In its issue of October 27, 1908, the Editor of the West India Committee Circular, commenting on the appoint ment of a Royal Commission to enumerate and report upon the historical monuments in England, drew attention to the need for the preservation of historic sites and buildings in the West Indies, and stated that a letter on the subject had been addressed by the West India Committee to the Colonial Office. On November 24 he was able to state that the Secretary of State for the Colonies (the Earl of Crewe) sympathised with the object of the West India Committee and had forwarded their representations to the governors of the various West Indian colonies, recommending them to their consideration. It was fit that such a case Should be the subject of history, and it is indeed precisely such cases which, after the excitement is over, are the most fitting subjects of calm historical review. In these pages it has been attempted to supply at once a permanent record and an impartial review of the Whole case, and to afford the materials for a fair and dispassionate judgment. The Author has taken the statement of the facts, as found by the Commissioners, as the basis Of the history, and has only ventured to discuss the inferences to be drawn therefrom, or the conclusions to be founded thereon. But he has felt himself at liberty to interpret their general findings by their more particular findings, and thus to arrive at their real results. A few notes of general cross-reference have been added to the classification, but complete cross-references would be more voluminous than the list itself.
