Available in PDF, EPUB and Kindle. Book excerpt: There has been controversy for several years now in Canada over the various developments in insurance for medical care. The Canadian Medical Association is of course concerned with protecting the profession as well as the public: those who believe in a government-sponsored medicare plan claim that the medical profession’s reaction is based on self-interest. The debate was intensified by the 1962 medicare dispute in Saskatchewan, the publication in 1964 of the first two volumes of the Report of the Royal Commission on Health Services, and the more recent disagreement between the federal and provincial governments over the issue. Professor Blishen here examines the position of the medical profession in this debate as part of an ideological reaction to a rapidly changing society. The growth of scientific knowledge, demographic change, and shifting social values all have an impact on the medical profession: the doctors’ dilemma must be seen against this background. The focus of this analysis throughout is the physician’s role: the examples are Canadian but the ideologies and situations involved are relevant to all countries with a similar medical development.

Available in PDF, EPUB and Kindle. Book excerpt: The Canadian health care system is so indisputably tied to our national identity that its founder, Tommy Douglas, was voted the greatest Canadian of all time in a CBC television contest. However, very little has been written to date on how Medicare as we know it was developed and implemented. This collection fills a serious gap in the existing literature by providing a comprehensive policy history of Medicare in Canada. Making Medicare features explorations of the experiments that predated the federal government’s decision to implement the Saskatchewan health care model, from Newfoundland’s cottage hospital system to Bennettcare in British Columbia. It also includes essays by key individuals (including health practitioners and two premiers) who played a role in the implementation of Medicare and the landmark Royal Commission on Health Services. Along with political scientists, policy specialists, medical historians, and health practitioners, this collection will appeal to anyone interested in the history and legacy of one of Canada’s most visible and centrally important institutions.

Available in PDF, EPUB and Kindle. Book excerpt: As almost all newspaper or magazine readers know, Canada figured prominently in the turbulent U.S. debates over health care reform in the early Clinton presidency. Furthermore, future news analysts and policymakers will undoubtedly again use Canada to cite the "good" and the "bad" aspects of single-payer national health insurance. Beyond the debate about the desirability of Canadian-style health care reforms, Antonia Maioni sees another question: Why did the United States and Canada, alike in so many ways, part "at the crossroads" to produce such different systems of health insurance? She answers this previously neglected query so interestingly that her book will hold the attention of anyone concerned with health care in either country or both. The author explores the development of health insurance in the United States and Canada, from the emergence of health care as a political issue in the 1930s to the passage of federal health insurance legislation in the 1960s. Focusing on how political institutions influence policy development, she shows that Canada's federal structure and its parliamentary institutions encouraged a social-democratic third party that became pivotal in demonstrating the feasibility of universal, public health insurance. Meanwhile, the constraints of the U.S. political system forced health care reformers to temper their own ideas to appeal to a wide coalition within the Democratic party. Even readers previously unfamiliar with Canadian politics will find in this book important clues about the "realm of the possible" in the uncertain future of U.S. health care.

Available in PDF, EPUB and Kindle. Book excerpt: Rapid social change and the advances made in the field of health care have greatly changed the role and function of the nurse in the last fifty years. Nursing is now almost a full-fledged profession. This book celebrates the fiftieth anniversary of the School of Nursing of the University of Toronto. The field it covers is wide and varied – from care of the sick by the nuns of early Quebec to the development of pre-paid nursing plans, from concepts of "beside nursing" to "delivery health services." There are long looks into the future of nursing education and health care which include descriptions of health science centres, diagnosis by computer, and treatment centres in outer space. The book sketches the history of this pioneer school of nursing, surveys nursing legislation, and examines the rise of the public-health nurse and the nursing assistant. Essays contributed by leading Canadian authorities show a wide range of opinion: one writer wants to see the scope of nursing education enlarged, another thinks it is too broad already. At a time when nursing education is becoming an increasingly controversial subject, this book will be of interest and value to all those in the health field.
