Book excerpt: The years following the end of World War II in Germany were a significant period of change and upheaval. This book on the economic reconstruction of post-war West Germany traces the development of economic and socio-political ideas, and their gradual absorption by mainstream politicians, officials and the general public during the period of transition between 1945 and 1949. In the aftermath of World War II, several German think-tanks, political parties and individuals gave impulse to and then shaped the development of a viable socio-political and economic model between the extremes of laissez-faire capitalism and the collectivist planned economy. In their endeavours to bring into effect their particular economic ideas - often diametrically opposed to one another - the parties of left and right stimulated not only academic and political debate, but also public debate about the political and economic reconstruction of occupied post-war Germany. While all the various neo-liberal approaches assigned to the people sovereign and decisive status in the institutional economic order, and recognised the interdependence of politics, economics and the public, one particular school of economic thought outpaced the others in communicating a model of coordinated economic and social policy, namely the Social Market Economy. Christian Glossner here investigates whether or not it was primarily the subtlety of the political campaign for this model that led to its implementation by the then Economic Council and eventual validation by the German electorate. The programmes published by the principal academic and political groups of the time and the practical day-to-day decisions of the first parliament in post-war Germany are analysed with reference to popular preferences. By examining both the formative involvement of German parties in post-war reconstruction and the role of the public during the process of economic liberalisation, this book provides explanations for why the Social Market Economy prevailed as the socio-political and economic model for the Federal Republic of Germany. It will be of interest to scholars of German, economic and twentieth-century history.

Book excerpt: The Enlightenment was based on the use of reason, common sense, and "natural law," and was paralleled by an emphasis on feelings and the emotions in religious, especially Pietist circles. Progressive thinkers in England, France, and later in Germany began to assail the absolutism of the state and the orthodoxy of the Church; in Germany the line led from Leibniz, Thomasius, and Wolff to Lessing and Kant, and eventually to the rise of an educated upper middle class. Literary developments encompassed the emergence of a national theater, literature, and a common literary language. This became possible in part because of advances in literacy and education, especially among bourgeois women, and the reorganization of book production and the book market. This major new reference work provides a fresh look at the major literary figures, works, and cultural developments from around 1700 up to the late Enlightenment. They trace the 18th-century literary revival in German-speaking countries: from occasional and learned literature under the influence of French Neoclassicism to the establishment of a new German drama, religious epic and secular poetry, and the sentimentalist novel of self-fashioning. The volume includes the new, stimulating works of women, a chapter on music and literature, chapters on literary developments in Switzerland and in Austria, and a chapter on reactions to the Enlightenment from the 19th century to the present. The recent revaluing of cultural and social phenomena affecting literary texts informs the presentations in the individual chapters and allows for the inclusion of hitherto neglected but important texts such as essays, travelogues, philosophical texts, and letters. Although infrequent, conflicts involving German states have usually been extensive and often catastrophic, constituting turning-points for Europe as a whole. Absolute War is the first in a series of studies from Mark Hewitson that explore how such conflicts were experienced by soldiers and civilians during wartime, and how they were subsequently imagined and understood during peacetime, from Clausewitz and Kleist to Jünger and Adorno. Without such an understanding, it is difficult to make sense of the dramatic shifts characterising the politics of Germany and Europe over the past two centuries. The studies argue that the ease - or reluctance - with which Germans went to war, and the far-reaching consequences of such wars on domestic politics, were related to soldiers' and civilians' attitudes to violence and death, as well as to long-term transformations in contemporaries' conceptualisation of conflict. Absolute War reassesses the meaning of military conflict for the millions of German subjects who were directly implicated in the Revolutionary and Napoleonic Wars. Based on a re-reading of contemporary diaries, letters, memoirs, official correspondence, press reports, pamphlets, treatises, plays, and cartoons, this volume refocuses attention on combat and conscription as the central components of new forms of mass warfare. War has often been conceived of as 'an act of violence pushed to its utmost bounds', as Clausewitz put it, but the relationship between military conflicts and violent acts remains a problematic one.
