Book excerpt: "Attainment of the Sustainable Development Goals (SDGs) will require that the Association of Southeast Asian Nations (ASEAN) countries continue their considerable past achievements. The Millennium Development Goals—which were to have been met by 2015—helped focus attention on achieving progress towards poverty reduction, better health outcomes, and improvements in education in the ASEAN developing countries. The 17 SDGs—adopted in 2015 and to be met by 2030—cover a wider set of interlinked development objectives, such as inclusion and environmental sustainability, which are important for all countries, including all ASEAN member countries. ASEAN countries have made significant progress in improving incomes and economic opportunities, including for women, and reducing poverty since 2000. Reflecting the economic dynamism of the region, strong income growth, structural transformation, and infrastructure improvements continue to support sustainable development in ASEAN. With continued income growth and strong policy efforts, most ASEAN countries are on track to eradicate absolute poverty by 2030, a major milestone. Also, several ASEAN countries already do relatively well in terms of gender equality. As a result, given support from continued income gains, economic welfare in ASEAN countries is expected to continue converging towards advanced Asia levels. Ensuring more inclusive and environmentally sustainable growth presents a key challenge for ASEAN. Despite some progress, income inequality remains relatively high in several countries and the shift towards manufacturing strains environmental sustainability. These challenges hamper ASEAN welfare convergence relative to advanced Asia. Policies to close these gaps in sustainable development can lead to significant gains. For the lower-middle-income ASEAN countries, in particular, more determined policy efforts are needed to improve infrastructure, as well as health and education outcomes. Remaining sustainable development challenges call for comprehensive, country-specific SDG strategies formulated in the context of national development plans and close monitoring through the voluntary review process. Pursuing sustainable development entails sizeable spending needs. Estimates for Indonesia and Vietnam, the two cases studies considered in this paper, show that reaching the level of best performers in their income group in infrastructure, health, and education by 2030 could entail an additional cost of 51⁄2–61⁄2 percent of GDP per year. While development needs vary across countries, estimates suggest large spending needs for most ASEAN countries. Meeting them will require efforts on multiple fronts, including improvements in spending efficiency, tax capacity, and support from the private sector. For developing ASEAN countries, concessional financing from development partners will be required. The IMF continues to engage ASEAN countries in key areas as they pursue their SDGs. As called for in their mandates, ASEAN and the IMF both strive for economic growth and sustainable development through economic integration and collaboration among their member countries. The IMF has increased its engagement with ASEAN countries to support their policy efforts through its policy diagnostics, advice, and capacity development. ASEAN countries have also received support through IMF initiatives in strengthening revenue mobilization, building state capacity for infrastructure provision, pursuing economic and financial inclusion, addressing the challenges of climate change, strengthening economic institutions for good governance, and building statistical capacity. While fundamental reforms to improve sustainable development take time to bear fruit, there is evidence that efforts have started to pay off. "

Available in PDF, EPUB and Kindle. Book excerpt: For half a century, ten dynamic nations in Southeast Asia have been implementing a shared vision of economic growth, sustainable development, and cultural progress. Today, the economies of those nations are linked inextricably with the future of greater Asia as well as with the United States and the other Western countries. With authoritarianism and protectionism on the rise around the world and the catastrophic effects of global warming making action urgent, the nations that form the Association of Southeast Asia Nations are more relevant and under greater political and social stress than ever. In these illuminating pages, David Carden, the first American resident ambassador to ASEAN, paints a vivid portrait of the regional and global cooperation required to meet today, and interconnected future. Carden takes us behind the scenes as the leaders of these ten nations work to prepare their countries and their region for the 21st century. Carden persuasively argues that the unfolding story of the ASEAN nations is a story for the entire worldthat we are all increasingly interdependent and confronted with the existential need to solve the same set of challenges.

Book excerpt: This book takes the reader into some of the most intransigent social, economic, and political issues that impact achieving sustainable development in Asia and the Pacific. Through meticulous analysis of the integrated relationships between population, development, and the environment, the chapters in this volume investigate the impacts of hydropower development on fragile ecosystems; mining, landslides and environmental degradation; deforestation; water and food security; rural-urban migration, poverty alleviation, civil society and community empowerment; and how disaster recovery requires multi-scalar and multi-disciplinary approaches that take into account governance, culture, and leadership. Legal frameworks may be legislated, but are often rarely implemented. The book will be valuable to students of sustainability, population and development, and governmental policy advising sectors as well as the NGO and humanitarian sectors. The distinctive characteristic of this book is that it encapsulates an integrated, multi-disciplinary focus which brings to the discussion both robust empirical research and challenging policy applications in the investigation of how the sustainable development goals may be achieved in Asia and the Pacific.

