This PPS replaces PPG 7 (1997) with the exception of PPG7's Annex E, which provides further guidance on permitted development rights for agriculture and forestry and will remain extant pending a review by ODPM of the General Permitted Development Order 1995.

The story describes the life journey of the Jackson family who emigrates from County Down, Northern Ireland arriving in Portland, Victoria, Australia in March 1854. Annie and Andrew along with their 3 small children make a 10-week overland journey in a covered wagon to the Ballarat diggings arriving in April 1855. Together with Andrew's brother William Jackson and his wife Martha Megraw they set up camp in East Ballarat during the winter of 1855. They experience a tumultuous political climate amongst the miners following the Eureka uprising. Life in the Colony of Victoria is brutal for the Jacksons. Two of their children die within three months of arriving and Annie gives birth to a daughter in a tent without medical assistance in the cold winter of 1855. The book describes day to day living on the diggings including the lack of law and order, the safety risks of working in the mine shafts, schooling for the children, and in particular the harsh demands upon the Jackson women as they cared for children in such primitive circumstances. Having discovered sufficient gold to purchase land, both families traveled to the Springs district where they established farming properties and remained for 11 years before re-establishing on a larger land selection at Lake Bolac. After 7 years at Lake Bolac they moved to Kiora, south of Ararat, and set up a rural property known as Pleasant Bank. Within 22 years Annie gave birth to 14 children, 10 of whom survived to adulthood. The Jacksons battled isolation and the absence of medical facilities and effective communications and transport. A harsh climate caused their stock to die and their crops to fail. By sheer hard work, courage and determination, they established profitable working farms and made a huge contribution to the growth of the frontier rural communities in which they lived. The story is written as a tribute to the Jacksons. Their life journey should be known and treasured by their descendants and all Victorians.
