Book excerpt: Sous la pression externe des gouvernements et des clients conscients des enjeux environnementaux, les entreprises sont plus que jamais obligées de réduire leurs émissions de carbone. Par conséquent, elles sont poussées à trouver les moyens pour optimiser la gestion de leurs chaînes logistiques afin d'améliorer leurs performances environnementale et économique. Dans ce cadre s'intègre la problématique de gestion de chaîne logistique à faible teneur en carbone qui consiste à repenser les décisions de la gestion de la CL en vue de réduire les émissions de carbone. Dans la présente thèse, nous abordons cette problématique. Nous cherchons d'abord à comprendre les différentes caractéristiques de ce problème et à identifier ses facteurs clés. Une telle étude demeure essentielle pour faciliter l'analyse de la littérature existante en termes de modélisation et d'incorporation de paramètres liés aux émissions de carbone dans les modèles mathématiques d'aide à la décision. Nous proposons ensuite de contribuer à la littérature en développant de nouveaux modèles de conception de chaîne logistique sous la législation de la taxe carbone, en proposant une meilleure intégration de cette réglementation. Nous considérons alors dans nos modèles, d'une part, la non homogénéité des taxes carbone entre les pays, puis d'autre part, la progressivité de ce système législatif. A travers la résolution analytique et numérique de nos modèles, nous étudions l'impact de la taxe carbone sur les décisions stratégiques des entreprises et leurs performances. Nous mettons ainsi l'accent sur l'efficacité de cet outil législatif, ainsi que sur les nouvelles directives à mettre en place par les gouvernements pour mieux inciter les entreprises à minimiser leurs impacts indésirables sur l'environnement. Finalement, nous initions la modélisation sous incertitude du problème d'investissement stratégique dans le cadre de la législation de taxe carbone, en considérant d'abord une demande client aléatoire, puis des taxes carbone évolutives et incertaines. Nous proposons une évaluation de nos modèles stochastiques développés en les exploitant sur des exemples numériques et en les comparant aux modèles déterministes largement étudiés dans la littérature.

Une originalité de ce travail est de montrer que les décisions prises lors de la conception d'une chaine (localisation des sites, choix des processus de production, de transport,...) ont une influence sur la qualité environnementale d'un produit perçue par les clients, et influent donc sur le niveau de la demande et/ou prix de ces produits. La demande et le prix ne sont plus des variables exogènes comme pratiquement toujours considéré dans les travaux existants, mais bien des variables endogènes. Dans cette thèse nous proposons alors des modèles d'optimisation des activités logistiques en tenant compte de la qualité environnementale des produits élaborés et des préférences clients. Nous montrons grâce à des expérimentations sur un cas d'étude du secteur de textile, la pertinence de la considération de la qualité environnementale des produits dans les modèles d'optimisation des activités logistiques.

Ce sont les décisions de "faire ou faire-faire", du "choix des fournisseurs" et de la "localisation". Dans la littérature ces trois décisions sont abordées avec deux visions différentes. Une vision "court terme" ne considère que les facteurs et les critères opérationnels comme le coût et la qualité. Elle a donné naissance à des modèles quantitatifs. Ces facteurs sont importants lors de la prise de décision mais une vision purement opérationnelle peut conduire l'entreprise vers une impasse à long terme. De son côté, une vision "long terme" s'intéresse aux facteurs et aux critères qui déterminent la viabilité à long terme de l'entreprise sur un marché concurrentiel. Elle a conduit à des modèles qualitatifs. Cette thèse a l'ambition de rapprocher ces deux visions. En conséquence l'approche adoptée dans ce travail est une approche fédérative qui réunit deux points de vue, traditionnellement éloignés l'un de l'autre, afin d'offrir une démarche réaliste "d'aide" à la décision. Dans ce travail tout d'abord une démarche d'aide à la décision spécifique à chacune des trois décisions est développée. De plus, puisque ces décisions se posent simultanément dans certains cas et qu'il existe des interactions entre elles, une autre partie de ce travail est consacré au développement d'une démarche pouvant traiter ces trois décisions de manière intégrée. De manière très générale les démarches proposées reposent sur deux étapes décisionnelles. La première étape est une étape de "présélection". Dans cette étape on identifie les alternatives qui sont "qualifiées" vis à vis de la "stratégie concurrentielle" de l'entreprise et d'autres facteurs "critiques" de décision. Dans la deuxième étape, les alternatives qualifiées deviennent les variables de décision d'un modèle mathématique, prenant en compte des critères objectifs et subjectifs ainsi que différentes contraintes.

Cette approche comprend un module d'optimisation basé sur des algorithmes génétiques multicritères et un module de simulation permettant l'évaluation de la chaîne étudiée au cours de l'optimisation. L'optimisation concerne à la fois la configuration de la chaîne logistique et le système de pilotage de ses différentes activités (approvisionnement, production, stockage, transport, etc.). Ce système est caractérisé par des règles opérationnelles et leurs paramètres de contrôle pour la prise de décision durant la simulation. L'algorithme génétique explore les solutions candidates intéressantes (configuration de la chaîne + règles de pilotage) dont les performances sont automatiquement évaluées par le simulateur. La paramétrisation du module de simulation prend en compte les incertitudes liées à la demande, à la production, au stockage et à la distribution. Pour la validation de notre approche, deux cas d'études, proposés respectivement par deux partenaires du projet européen ONE de l'industrie automobile et textile, sont présentés. L'objectif du premier cas d'étude est de reconfigurer une partie du réseau actuel de production et de distribution de notre partenaire automobile. Proposé par notre partenaire de l'industrie textile, le deuxième cas d'étude est dédié au problème de choix des fournisseurs dans un environnement dynamique et stochastique. L'objectif est de déterminer la meilleure sélection des fournisseurs, des modes de transport utilisés ainsi que certains paramètres de contrôle liés au pilotage de la chaîne étudiée
