Book excerpt: In the mid-1980s, after the Indochina Wars, a shortage of men meant that many single women in Vietnam found themselves without suitable marital prospects. A number of these women chose to pursue single motherhood by “asking for a child” (xin con)—asking men to get them pregnant out of wedlock. Xin con appeared to be a radical departure from traditional Vietnamese kinship values and practices, which were based in Confucian patriarchal and patrilineal reproductive interests. However, this innovative solution was rooted in both pre- and postwar values, practices, and notions of gender, kinship, love, and sexuality. This ethnography explores the practice of xin con among single mothers in the postwar era and today, and considers the ways their reproductive agency was embraced rather than rejected by the Vietnamese state as it entered the global market economy. Rather than condemning or trying to restrict older single women’s reproductive agency, government officials enacted policies that would accommodate both the women and the state—a strategy that represents an intriguing alignment of Confucian heritage, Communist ideology, and governing tactics and demonstrates the social power of women.

Author Nhung Tuyet Tran shows how, despite the bias in law and practice of a patrilineal society based on primogeniture, some women were able to manipulate the system to their own advantage. Women succeeded in taking pragmatic advantage of socioeconomic turmoil during a time of war and chaos to acquire wealth and, to some extent, control what happened to their property. Drawing from legal, literary, and religious sources written in the demotic script, classical Chinese, and European languages, Tran argues that beginning in the fifteenth century, state and local communities produced laws and morality codes limiting women’s participation in social life. Then in the seventeenth and eighteenth centuries, economic and political turmoil led the three competing states—the Mac, Trinh, and Nguyen—to increase their military service demands, producing labor shortages in the fields and markets of the countryside. Women filled the vacuum left by their brothers, husbands, and fathers, and as they worked the lands and tended the markets, they accumulated monetary capital. To protect that capital, they circumvented local practice and state law guaranteeing patrilineal inheritance rights by soliciting the cooperation of male leaders. In exchange for monetary and landed donations to the local community, these women were elected to become spiritual patrons of the community whose souls would be forever preserved by collective offering. By tracing how the women, local leaders, and court elites negotiated gender models to demarcate their authority, Tran demonstrates that despite the Confucian ethos of the times, survival strategies were able to subvert gender norms and create new cultural models. Gender, thus, as a signifier of power relations, was central to the relationship between state and local communities in early modern Vietnam. Rich and detailed in its use of documentary evidence from a range of archives, this work will be of great interest to scholars of Southeast Asian history and the comparative study of gender.

The Ironies of Freedom examines an aspect of this new market: commercial sex. Nguyen-vo offers an ambitious analysis of gender and class conflicts surrounding commercial sex as a site of market freedom, governmental intervention, and depictions in popular culture to argue that these practices reveal the paradoxical nature of neoliberalism. What the case of Vietnam highlights is that governing with current neoliberal globalization may and does take paradoxical forms, sustained not by some vestige from times past but by contemporary conditions. Of mutual benefit to both the neoliberal global economy and the ruling party in Vietnam is the use of empirical knowledge and entrepreneurial and consumer's choice differentially among segments of the population to produce different kinds of laborers and consumers for the global market. But also of mutual benefit to both are the police, the prison, and notions of cultural authenticity enabled by a ruling party with well-developed means of coercion from its history. The freedom-unfreedom pair in governance creates a tension in modes of representation conducive to a new genre of sensational social realism in literature and popular films like the 2003 Bar Girls about two women in the sex trade, replete with nudity, booze, drugs, violence, and death. The movie opened in Vietnam with unprecedented box office receipts, blazing a trail for a commercially viable domestic film industry. Combining methods and theories from the social sciences and humanities, Nguyen-vo's analysis relies on fieldwork conducted in Ho Chi Minh City and its vicinity, in-depth interviews with informants, participant observation at selected sites of sexual commerce and governmental intervention, journalistic accounts, and literature and films. This book will appeal to historians and political scientists of Southeast Asia and to scholars of gender and sexuality, cultural studies, postcolonial studies, and political theory dealing with neoliberalism.

In 1966, US Senator J. William Fulbright declared that "Saigon has become an American brothel." Concerned that, as US military involvement in Vietnam increased so, too, had prostitution, black market economies, and a drug trade fueled by American dollars, Fulbright decried an arrogance of power on the part of Americans and the corrosive effects unchecked immorality could have on Vietnam as well as on the war effort. The symbol, at home and abroad, of the sweeping social and cultural changes was often the so-called South Vietnamese bar girl. As the war progressed, peaking in 1968 with more than half a million troops engaged, the behavior of soldiers off the battlefield started to impact affect the conflict more broadly. Beyond the brothel, shocking revelations of rapes and the increase in marriage applications complicated how the South Vietnamese and American allies cooperated and managed social behavior. Strictures on how soldiers conducted themselves during rest and relaxation time away from battle further eroded morale of disaffected servicemen. The South Vietnamese were loath to loosen moral restrictions and feared deleterious influence of a permissive wWestern culture on their society. From the consensual to the coerced, sexual encounters shaped the Vietnam War. Boczar shows that these encounters—sometimes facilitated and sometimes banned by the US military command—restructured the South Vietnamese economy, captivated international attention, dictated military policies, and hung over diplomatic relations during and after the war.

She uncovers the efforts of wartime scientists in the US Military Dermatology Research Program to alleviate the environmental and chemical risks to soldiers' skin. These dermatologists sought relief for white soldiers while denying that African American soldiers and Vietnamese civilians were also vulnerable to harm. Lively and well told, it explores the ways in which sex workers, managers, and clients evaded the colonial regulation system in the turbulent economy of the interwar years. Christina Elizabeth Firpo argues that the confluence of economic, demographic, and cultural changes sweeping late colonial Tonkin created spaces of tension in which the interwar black market sex industry thrived. The clandestine sex industry flourished in sites of legal inconsistency, cultural changes, economic disparity, rural-urban division, and demographic shifts. As a nexus of the many tensions besetting late colonial Tonkin, the black market sex industry serves as a useful lens through which to examine these tensions and the ways they affected marginalized populations. More specifically, an investigation of this black market shows how a particular population of impoverished women—a group regrettably understudied by historians—experienced the tensions. Drawing on an astonishingly diverse and multilingual source base, Black Market Business includes detailed cases of juvenile prostitution, human trafficking, and debt bondage arrangements in sex work, as well as cases in Tonkin's bars, hotels, singing houses, and dance clubs. Using GIS technology and big data sets to track individual actors in history, it serves as a model for teaching new methodological approaches to conducting social histories of women and marginalized people.