Book excerpt: This book assesses the roadmap for the implementation of the SDGs in South Asia, focusing in particular on the areas of poverty reduction, inequality, health/well-being and water and sanitation. South Asia is amongst the fastest growing regions in the world, with an aggregate GDP in excess of two trillion US dollars, but at the same time it has significant deficits in human development, with 37 per cent of the world's poor and nearly half of the world's malnourished children. For South Asia, the United Nations' Sustainable Development Goals (SDGs) represent a constructive opportunity to end many of the region's deprivations in a time-bound and systematic manner. Starting with the legacy of the Millennium Development Goals, the book goes on to provide a country-by-country overview of strategies for addressing the problems of poverty, health, water and sanitation. South-South Cooperation and in particular the South Asian Association for Regional Cooperation (SAARC) are discussed and, finally, the editors present a summary of policy priorities for social development. This book aims to be a useful resource for researchers, policy influencers, planners, implementers, students, and activists aiming to push to achieve the SDGs.

Book excerpt: This book investigates long-term development issues for members of the Association of Southeast Asian Nations (ASEAN). It finds that with the proper policy mix—including domestic structural reforms and bold initiatives for regional integration—ASEAN has the potential to reach by 2030 the average quality of life enjoyed today in advanced economies and to fulfill its aspirations to become a resilient, inclusive, competitive, and harmonious (RICH) region. Key challenges moving forward are to enhance macroeconomic and financial stability, support equitable growth, promote competitiveness and innovation, and protect the environment. Overcoming these challenges to build a truly borderless economic region implies eliminating remaining barriers to the flow of goods, services, and production factors; strengthening competitiveness and the institutional framework; and updating some governing principles. But ASEAN should not merely copy the European Union. It must maintain its flexibility and pragmatism without creating a bloated regional bureaucracy. The study’s main message is that through closer integration, ASEAN can form a partnership for achieving shared prosperity in the region and around the globe.

Book excerpt: The "leave no one behind" principle espoused by the 2030 Agenda for Sustainable Development requires measures of progress for different segments of the population. This entails detailed disaggregated data to identify subgroups that might be falling behind, to ensure progress toward achieving the Sustainable Development Goals (SDGs). The Asian Development Bank and the Statistics Division of the United Nations Department of Economic and Social Affairs developed this practical guidebook with tools to collect, compile, analyze, and disseminate disaggregated data. It also provides materials on issues and experiences of countries regarding data disaggregation for the SDGs. This guidebook is for statisticians and analysts from planning and sector ministries involved in the production, analysis, and communication of disaggregated data.

Book excerpt: Sustainable Development (2030 Agenda), and to support ASEAN Member States to implement the two agendas in an integrated way. The report presents a framework for identifying complementarities, and proposes a number of flagship initiatives to support ASEAN countries to simultaneously translate the ASEAN Vision 2025 and the 2030 Agenda from political aspiration to practical implementation. The report discusses complementarities at several levels of the ASEAN Vision and the 2030 Agenda, including: goals and objectives; values and operational principles; and the five cross-cutting themes of poverty eradication, infrastructure and connectivity, sustainable management of natural resources, sustainable production and consumption, and resilience. For these themes, the report provides analysis of the trend between 2000 and 2015 and offers scenarios for future development until 2030. The report concludes with proposals for concrete implementation mechanisms. As the sole regional multisectoral intergovernmental platform, ESCAP is harnessing the “universality” of the 2030 Agenda goals and targets, while promoting the regional policy consistency, coherence and coordination to reinforce the scaling and complementarity of the implementation of the ASEAN Vision 2025 and the 2030 Agenda.

Book excerpt: This book provides examples of possible triple-win solutions for simultaneously reducing poverty, raising the quality of the environment, and adapting to climate change. The book provides empirical evidence and observations from sixteen case studies in Southeast and East Asia, and from the Pacific. It argues that a spatial approach focussing on the environments in which the poor and vulnerable live, would trigger changes for development policies and implementation that better balance environmental and social concerns. In line with the post-2015 Millennium Development Goals (MDG) and Sustainable Development Goals (SDG) agenda, emphasizing integrated development approaches for the slum poor, the upland poor, the dryland poor, the coastal poor, and the flood-affected wetland poor, would also bring the environment and poverty agenda closer. The book emerged from a cooperation of the Asian Development Bank (ADB) with the Institute of Southeast Asian Studies (ISEAS) in partnership with experts from research institutes and think-tanks in the Asian region.

Book excerpt: This book assesses the progress in the implementation of Sustainable Development Goals (SDGs) in ASEAN, India and China using the above framework conditions in the context with three main propositions. First, translating the SDGs into regional economic integration strategies during the pandemic recovery can enhance the link between global objectives and the multifaceted reality of an ASEAN community building process, and providing a strategic option to strengthen the regional approaches. Secondly, a regional approach on complementarities to SDGs can facilitate the definition of relevant targets/indicators and enhance the monitoring and evaluation framework. In so doing it could also offer the scope to integrate more closely ASEAN community’s social and environmental concerns into existing economic, social and political frameworks. Thirdly, focusing just on the geo-economic sphere – the area where south east and East Asian economic integration is relatively more advanced – will prove the hypothesis that effective regional integration through mega trade agreements such as the Regional Comprehensive Economic Partnership (RCEP) can support the Asia’s transformation agenda and foster more inclusive and sustainable growth.
