Major questions addressed (a) the perception of principals regarding how well prepared completers of School District A's principal preparation program were to meet the 2011 Florida Principal Leadership Standards, (b) if the perceived importance of the 2011 Florida Leadership Standards varied by leadership level, (c) if the perceived importance of the 2011 Florida Leadership Standards varied by a school's free/reduced lunch percentage, and (d) the 2011 Florida Principal Leadership Standards perceived as the most beneficial to increasing student achievement. This mixed method study employed an online survey. The participants in this study included 46 supervising principals of Preparing New Principals Program completers from an urban school district in central Florida. Findings indicated that principals believed that Preparing New Principals Program completers were prepared to meet the 2011 Florida Principal Leadership Standards. Principals also believed that the following experiences would enhance the program: (a) more meaningful experiences that require participants to solve identified deficiencies, (b) an 18 to 24 month principal internship as opposed to the current eight-week principal internship, and (c) differentiating principal preparation based on participants' experiences and school district needs.

Although the current knowledge base includes a great deal of literature on effective supervision and instructional leadership as well as on the need to reform principal preparation programs, there is little research on how principal preparation programs can assist aspiring principals to develop the necessary skills, knowledge, and dispositions to be effective supervisors and instructional leaders. The research method chosen for this study was the open-ended interview. Interviews were conducted using the interview guide approach. An expert panel on supervision and instructional leadership nominated participants for the study. Fifteen participants were selected because of their expertise in supervision and instructional leadership. The participants included five professors of instructional supervision, five principals, and five teacher leaders. The research process was interactive and consisted of interviews, data analysis, member check, additional data analysis, conclusion drawing, and model building.

Book excerpt: This mixed methods case study described and analyzed the 2004-2006 district-based principal preparation programs in Virginia. This dissertation explored goals stated in proposals for funding as well as program director and program completer perceptions of goals, content, processes, and outcomes for the 10 principal preparation programs that stemmed from the Commission to Review, Study, and Reform Educational Leadership. Data collection employed three phases: Phase I focused on the 10 grant proposals; Phase II involved semistructured interview questions centered on perceptions of nine participating program directors; Phase III investigated perceptions of 75 program completers who responded to a web-based survey. Data collection was conducted by coding proposals, transcriptions of directors' interviews, and open-ended survey responses were coded to explore key terms that would be used to identify themes within and across all data sets. Findings from qualitative data analyses revealed themes related to program goals, content, processes (i.e., program delivery, elements), and outcomes. Program directors' and program completers' perceptions of the identified themes (e.g., practitioner-oriented, real life) were found to both differ and have similarities. Instructional content received minimal discussion from most program directors; program completers generally perceived needs for more content instruction in school law, special education, and finance. Practitioner-oriented program processes were perceived as valuable by both groups. Mentorship, portfolio projects, and SLLA test preparation were perceived as critical. Diverse perceptions were found particularly in the personal interactive component of the eight elements. Program directors and completers shared the same outcome goal; both groups were focused on fully prepared, highly qualified principals. Both groups wanted a definition of standards for acceptance into district-based principal preparation programs. Outcomes of the 10 programs included unintended consequences as well as challenges, particularly the ongoing need to balance theory and practice to reform principal preparation programs. Three of the 10 programs have continued with redefined partnership roles. Universities provide the preparation and involved school divisions annually select their cohort of students and provide some funding.

