From the beginning of the move ment in the closing years of the 18th century keen - sighted and philanthropic men and women have seen the need and possibilities of educational institutions of this type. In their speculations these people have often anticipated the main lines along which the schools have finally developed. Convinced of the rightness and feasibility of their cause, they have ad dressed themselves to converting the reluctant public to their point of view; and the result has been the amassing of books, articles, and proceedings, all designed to heighten interest in the subject but giving, unfortunately, little concrete material upon which the student may rely for actual record of achieve ments. The movement has been in the nature of a great mis sionary enterprise, always looking forward, and taking little account of ground actually covered. Tinkering toward Utopia documents the dynamic tension between Americans' faith in education as a panacea and the moderate pace of change in educational practices. In this book, David Tyack and Larry Cuban explore some basic questions about the nature of educational reform. Why have Americans come to believe that schooling has regressed? Have educational reforms occurred in cycles, and if so, why? Why has it been so difficult to change the basic institutional patterns of schooling? What actually happened when reformers tried to reinvent schooling? Tyack and Cuban argue that the ahistorical nature of most current reform proposals magnifies defects and understates the difficulty of changing the system. Policy talk has alternated between lamentation and overconfidence.
