The panel intends to prepare a second report that discusses techniques for combining information.

Excerpt: The IAV Stryker is a family of eight-wheeled, 4+4-wheel-drive, armored fighting vehicles derived from the Canadian LAV III and produced by General Dynamics Land Systems, in use by the United States Army. The vehicle is named for two American servicemen who posthumously received the Medal of Honor: Pfc Stuart S. Stryker, who died in World War II and Spc4 Robert F. Stryker, who died in the Vietnam War. In October 1999, General Eric Shinseki, then U.S. Army Chief of Staff, outlined a transformation plan for the army that would allow it to adapt to post-Cold War conditions. The plan, dubbed "Objective Force," would have the army adopt a flexible doctrine that would allow it to deploy quickly, and equipped for a variety of operations. An early phase of the plan called for the introduction of an 'Interim Armored Vehicle' which was intended to fill the capability gap between heavy and lethal, but not easily deployable vehicles (such as the M2 Bradley), and easily deployed, but lightly armed and protected vehicles (such as the HMMWV). A variant of the Canadian LAV III offered by the General Dynamics-General Motors Defence Canada team was ultimately awarded the contract in November 2000. Book excerpt: Historically, to deter and defeat major threats in Europe and Asia, the United States has relied on forward-deployed Army and Air Force forces, Navy and Marine Corps forces afloat, long-range aircraft in the continental United States (CONUS), prepositioned unit sets in key regions, and reinforcing units from CONUS. For short-warning crises in other regions, Marine Expeditionary Units, the 82nd Airborne Division, Special Operations Forces, and Air Force/Navy air would be combined as appropriate to provide a limited capability that has usually been sufficient for noncombat evacuations and other lesser contingencies. The United States has not had the ability to deploy large joint forces globally from North America in a matter of days or weeks: The transportation challenge has been simply too great. Army transformation efforts seek to establish that ability, turning the Army from the Legacy Force made up of well-equipped heavy warfighting forces, which are difficult to deploy strategically, and rapidly responding light forces, which lack staying power against heavy mechanized forces, to, first, an Interim Force of Stryker Brigade Combat Teams' brigade-sized forces equipped with a family of current generation medium weight wheeled armored vehicles--then, 15 to 20 years out, the Objective Force, equipped with the Future Combat System (FCS), a medium weight tank that the Army hopes can be as survivable and lethal as the 70-ton M-1 tank.

The purpose of this research is to study the basic organization of the I/SBCT with the goal of identifying alternative organizational structures for the teams. These alternative structures may prove useful in several situations. Alternative structures might be useful if programming decisions by the Department of Defense or Army leadership change the Army's plan to field the number of I/SBCTs currently programmed. In this scenario, in lieu of fielding fewer of the current-sized I/SBCTs, the Army might elect to field the planned six teams with a lower vehicle density or less organic capability than currently envisioned. Secondly, alternative structures may be sought if the current I/SBCT organization proves in practice to be less capable, in one of several areas, than envisioned or desired. The Army is bringing the I/SBCT into being in an accelerated fashion that combines development, experimentation and fielding into a parallel process. In this accelerated procurement program for the I/SBCT, the Army may yet discover that the current structure can't achieve goals for deployment, employment, sustainment or training. Finally, if the Army decides at some point in the future to field I/SBCT-type capabilities to other segments of the legacy force it may very well consider different structures than the I/SBCT baseline. Fielding the Objective Force is tied directly to technological breakthroughs that will make the Future Combat System (FOS) possible. If FOS technology fails to mature rapidly enough or if programming decisions delay Objective Force fielding, it is conceivable the Army might decide to spread I/ SBCT capabilities to a larger segment of the legacy force in the interim. This paper will analyze these scenarios and briefly examine three potential alternative I/SBCT structures to apply against them. For discussion purposes, these structures are identified as I/SBCT-Lite (or minor variations of it), I/SBCT-Applique and the Air-Ground Stryker Team.
