Book Synopsis Tax Capacity and Growth by : Vitor Gaspar
Download or read book Tax Capacity and Growth written by Vitor Gaspar and published by International Monetary Fund. This book was released on 2016-12-02 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: Is there a minimum tax to GDP ratio associated with a significant acceleration in the process of growth and development? We give an empirical answer to this question by investigating the existence of a tipping point in tax-to-GDP levels. We use two separate databases: a novel contemporary database covering 139 countries from 1965 to 2011 and a historical database for 30 advanced economies from 1800 to 1980. We find that the answer to the question is yes. Estimated tipping points are similar at about 123⁄4 percent of GDP. For the contemporary dataset we find that a country just above the threshold will have GDP per capita 7.5 percent larger, after 10 years. The effect is tightly estimated and economically large.

Book Synopsis Institutions and Investment in Sudan by : Denu G. Berhanu
Download or read book Institutions and Investment in Sudan written by Denu G. Berhanu and published by LIT Verlag Münster. This book was released on 2011 with total page 501 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides insights into the development of institutions during war and peace times in Sudan, and presents an analysis of the impact of institutional variables on investment and economic growth. The study combines a new institutional economics framework and a socioeconomic analysis of investment behavior with an analysis of the process of post-conflict reconstruction and development in Sudan/South Sudan. The book contains a wealth of information for policymakers, for the development aid community, and for researchers, based on the results of a cross-country analysis of panel data for Sudan and the results of survey data on investment determinants in South Sudan. An agenda for institutional reform is suggested for Sudan and South Sudan on the basis of the findings of the study. It presents valuable discussions on policy-relevant issues for Sudan and South Sudan, and it also contains an agenda for economic cooperation between Sudan and independent South Sudan. Book Synopsis Economic-pol Dev Sudan by : Francis A. Lees
Download or read book Economic-pol Dev Sudan written by Francis A. Lees and published by Routledge. This book was released on 2019-03-13 with total page 173 pages. Available in PDF, EPUB and Kindle. Book excerpt: The purpose of this volume is to focus attention on the economic and political development of the Sudan, to describe the progress and problems encountered in this development process, and to bring into a single book a comprehensive consideration of the situation in the Sudan. In terms of land area the Sudan is the largest nation in Africa, and one of the most sparsely populated countries in Africa. The Sudan enjoys a strategic location, commanding part of the Red Sea approach to the Suez Canal, and lying in close proximity to the rapidly growing Middle Eastern markets. Complementary aspects of food supply in the Sudan and the Middle East - the Sudan with its potential surplus - the Middle East with its needs - suggest a dynamic export growth pattern in the future.
Book Synopsis Fiscal Adjustment in Sudan Size, Speed, and Composition by : Mr.Kenji Moriyama
Download or read book Fiscal Adjustment in Sudan Size, Speed, and Composition written by Mr.Kenji Moriyama and published by International Monetary Fund. This book was released on 2010-03-01 with total page 45 pages. Available in PDF, EPUB and Kindle. Book excerpt: The paper aims to identify the optimal size, speed and composition of the medium-term fiscal adjustment in the context of Sudan's limited oil reserves. The permanently sustainable non-oil primary balance approach suggests the need for significant fiscal adjustment over the medium term, requiring a widening of the tax base. Cross-country comparisons highlight VAT and personal income tax (as well as tax administration) as key areas for reform. The paper also suggests the need for complementary expenditure-side measures in the areas of petroleum pricing and anchoring fiscal policy in non-oil indicators.

Available in PDF, EPUB and Kindle. Book excerpt: This short introduction to issues of tax justice explains the meaning and causes of tax injustice and offers options for a better future. Providing insight into the specific failures of Africa s tax systemand the associated problems of capital flight, tax evasion, tax avoidance, and tax competitionthis book explores the role of governments, parliaments, and taxpayers, and asks how stakeholders can help achieve tax justice. Arguing that tax revenues are essential for establishing independent states of free citizens, it demonstrates how the tax consensus promoted by multilateral agencies, such as the World Bank and the International Monetary Fund, has influenced tax policy in Africa and led to a reduction in government revenues in many countries. Book excerpt: The 2012 Social Accounting Matrix (SAM) for the Sudan, with a special focus on agriculture, water, and energy, is built using data from domestic sources in the Sudan, including the Central Bureau of Statistics, the Ministry of Agriculture, the Ministry of Finance and Economic Planning, and the Central Bank of Sudan, besides other external sources. Major data sets used include the 2012 National Accounts and Trade Statistics of the CBS, the 53rd Annual Report of the Central Bank of the Sudan, the 2011 Labor Force Survey, the 2009 Household Income and Expenditure Survey, the 2009-2012 Agricultural Production Cost Survey, and the 2005 Industrial Survey. Data from external sources are used to complement national sources. These sources include IMF studies on government finances, FAO reports and data on agriculture, and ILO reports on labor. The SAM distinguishes between agricultural activities based on modes of irrigation, energy based on its major source, and water based on modes of production and types of uses. Land is divided into irrigated and non-irrigated, while natural water resources are added in a separate account. Households are categorized by state, location (rural and urban), and income quintiles. Labor accounts are differentiated based on location (rural and urban), skill level, and gender.

