Book excerpt: This book revisits the debate over the new international division of labour (NIDL) that dominated discussions in international political economy and development studies until the early 1990s. It submits that a revised NIDL thesis can shed light on the specificities of capitalist development in various parts of the world today. Taken together, the contributions amount to a novel value-theoretical approach to understanding the NIDL. This rests upon the distinction between the global economic content that determines the constitution and dynamics of the NIDL and the evolving national political forms that mediate its development. More specifically, the authors argue that uneven development is an expression of the underlying essential unity of the production of relative surplus-value on a world scale. They substantiate and illustrate this argument through several international case studies, including Argentina, Brazil, Ecuador, Ireland, South Korea, Spain and Venezuela.

Many smaller cities -- such as Seattle, Washington; Campinas, Brazil; Oita, Japan; and Kumi, Korea -- have grown markedly faster than the largest metropolises. Dubbed here "second tier cities, " they are home to specialized industrial complexes that have taken root, provided significant job growth, and attracted mobile capital and labor. The culmination of an ambitious five-year, fourteen-city research project conducted by an international team of economics and geographers, Second Tier Cities examines the potential of these new regions to balance uneven regional development, create good, stable jobs, and moderate hyper-urbanization. Comparing across national borders, the contributors describe four types of second tier cities: Marshallian industrial districts, hub-and-spoke cities, satellite platforms, and government-anchored complexes. They find that both industrial and regional policies have been important contributors to the rise of second tier cities, though the former often trump the latter. Lessons for local, national, and international policymakers are drawn. The authors are critical of devolution and argue that it must be accompanied by strong labor and environmental standards and mechanisms to overcome differential regional resource endowments.

Book excerpt: In recent years an extensive range of new research has been revisiting the topic of the location of international business activities, from a variety of different perspectives and background interests. This work has been inspired in part by two apparently quite different but actually related contemporary trends: on the one hand, an emergence or revitalization of clusters of activities co-located in or around selected global city regions or fast growing metropolitan areas; and on the other hand, an increased global dispersion of activities conducted within the value chains managed or coordinated by many large multinational enterprises and their business partners. The former trend has given rise to discussions of how the elite of the cultural-cognitive economy of the 21st century (in Allen Scott's terminology) or the creative class (Richard Florida's term) are now being drawn or brought back to major urban centers; while the latter trend is associated with debates over outsourcing, and the economic and social consequences of shifts in the ownership and location of distinct nodes of value chains once production systems become more fragmented and the component parts of such systems become more geographically dispersed.
