick start a market estimated to be worth between £3.5 - 6.5 billion a year. Business needs confidence that financial incentives and regulation designed to promote low carbon industries will be maintained. Although it is recognised that the UK government has made significant investment for delivery of its Low Carbon Industrial Strategy and its Low Carbon Transition Plan it is not sufficient to meet emissions targets or to provide the economic advantage needed. It is felt that the Low Carbon Industrial Strategy does not effectively address a transition across the whole economy. The Committee on Climate Change has identified key sectors in which energy savings must be made and the Government's strategy on green jobs must be directly linked to these sectoral targets and green industries developed to achieve these. The Committee also feels that, in particular, a 'quick win' street-by-street programme of energy saving measures for households that will boost employment and keep UK building firms in business should be developed as a priority. The market-based, demand-led approach to skills has not worked because employers are unable to effectively articulate their needs. The Government's new skills strategy must prioritise the skills needed to drive the economy through the low-carbon transition. A body to lead the green skills agenda must be found and low-carbon skills need to be integrated through the whole skills delivery system to encourage behavioural change across the entire economy

The Committee's report recommends an overarching Environmental Strategy be implemented, to set out strategic principles and good practices; facilitate discussion between central and local government and identify how they can work together and with the wider community; encompass clear environmental assessments; identify work required to fill data gaps in assessments; map appropriate policy levers to environmental areas; and set out how environmental and equality considerations will be addressed in policy areas across Government. The report concludes that the Government should set up an independent body-an 'Office for Environmental Responsibility'-to (i) review the Environment Strategy we advocate; (ii) advise Government on appropriate targets; (iii) advise Government on policies, both those in Government programmes and new ones that could be brought forward to support the environment; (iv) advise Government about the adequacy of the resources (in both central and local government) made available for delivering the Strategy; and (v) monitor and publish performance against the Strategy and its targets.
