Today's Army is also 30 percent smaller than it was a decade ago. In spite of those changes, the composition of the Army has not shifted markedly: the service remains almost equally divided between active-duty and reserve soldiers. A question under debate is whether that composition is well suited to the Army's current role. The Army hopes to make its force structure better suited to its current mission by converting some of the combat forces in the National Guard to support forces. That change would eliminate some of the excess combat forces; but it would not enable the Army to get to regional conflicts more quickly than it can today, nor would it improve the Army's ability to carry out peacekeeping operations. Finally, because the Army's plan would not reduce the overall size of the service, it would not yield significant savings; therefore, the Army may have difficulty finding the funds to acquire the modem weapons it will need.

Book excerpt: While other services look to meaningful reductions of high cost weapons systems, the Army must reduce the number of soldiers in its active and reserve components to achieve a fiscally sustainable end strength. Accepting that the Army force structure construct (operating and generating force components) is the best construct to train and ready the force for the future, how large does the U.S. Army active component need to be in order to meet the demands of the 2012 Defense Strategic Guidance in the volatile, uncertain, complex and ambiguous security environment of the 21st century? The author will suggest that we are in danger of reducing active duty force structure to a level that places at jeopardy the Army's ability to meet its requirements as directed by the secretary of defense. This paper will determine the optimal force size for the active component based on the Army's current force structure construct, that is, an all-volunteer Army that is comprised of an operating force (warfighters and enablers) and a generating force (recruiters, accessions, trainers and educators). It will not challenge the current force construct, nor delve deeply into the reserve component (Army National Guard and Army Reserve) composition. There will also be a brief historical review of U.S. Army reductions following periods of sustained combat and the resultant 're-growth' of the Army in times of need. The paper will also explore alternative viewpoints that address Army mission evolution, the changing security environment, the importance of maintaining a technological comparative advantage at the expense of force strength, and the rapid generation of Army forces after an emergency occurs.

As the Active Army transforms into the Force of the 21st Century, the United States Army Reserve (USAR) must transform to support that Force. As a major element of the USAR, the Army Reserve Commands (ARCOM) of today must likewise change. Projecting today's ARCOMs into the 21st Century Force that supports the U.S. National Security Objectives in the rapidly-changing contingency environment requires a rethinking, refocusing, restructuring of the U.S. Army Reserve Force for the future. The USAR must enhance its position as an element of the Federal Force by working towards total integration with the Active Army. It must play an active role in contingency planning to fully support the Unified Commanders with combat support and combat service support units (CS/CSS) fully ready for rapid deployment to meet any crisis. In doing so the USAR must focus its efforts on clearly identified goals, functions and structure that add value, elimination of waste, continuous improvement, flexibility, adaptability and responsiveness. With these as a guide, an ARCOM for the 21st Century Force can be developed.

I argue that the global security environment has changed drastically since the end of the Cold War making "Homeland Security" a primary mission for the military, specifically the National Guard. Concurrently, the unprecedented number of overseas deployments to perform peacekeeping missions has severely affected the active Army's combat capability. I argue that the US Army has not embraced the requirements for "Homeland Security," focusing instead on maintaining its 10 active division force structure. To meet the needs of National Military Strategy, the active Army has instead relied on the reserve components to perform overseas peacekeeping missions. I argue that the National Guard has also looked to performing these missions as a method of institutional survival. Together, both components have undermined the Constitutional underpinnings of the Reserve Component as a strategic reserve, to be mobilized in cases of "war or national emergency." I argue that making "Homeland Security" a primary federal mission of the National Guard, along with restructuring current combat, combat support, and combat service support ratios will allow the National Guard to support National Military Strategy and "Homeland Security."

They perform every bit as well as their active duty counterparts and are recognized as finely trained and ready troops. With the ability of the Reserve Components to operate and fulfill mission requirements the Department of Defense (DoD) has cause to re-evaluate the future role of the Reserve Components. Greater integration of Reserve Components and Active Components training, activations and overseas deployments is a potential solution. Whether the mission is a natural or man-made crisis, building partnerships or performing in combat operations, how the DoD uses the Reserve Components has never been more important. Identifying the Reserve Components role in crisis response, power projection, and the conduct of operations, therefore, warrants examination.

When the 2008 election ends, the political landscape will change again of course, and the Army Reserve, while now in the midst of transforming itself to an operational force, will undoubtedly find itself existing and functioning within the context of altered, if not new, policy and strategies that will affect how the Army continues to prosecute "the long war" - and perhaps with a severely constrained budget. Moreover, after military operations in Iraq and Afghanistan eventually end and military forces are subsequently withdrawn, the Army Reserve will need putting back together along with the rest of the Army. However, will we place the Army Reserve back on the proverbial shelf to become a strategic reserve of last resort again or continue using it as a valued and effective operational force for the next hundred years?
