Book excerpt: In Managing Motherhood, Managing Risk, Denise Roth Allen persuasively argues that development interventions in the Third World often have unintended and unacknowledged consequences. Based on twenty-two months of fieldwork in the Shinyanga Region of west central Tanzania, this rich and engaging ethnography of women's fertility-related experiences highlights the processes by which a set of seemingly well-intentioned international maternal health policy recommendations go awry when implemented at the local level. An exploration of how threats to maternal health have been defined and addressed at the global, national, and local levels, Managing Motherhood, Managing Risk presents two contrasting, and oftentimes competing, definitions of risk: those that form the basis of international recommendations and national maternal health policies and those that do not. The effect that these contrasting definitions of risk have on women's fertility-related experiences at the local level are explored throughout the book. This study employs an innovative approach to the analysis of maternal health risk, one that situates rural Tanzanian women's fertility-related experiences within a broader historical and sociocultural context. Beginning with an examination of how maternal health risk was defined and addressed during the early years of British colonial rule in Tanganyika and moving to a discussion of an internationally conceived maternal health initiative that was launched on the world stage in the late 1980s, the author explores the similarities in the language used and solutions proposed by health development experts over time. This set of "official" maternal health risks is then compared to an alternative set of risks that emerge when attention is focused on women's experiences of pregnancy and childbirth at the local level. Although some of these latter risks are often spoken about as deriving from spiritual or supernatural causes, the case studies presented throughout the second half of the book reveal that the concept of risk in the context of pregnancy and childbirth is much more complex, involving the interplay of spiritual, physical, and economic aspects of everyday life.

Jewish law contains civil dictates as well as religious protocol. Problems that arose in the framework of religious life and problems surrounding civil relationships both found solutions in the same legal source—the Torah and the Halacha, the Jewish legal interpretations and rulings. This chapter on water law in the Jewish tradition provides insight into Jewish law and custom in general, and rules related to the protection of water sources in particular. One should not look, however, to find a written code of Jewish law, as there is none.

Self-justice and legal self-help groups have been gaining importance throughout Africa. The question of who is entitled to formulate 'legal principles', enact 'justice', police 'morality' and sanction 'wrongdoings' has increasingly become a subject of controversy and conflict. These conflicts focus on the strained relationship between state sovereignty and citizens' self-determination. More particularly, they concern the conditions, modes and means of thelegitimate execution of power, and in this volume are seen as a diagnostics as to how social actors in Africa debate and practise socio-political order. State agencies try to bring vigilante groups under control by channelling their activities, repressing them, or using them for their own interests. Vigilante groups usually must struggle for recognition and acceptance in local socio-political spheres. As several of the contributions in the volume show, legal self-help groups in Africa therefore 'domesticate' themselves by, among other things, seeking legitimation, engaging in publicly acceptable non-vigilante activities, or institutionalizing what often began as a rather unrestrained and 'disorderly' social movement. Thomas G. First, the concept of mobility itself is considered and how it is conceived of in distinction from sedentarity. Second, which forms of mobility can be distinguished, not only from the perspective of Western social sciences, but also from the perspective of people's own experiences, ideas, notions, etc? Social science in Africa has particularly focused on rural-urban migration, but it is clear that there are many other forms as well. Third, the concept of mobility concerns not only geographical space, but there are other 'spaces' to consider as well. In addition to 'forms of mobility' there is a 'mobility of forms' in which the perception of those other spaces plays a crucial role. In short, the book intends to turn the whole notion of mobility as a supposedly rupturing phenomenon on its head, emphasizing that rather through travelling connections are established and continuity is experienced. We are challenged to delve into the traveller's mind, to think and follow their multi-spatial livelihoods and to explore what it means to people if they move in a variety of spaces.