Book Synopsis Brazil: Tax Expenditure Rationalization Within Broader Tax Reform by : Maria Delgado Coelho
Download or read book Brazil: Tax Expenditure Rationalization Within Broader Tax Reform written by Maria Delgado Coelho and published by International Monetary Fund. This book was released on 2021-09-24 with total page 46 pages. Available in PDF, EPUB and Kindle. Book excerpt: The excessive complexity and burden of the Brazilian tax system, riddled by cumulative indirect taxes and heavy payroll contributions, have led to an accumulation of fiscal incentives aimed at reducing its burden on taxpayers and productive activities. Federal and subnational tax expenditures currently stand at over 5 percent of GDP. Rationalizing them can only be comprehensively feasible in the context of a broader sequenced tax reform, and could reduce resource misallocation and income inequality, as well as provide new revenues.
Book Synopsis The Distributional Impact of Taxes and Transfers by : Gabriela Inchauste
Download or read book The Distributional Impact of Taxes and Transfers written by Gabriela Inchauste and published by World Bank Publications. This book was released on 2017-09-19 with total page 402 pages. Available in PDF, EPUB and Kindle. Book excerpt: The World Bank has partnered with the Commitment to Equity Institute at Tulane University to implement their diagnostic tool—the Commitment to Equity (CEQ) Assessment—designed to assess how taxation and public expenditures affect income inequality, poverty, and different economic groups. The approach relies on comprehensive fiscal incidence analysis, which measures the contribution of each individual intervention to poverty and inequality reduction as well as the combined impact of taxes and social spending. The CEQ Assessment provide an evidence base upon which alternative reform options can be analyzed. The use of a common methodology makes the results comparable across countries. This volume presents eight country studies that examine the distributional effects of individual programs and policy measures—and the net effect of each country’s mix of policies and programs. These case studies were produced in the context of Bank policy dialogue and have since been used to propose alternative reform options.

Book Synopsis War and Politics in Sudan by : Justin D. Leach
Download or read book War and Politics in Sudan written by Justin D. Leach and published by Bloomsbury Publishing. This book was released on 2012-11-26 with total page 324 pages. Available in PDF, EPUB and Kindle. Book excerpt: On 9 July 2011, South Sudan became an independent state after more than half a century of civil conflict wrought with human rights abuse. Indeed, the post-colonial history of Sudan has been characterised by two Civil Wars spanning almost two decades each: the first from 1955-1972 and the second from 1983-2005. With questions of national and regional identity at the heart of the conflict, the Sudanese Civil Wars have highlighted key questions about the post-colonial epoch. Justin Leach's War and Politics in the Sudan offers a comparative analysis of the First and Second Sudanese Civil Wars, along with the peace treaties which ended them. Most historians have seen the 1972 Addis Ababa Agreement as a stepping stone to renewed civil conflict in 1983 rather than as a settlement in its own right. Leach, on the other hand, believes that the size of Sudan precludes the application of traditional theories of conflict resolution. The introduction of natural resources brought a new facet to the already complex Second Sudanese Civil War. Oil, for instance, internationalised the conflict and added yet another prism through which groups in the conflict could view their identity. By tracing the evolving demands of the southern insurgents and the regimes they fought against, Leach outlines the main challenges to the Sudanese nationalist project, including the strength of southern regional identities, the resurgence of political Islam in the north as well as the sheer duration of the conflict. War and Politics in the Sudan thus offers a fresh and timely analysis of a region long beset by civil conflict, interethnic violence and poverty, a region whose historical narrative has recently taken on a new trajectory. Those interested in post-colonial Sudanese history are sure to find Leach's arguments both persuasive and pertinent.
