Book excerpt: This book represents a first attempt to investigate the relations between Law and Agroecology. There is a need to adopt a transdisciplinary approach to multifunctional agriculture in order to integrate the agroecological paradigm in legal regulation. This does not require a super-law that hierarchically purports to incorporate and supplant the existing legal fields; rather, it calls for the creation of a trans-law that progressively works to coordinate interlegalities between different legal fields, respecting their autonomy but emphasizing their common historical roots in rus in the process. Rus, the rural phenomenon as a whole, reflects the plurality and interdependence of different complex systems based jointly on the land as a central point of reference. “Rural” is more than “agricultural”: if agriculture is understood traditionally as an activity aimed at exploiting the land for the production of material goods for use, consumption and private exchange, rurality marks the reintegration of agriculture into a broader sphere, one that is not only economic, but also social and cultural; not only material, but also ideal, relational, historical, and symbolic; and not only private, but also public. In approaching rus, the natural and social sciences first became specialized, multiplied, and compartmentalized in a plurality of first-order disciplines; later, they began a process of integration into Agroecology as a second-order, multi-perspective and shared research platform. Today, Agroecology is a transdiscipline that integrates other fields of knowledge into the concept of agroecosystems viewed as socio-ecological systems. However, the law seems to still be stuck in the first stage. Following a reductionist approach, law has deconstructed and shattered the universe of rus into countless, disjointed legal elementary particles, multiplying the planes of analysis and, in particular, keeping Agricultural Law and Environmental Law two separate fields.

Book excerpt: Invertebrate animals make up the greater part of the world's biological diversity and are present in all habitats, where they perform essential ecological functions. Their survival is fundamental to the maintenance of life as we know it. Large numbers of invertebrate species are under severe threat of extinction in Europe, or are already extinct due to the extreme transformations that European habitats have suffered due to human activities. The European Strategy for the conservation of invertebrates, adopted by the Council of Europe (Bern Convention) in 2006, addresses the loss of invertebrate biodiversity and promotes their conservation and the services they provide in terrestrial and non-marine aquatic environments. The Strategy offers appropriate guidance to European governments, other decision-makers, land managers, scientists and teachers that have potential influence on invertebrate conservation.

Book excerpt: This report looks at ways in which tax incentives may help to promote conservation of biological and landscape diversity in Europe. It outlines how tax incentives relate to other conservation policy options (Part I) before describing existing measures in and beyond Europe that directly benefit landholders (Part II) or create an enabling climate for the conservation sector (Part III). Part IV provides some indicators for the design of tax measures. Part V sets out conclusions and provides draft elements for a future recommendation to Council of Europe Member States on the development of fiscal incentive policies to support measures for biodiversity protection.

Book excerpt: Mollusc species currently constitute a major threat to sustainable agriculture. This threat is associated with cultivation of new crops, intensification of agricultural production systems and the spread through human trade and travel of species adapted to these modified environments. In some crops their significance is only now becoming apparent with the decline in the importance of other pest groups which can be effectively controlled. The book focuses on: toxicology of chemicals; deployment of molluscicides in baits; specific crop situations worldwide; current pest status of mollusc species and progress towards development of solutions.

Book excerpt: Seventeen years after the entry into force of the Convention on the Conservation of European Wildlife and Natural Habitats, Bern 1979, lessons can be drawn about its implementation and the mechanism needed to apply and control it. The workshop aimed to: assess the implementation of the provisions of the Convention in contracting parties, through examples of national or EC case law; examine both the means of enforcing these obligations at national level and the roles of the different actors in carrying this out; identify the obstacles involved; and make proposals to improve implementation of the Convention at national level.
