Book excerpt: How Japanese coastal residents and transnational conservationists collaborated to foster relationships between humans and sea life Drawing the Sea Near opens a new window to our understanding of transnational conservation by investigating projects in Okinawa shaped by a “conservation-near” approach—which draws on the senses, the body, and memory to collapse the distance between people and their surroundings and to foster collaboration and equity between coastal residents and transnational conservation organizations. This approach contrasts with the traditional Western “conservation-far” model premised on the separation of humans from the environment. Based on twenty months of participant observation and interviews, this richly detailed, engagingly written ethnography focuses on Okinawa’s coral reefs to explore an unusually inclusive, experiential, and socially just approach to conservation. In doing so, C. Anne Claus challenges orthodox assumptions about nature, wilderness, and the future of environmentalism within transnational organizations. She provides a compelling look at how transnational conservation organizations—in this case a field office of the World Wide Fund for Nature in Okinawa—negotiate institutional expectations for conservation with localized approaches to caring for ocean life. In pursuing how particular projects off the coast of Japan unfolded, Drawing the Sea Near illuminates the real challenges and possibilities of work within the multifaceted transnational structures of global conservation organizations. Uniquely, it focuses on the conservationists themselves: why and how has their approach to project work changed, and how have they themselves been transformed in the process?

Book excerpt: Okinawan life, at the crossroads of American militarism and Japanese capitalism, embodies a fundamental contradiction to the myth of the monoethnic state. Suspended in a state of exception, Okinawans have never been officially classified as colonial subjects of the Japanese empire or the United States, nor have they ever been treated as equal citizens of Japan. As a result, they live amid one of the densest concentrations of U.S. military bases in the world. By bringing Foucauldian biopolitics into conversation with Japanese Marxian theorizations of capitalism, Alegal uncovers Japan’s determination to protect its middle class from the racialized sexual contact around its mainland bases by displacing them onto Okinawa, while simultaneously upholding Okinawa as a symbol of the infringement of Japanese sovereignty figured in terms of a patriarchal monoethnic state. This symbolism, however, has provoked ambivalence within Okinawa. In base towns that facilitated encounters between G.I.s and Okinawan women, the racial politics of the United States collided with the postcolonial politics of the Asia Pacific. Through close readings of poetry, reportage, film, and memoir on base-town life since 1945, Shimabuku traces a continuing failure to “become Japanese.” What she discerns instead is a complex politics surrounding sex work, tipping with volatility along the razor’s edge between insurgency and collaboration. At stake in sovereign power’s attempt to secure Okinawa as a military fortress was the need to contain alegality itself—that is, a life force irreducible to the legal order. If biopolitics is the state’s attempt to monopolize life, then Alegal is a story about how borderland actors reclaimed the power of life for themselves. In addition to scholars of Japan and Okinawa, this book is essential reading for anyone interested in postcolonialism, militarism, mixed-race studies, gender and sexuality, or the production of sovereignty in the modern world. Nelson explores the work of a circle of Okinawan storytellers, ethnographers, musicians, and dancers deeply engaged with the legacies of a brutal Japanese colonial era, the almost unimaginable devastation of the Pacific War, and a long American military occupation that still casts its shadow over the islands. The ethnographic research that Nelson conducted in Okinawa in the late 1990s—and his broader effort to understand Okinawans’ critical and creative struggles—was inspired by his first visit to the islands in 1985 as a lieutenant in the U.S. Marine Corps. And this insinuation was assumed to somehow weaken the theoretical claims of anthropology and its fieldwork achievements. What this collection demonstrates is that colonialism was not only a Western phenomenon, but 'Eastern' as well. And that Japanese or Chinese anthropologists were also engaged in studying subject peoples. But wherever they were and whoever they were anthropologists always had a complex and problematic relationship with the colonial state. The latter saw some anthropologists' sympathy for 'the natives' as a threat, while on the other hand anthropological knowledge was used for the training of colonial officials. The impact of the colonial situation on the formation of anthropological theories is an important if not easily answered question, and the comparison of experiences in Asia offered in this book further helps to illuminate this complex relationship.
