Book excerpt: The early decades of the sixteenth century were a turbulent time for the Italian peninsula as competing centres of power struggled for political control. Nowhere was this more true than the area contested by Milan and Venice, that was constantly crossed and occupied by rival armies. Investigating the impact of successive crises upon the inhabitants of the Po Valley, this book challenges many fundamental assumptions about the relationship between war and economic development and draws conclusion that have implications for early modern Europe as a whole. In traditional historiography, periods of war and general crisis have often been regarded as promoting a shift in resources from the communal towards a small number of individuals. However, through a close micro-study of a single region, this book offers a different perspective. Rather than promoting an aggressive individualism, it is argued that in times of general crisis, social networks aimed to reproduce themselves and the original status quo by developing creative solutions and institutions favouring co-operation. Furthermore the elites could not always exploit ’local’ wealth because of the need to protect their position of leadership within the community, which required the preservation of that very community. This thesis not only challenges the received wisdom, but also fuels a new debate about the ways in which economic growth occurred in Early Modern Italy and Europe.

For specialists in economy and trade, it has represented a region at the crossroads of the trade routes between Europe and Asia; for political scientists and historians, it has been a space of confrontation between the great terrestrial and naval powers; for the scholars attentive to its cultural dimensions, it has been a contact zone, a space of interaction between different peoples, religions and cultures. These attempts at a definition all revolve around an essential (and ambivalent) feature of the Black Sea as a factor of connection, a bridge, and at the same time a border, a dividing line between Europe and Asia, between the Baltic and the Mediterranean region. In this fluctuation between the two, the predominance of one over the other (“bridge” or “border”) has depended on a number of factors, first among them the distribution of power relations in the region. This volume, which originated in a symposium hosted by the New Europe College – Institute for Advanced Study in Bucharest, brings together contributions coming from scholars within the Black Sea region and outside it, in an attempt to look at the Balkans and Caucasus from a comparative and multi-disciplinary perspective, highlighting their differences, as well as their common features. The overarching question this volume and the papers included in it address – and leave open – is to what extent we are dealing with a coherent zone, whose past, present and future can legitimately be considered as being traversed by meaningful interrelations, suggesting a shared destiny.

Book excerpt: Mainstream historians in recent decades have often treated formal categories and rules as something to be 'used' by individuals, as one might use a stick or stone, and the gains of an earlier legal history are often needlessly set aside. Anthropologists, meanwhile, have treated rules as analytic errors and categories as an imposition by outside powers or by analysts, leaving a very thin notion of 'practice' as the stuff of social life. Philosophy of an older vintage, as well as the work of scholars such as Charles Taylor, provides fresh approaches when applied imaginatively to cases beyond the traditional ground of modern Europe and North America. Not only are different kinds of rules and categories open to examination, but the very notion of a rule can be explored more deeply. This volume approaches rules and categories as constitutive of action and hence of social life, but also as providing means of criticism and imagination. A general theoretical framework is derived from analytical philosophy, from Wittgenstein to his critics and beyond, and from recent legal thinkers such as Schauer and Waldron. Case-studies are presented from a broad range of periods and regions, from Amazonia via northern Chad, Tibet, and medieval Russia to the scholarly worlds of Roman law, Islam, and Classical India. As the third volume in the Legalism series, this collection draws on common themes that run throughout the first two volumes: Legalism: Anthropology and History and Legalism: Community and Justice, consolidating them in a framework that suggests a new approach to rule-bound systems.

This study picks up the various threads linking this transformation across the centuries, and situates them within the full context of what slavery and unfreedom were being used for in the early middle ages. Using data from the archives of the Venetian Terraferma, and compared with information available for elsewhere in Europe, Guido Alfani and Matteo Di Tullio demonstrate that the rise of the fiscal-military state served to increase economic inequality in the early modern period. Preindustrial fiscal systems tended to be regressive in nature, and increased post-tax inequality compared to pre-tax - in contrast to what we would assume is the case in contemporary societies. This led to greater and greater disparities in wealth, which were made worse still as taxes were collected almost entirely to fund war and defence rather than social welfare. Though focused on Old Regime Europe, Alfani and Di Tullio's findings speak to contemporary debates about the roots of inequality and social stratification.
