Available in PDF, EPUB and Kindle. Book excerpt: It is predicted that 40% of the federal workforce will retire between 2006 and 2015 (U.S. Office of Personnel Management). As a result, a major challenge facing the federal government in the future will be attracting and retaining talented men and women. This study investigates the relationship between job satisfaction and non-monetary rewards in the federal workforce. Using data from the Office of Personnel Management's Federal Human Capital Survey 2006, regression analysis is applied to assess the effects of non-monetary rewards impact on federal job satisfaction. The conclusions reached in this analysis show that non-monetary rewards are important factors contributing to job satisfaction for employees in the federal government. Specific findings include that satisfaction with pay explains only 16 percent of job satisfaction. The effect of having a sense of personal accomplishment through one's work and being able to be an active participant in the decision making process had a greater impact on job satisfaction than pay. Given these findings, the satisfaction and the ability to retain highly capable federal workers will not just depend on pay but on these other non-monetary factors. Overall, these results will help to determine what changes can be made to policies to increase federal job satisfaction in order to help recruit and retain the new generation of federal employees.

Specifically, this dissertation: (1) built upon the insights and framework of prior research literature that suggest the relationship of macro (structural) and micro (psychological) empowerment and its effect on job satisfaction (2) expanded existing empowerment models by introducing organizational culture as an influential organizational phenomenon (3) assessed the level of degree how organizational subculture groups perceive organizational culture, macro (structural) and micro (psychological) empowerment; and job satisfaction contextual attributes. The dissertation utilized mixed method research combining both a quantitative and qualitative study with a triangulation of methods. The quantitative study employed a sample of 258 federal government employees and used hierarchical linear modeling techniques, multiple regression, hierarchical regression analysis, and independent T-test of sample means to test for main and mediator effects. The qualitative study employed a sample of 69 federal government employees and used open-ended content analysis to analyze data. Results from the quantitative study revealed that there are strong and positive relationships of organizational culture; macro empowerment, micro empowerment; and job satisfaction. Further, the quantitative study revealed that occupational subculture influences the level of perception of organizational culture; macro and micro empowerment; and job satisfaction. Results from the qualitative study provided rich and robust descriptive results complementing the quantitative study.

Book excerpt: Federal agency officials may improve retention by identifying and addressing factors predicting intent to leave. The purpose of this quantitative study was to determine which, if any, factors of employee satisfaction and categories of supervisory status predict intent to leave a federal organization of intent to leave the federal government. The sample for the study included 1871,199 full-time, permanent executives, managers, supervisors, team leaders, and non-supervisory employees of 40 federal agencies who indicated intent to stay or intent to leave for another job on the 2008 Federal Human Capital Survey. Data reduction techniques were applied to the responses of 74 survey questions, resulting in eight factors of satisfaction. Conducted were multinomial regression procedures to determine whether satisfaction and supervisory status categories predicted intent to leave for another job within or outside the federal government. Of the 40 agencies, at least one satisfaction factor predicted intent to leave for another job within the federal government in 34 agencies, and intent to leave for another job outside the federal government in 28 agencies. Supervisory status predicted intent to leave for another job within the federal government in only three of 29 agencies. The results of the study provides insight into specific areas of organizational culture that most threaten retention in federal agencies.
