Book excerpt: Excerpt from A Preliminary Report Upon a Course of Studies for Elementary Schools of the Massachusetts, State Board of Education, 1899 A course of studies intended as a guide in determining (a) the subjects of instruction that shall be pursued, (b) the time - both relative and absolute - which shall be given to the various subjects, (c) the order in which the subjects and parts of subjects shall be presented and reviewed and (d) the distribution of subjects that shall be made in the program in respect both to a proper correlation of studies and to the teaching force of the school. The questions here involved must be determined by considerations which relate to the child's nature and capacity, and by the ends which are sought to be secured in education. It is fair to presume that these considerations have been the guide of persons in making the courses of studies now in use, and any intelligent presentation of a new course or revision of an old one should be governed, in some degree at least, by the opinions of wise educators everywhere, as embodied in the courses of studies which they have made. With this thought in mind I caused to be sent to various places in this country blanks calling for the following facts in relation to the courses and programs now in actual operation: - 1. The age at which children are permitted to begin the prescribed course and the length of the course. 2. The number of exercises or recitations in each subject and grade and the average length of recitation. 3. Facts in relation to elective studies, including (a) the names of studies that are elective, (b) the grades in which they are pursued, (c) the proportion of the whole number of schools in which some of the studies are elective and (d) a statement of results observed. Book excerpt: Excerpt from Study of Ability in Latin in Secondary Schools This investigation was begun when the writer was director of the Bureau of Educational Research connected with the New Hampshire Department of Public Instruction. A preliminary test was given in 1916. Most of the data contained in the present study were gathered near the end of the school year in 1917. The scoring of the papers and the tabulation of the data were done during the summer of that year. The study was made possible by funds with which to maintain the Bureau, granted by the General Education Board, for the purpose of carrying on scientific studies of educational practice. It should be stated that the General Education Board merely granted to the State Superintendent of Public Instruction the funds for maintaining the Bureau and in no way directed what investigations should be made. The Bureau acted entirely on its own initiative and accepts full responsibility for its findings. This monograph has been written for two classes of readers. There is a large class of people who are directly and very vitally interested in Latin as it is taught in both secondary school and college. They are mostly school and college teachers and administrators, who desire to know the results of any investigations which throw light upon defects in present methods of teaching Latin, and they are also interested in any suggestions in the direction of improved methods of instruction. Their interest is thus chiefly in the practical side of the investigation. There is also a large class, made up of scientific investigators in education, who are interested not only in the practical results of the investigation, but also in the methods by which the results are secured. They will insist upon a full presentation of the data from which the conclusions were derived. For this reason the data have been presented in as great detail as the limits of the monograph will permit. This study was undertaken for purely administrative purposes to answer certain questions with reference to the success with which Latin was being taught in the secondary schools of the State as a whole. Book excerpt: Excerpt from An Address Before the Sub-Committee of the Boston School Board: Appointed to Consider the Subject of a Reorganization of the Boston High Schools I believe it may safely be affirmed in the first place, that the old plea that the study of the Greek and Roman classics has a certain mysterious disciplinary value for the mind beyond that of any other studies, so that they are to be used as a sort of prelim inary Whetstone to sharpen all boys' wits upon before they can suc cessfully begin those other studies which are to be at the foundation of their life-work, I believe that this educational theory may now be ranked among exploded superstitions.* Every study, it is now beginning to be seen, is a mental discipline just so far as it is pur sued thoroughly and by proper scientific methods; and it is begin ning to be seen, further, that the study of the classics themselves, if pursued as they usually are in our schools, by most bungling and unscientific methods, has been furnishing one of the worst systems of mental discipline that ever was devised, when we take into view the mental wants of its recipients, the hundreds of young men who have heretofore received this pretence of a liberal education. Without denying, therefore, that when properly studied the languages of Greece and Rome may furnish the foundation for a liberal education, the two questions we have to ask ourselves are: first, whether as usually studied among us they do furnish a liberal education at all, and secondly, whether, even if studied in better ways and to better purpose, they would furnish the liberal education best suited to the wants of the majority of lads attend ing the public High Schools of Boston. Book excerpt: Excerpt from Thirty-Seventh Annual Report of the Board of Education, Together With the Thirty-Seventh Annual Report of the Secretary of the Board, 1872-73: January, 1874 Notwithstanding the impression which seems to be quite com man, that children are less respectful and mannerly than in former times, the schools give evidence that there'is an increase of self-respect this is evinced in the better treatment of school property, in the diligence and application to school duties and in the absence of that spirit of insubordination with which the the teacher was formerly met on first entering his school, especially by the large boys. This change may result, in many instances, from the diminution in the size of the schools; but I am inclined to attribute it in great measure to the improved modes of discipline which are employed in the schools. May it not result from the employment of the same teachers, and those generally females, for both summer and winter? What ever the cause, it is gratifying to be able to state that, in the schools generally, rational modes of discipline seem to prevail. But while there is much to commend in the schools, and in the spirit with which they are sustained, the enlightened portion of the public is making a demand upon the schools for results more in accordance with the advance in material interests, in science and in the arts. I think there is justice in the demand, for I am constrained to say there is a great discrepancy between true teaching and the processes too generally pursued in the schools. In many instances the chief aim of the teacher is to keep the children in order, and make them commit to memory the words of the books; at best the studies are pursued as an end simply, with no intelligent reference to the development of the mind, either primarily or incidentally. An account of the first six months of operation under the new system has been published by the writer. Five additional schools inaugurated the new plan on February 1, 1916.The six schools included in the present account are 6, 28, 42, 44, 45, 53. The object of the account is to present facts, useful for our guidance in the further development of the schools and the correction of mistakes made. Incidentally, the public may learn from first-hand testimony what these schools are trying to do, what are the obstacles to be overcome, and what are the results already achieved. The information contained in the report was contributed, in answer to the following questionnaire, by principals and teachers employed in the schools considered. Questionnaire (To he answered by teachers) 1. The Aim. What do you mean to accomplish by the activity? 2. The Equipment. What does it consist of? Is it adequate? If not, what more do you need? 3.
