Design decisions involve tradeoffs among system characteristics such as those between employment timelines and costs. This report presents a vision of the future ACS/mobility system and addresses several options for meeting munitions, War Reserve Materiel (WRM), fuel, maintenance, and other support resource requirements needed for the variety of potential and uncertain scenarios that the Air Force may face. The report provides examples of how support options change with alternative employment scenarios and support technology, policies, and practices. Our goal is to foster discussion about a vision of the future ACS and mobility system that is robust in a number of potential scenarios. Developing such a vision is a complex undertaking requiring a formal integrated ACS and mobility planning process, including continuous review of the ability of ACS and mobility postures to meet defense needs as they evolve. This report also presents a framework for addressing these planning needs.

Based on our experience in evaluating ACS/mobility options to meet the United States Air Force Expeditionary Aerospace Force (EAF) operational goals, we suggest that the NATO RAF concept may require a rethinking of the entire combat support system, as was the case for the USAF EAF, and that subsequently the strategic planning framework for combat support should also be re- examined and enhanced. To a large degree future force projection and resultant combat capability will be dependent upon strategic choices concerning combat support system design that will be made in the near future. This paper explores a planning framework that is based on an integrated set of models and a process for making such strategic decisions. Some USAF EAF results of analyses based on using this framework are presented as they may be relevant for the NATO RAF. The paper also discusses some impediments in using this framework and evolving an effective coalition ACS system.

Book excerpt: This monograph describes the new modeling approach developed to construct the CONUS CIRF network designs and presents detailed results from the specific analyses. The analyses are based on F-15, F-16, and A-10 aircraft force structure bed-downs resulting from the Defense Base Closure and Realignment Commission's 2005 recommendations. For the three aircraft types, all CONUS active duty bases, Air National Guard (ANG) installations, and Air Force Reserve Command (AFRC) installations possessing combat-coded or training aircraft, along with some Air Force Materiel Command (AFMC) bases, were used as locations to be supported by CIRF networks. CIRF network designs were constructed for aircraft engines (TF34, F100, F110), electronic warfare (EW) pods (ALQ-131, ALQ-184), Low Altitude Navigation and Targeting Infrared for Night (LANTIRN) navigation (AN/AAQ-13) and targeting pods (AAQ-14s), and F-15 avionics line replaceable units (LRUs). This set of commodities was chosen because previous analyses (many of which were performed at RAND) had suggested that they afforded the largest potential savings from consolidated maintenance. Tasking scenarios considered in these analyses included normal peacetime training and readiness, Air and Space Expeditionary Force (AEF) deployment taskings, and major regional conflict (MRC) taskings.

This monograph evaluates options for Air National Guard combat support and reachback missions in four Air Force mission areas to support the AEF, investigates transformational opportunities for the ANG that would add the most value in achieving the desired operational effects, and considers how changes in unit and above-unit policies are likely to affect Total Force capabilities. It should be of interest to logisticians, operators, and mobility planners throughout the Department of Defense, especially those in the Air National Guard and active Air Force.