Understanding the impact instructional leaders have on student achievement, reform efforts have focused on the preparation of school leaders to effectively transform 21st-century schools into high performing learning organizations by calling for higher standards for principals and more rigorous means of credentialing principals. In the effort to improve school leadership, the National Board for Professional Teaching Standards (NBPTS) began implementation of National Board Certification for Education Leaders (NBCEL), a research-based, nationwide advanced certification for principals. This phenomenological study was undertaken to uncover the perceptions and experiences of principals who participated and completed the pilot for NBCEL. Qualitative methods of in-depth interviewing, on-site observation and artifact collection were used to collect data from 10 principals who comprised this study. An analysis of interview data revealed five themes with corresponding subthemes regarding how principals described their experience of participation in the NBCEL pilot. The five major themes that emerged were (a) motivation, (b) reflection, (c) transformation, (d) validation, and (e) overall experience. This qualitative phenomenological study provided insight into the perceptions and experiences of NBCEL for administrators. This study was significant to education stakeholders interested in developing a national certifying credential, understanding principals' reflection and transformational learning, and improving the states' effectiveness models and current evaluation models for school administrators. The study will aid universities in preparation programs for school administrators. It may also serve as a premise for future support through funding, mentoring, and professional development. Recommendations of this study included (a) creating additional professional development opportunities that focus on growth for principals in the areas of instructional leadership; (b) developing and expanding course work in principal leadership preparation programs, training, and evaluation to include Standard V, Culture; (c) incorporating the Accomplished Principal Standards in the design of principal effectiveness models; (d) utilizing the surveys from the National Board to strengthen the state's educator effectiveness model; (e) adding a reflective task performance component to the state's evaluation process for educational leaders; (f) encouraging participation in programs that allow the entire school faculty to participate in professional learning communities; (g) increasing crucial conversations that center around professional growth and evidence of practice; and (h) establishing benchmarks and observation tools to monitor growth, and strengths and weaknesses.

Program weaknesses included: data analysis, collaborative team building, standards-based instruction, and integrating theory into practice. Teachers identified the following instructional leadership strengths of their principals: student achievement, standards-based instruction, data analysis, goal setting, supervision, field-based experience, and instructional leadership. The instructional leadership weaknesses identified were: curriculum, collaborative team building, organizational change, and integrating theory into practice. Principals and teachers agreed that the predominant internal factors that affected a principal's ability to be an instructional leader were academic background and experience and time constraints. The major external factor that was viewed by principals and teachers to affect a principal's ability to be an instructional leader was state and federal mandates.

The knowledge, skill set and attributes taught within preparation programs should accurately mirror the reality of the position. Because perceptions are developed from experiences, the following research question guided this study; are leadership preparatory programs equipping aspiring leaders with the knowledge, skill set, and attributes applicable to the real-world experience of school leadership? Principal preparation programs aim to give aspiring leaders the quality experience needed to feel ready for campus leadership, but often leave them with perceptions that vary from reality. The purpose of this study was to examine aspiring leaders’ preservice perceptions of the principalship based on their preparation programs, and compare those perceptions to their actual experiences as principals. This was a qualitative study with ten participants, comprising a convenience sample of nine assistant principals and one principal within their first through fifth year of the role, from ten elementary schools in a large suburban school district in Texas, Gavin ISD (pseudonym). The data were gathered through ten recorded one-on-one cognitive interviews, during which five questions were asked of the participants. The content analysis technique was utilized to transcribe the interviews for accuracy and the responses were analyzed for trends and commonalities relating to their principal preparation programs, which guided their perceptions of the role. The results of the study revealed that the preparation programs attended by the school leaders interviewed for this study, did not provide real-world experiences, were not rigorous and were misaligned with the realities of their current position. In conclusion, the cognitive interviews and research revealed that principal preparation programs are in need of revamping to become more aligned with real-world skills that will be applicable to the daily responsibilities of the campus leader.

Book excerpt: America faces a shortage of school principals, coupled with a poor understanding of their changed role, and inadequate training. In response to these problems, North Carolina (N.C.) has implemented the School Executive Standards to evaluate principals and drive their professional development. The purpose of this descriptive study was to report on the perceptions of principals and assistant principals regarding the connection between a district level principal development program and preparation to meet the N.C. School Executive Standards. A sequential quantitative-qualitative analysis (p. 28) was applied to data collected through a survey and individual interviews with Union County principals and assistant principals who had completed all five components of the Staff Development Expectations for Administrators (n=22; p. 38). Measures of central tendency were used to analyze the survey; theme coding was conducted to analyze the interviews. Detailed reporting on program participant perceptions related to each of the N.C. School Executive Standards is presented. Analysis of the data revealed that participants in the principal development program generally agreed that the program helped prepare them to be effective leaders in accordance with the N.C. School Executive Standards. With the exception of one realm of executive leadership, namely external development leadership, data from both the survey and interview clearly show positive perceptions of the connection between the principal preparation program and the standards.
