This book was released on 1990-10-17 with total page 272 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume brings together an international group of contributors to explore the impacts of structural economic change and technological progress on labor markets. The contributors goal is to present an in-depth comparative study of the ways in which different national economies have adjusted to structural changes like the shift to service-based economies and technological changes brought about by the increasing use of the computer in offices and on the production line. Examining the adjustment process from both a micro and macro perspective, the contributors analyze the flexibility potentials within the different institutional organizations of the labor market in the U.S., France, West Germany, Great Britain, and Sweden. The study begins with a comprehensive introduction written by the editors which discusses the problem of structural and technological change in economic, social, and political terms. Two subsequent chapters address the economic structures of post-industrial society and the differential characteristics of employment growth in service industries. The contributors then present individual analyses of the labor market situation in the five countries under study as well as two general studies of institutions regulating the labor market and flexibility within the labor market. Throughout, the contributors are concerned with key issues such as which systems seem to adapt best, how skill and educational needs may be met in the changing labor market, and the importance of flexibility in a system characterized by ongoing structural and technological change. Ideal as supplementary reading for advanced courses in labor economics and industrial organization, this volume offers important new insights into labor market flexibility in the face of significant and continuing change.

This book was released on 1995-11-01 with total page 98 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper examines the role of the labor market in the transmission process of adjustment policies in developing countries. It begins by reviewing the recent evidence regarding the functioning of these markets. It then studies the implications of wage inertia, nominal contracts, labor market segmentation, and impediments to labor mobility for stabilization policies. The effect of labor market reforms on economic flexibility and the channels through which labor market imperfections alter the effects of structural adjustment measures are discussed next. The last part of the paper identifies a variety of issues that may require further investigation, such as the link between changes in relative wages and the distributional effects of adjustment policies.

Book excerpt: The net effect on employment of structural changes now occurring in the United States will be determined by the actions that government, management, and labor take to create and support the conditions for new opportunity and to encourage people to move from old to new work. Many of the measures that need to be taken to ensure profitability involve changes in the type of work done and the number of people employed. Labor adjustment policies have to be factored into any decision taken by management to improve competitive position. The six crucial elements around which adjustment policies in the private sector should be structured are: (1) communication between management and labor regarding competitive realities, steps needed to improve market position, and rewards employees can expect; (2) employee involvement at the work level in the design and implementation of productivity improvements; (3) flexible total compensation that links wages and benefits to profitability; (4) advance notification to employees, unions, and the community of decisions affecting jobs; (5) reorientation of employee benefits so that employees moving between firms do not lose them; and (6) support programs that allow workers to shift to new opportunities. The critical elements around which public sector adjustment policies should be structured are incentives to reemployment, coordination of public and private resources, commitment to job training programs, promotion of economic development strategies, and educational reform to emphasize the skills and attitudes needed to prepare students for higher-skilled, technology-based jobs. In this book, a range of leading commentators on globalization and labour markets present original contribution on the interaction between these two areas. This book assesses the impact of globalization on trade, cross-border investment and migration from both a theoretical and econometric standpoint and discusses the possible applications of this analysis for both industrialized and developing countries.

This book was released on 2018-03-19 with total page 41 pages. Available in PDF, EPUB and Kindle. Book excerpt: Institutional and market frictions impose costs on the reallocation of labor from low to high productivity sectors, leading to suboptimal allocations and a loss in aggregate labor productivity. Using cross-country sector-level data, we use a dynamic panel error correction model to compute the speed of sectoral labor adjustment, as well as the contribution of structural reforms in governance, labor and product markets, trade and openness, and the financial sector to lowering the costs of labor reallocation. We find that, on average, sectoral employment shares converge towards equilibrium allocations, closing about 13.7 percent of labor productivity gaps each year; this speed of labor adjustment varies across sectors and income groups. On structural reforms, we find a significant association between more efficient labor reallocation and financial market liberalization, less bureaucracy, strong judicial and regulatory environment, trade liberalization, better education and more flexible labor and product markets.

This book was released on 2017-05-24 with total page 33 pages. Available in PDF, EPUB and Kindle. Book excerpt: Labor markets in Australia have adjusted smoothly to significant declines in commodity prices with little increase in unemployment. This paper examines several aspects of the adjustment, focusing on (i) evidence of increased labor market frictions following the commodity price decline; (ii) flexibility in labor input adjustment in response to demand shocks; (iii) changes in labor productivity in the wake of resource reallocation with the decline in mining investment, (iv) and the role of migration in adjusting to the commodity price and mining investment cycle. We find little evidence of increased labor market frictions with the decline in commodity prices. The relatively smooth transition has been assisted by increased flexibility in adjustment of worker hours over time. Labor productivity growth has sustained its historical average through the transition, despite some temporary drag as the economy rebalances. Finally, migration has played a key role in labor market adjustment through the commodity cycle.
Book Synopsis Structural Change and the Adjustment Process by : John Russel Baldwin
Download or read book Structural Change and the Adjustment Process written by John Russel Baldwin and published by Statistics Canada : Economic Council of Canada. This book was released on 1990 with total page 244 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study is aimed at estimating the pattern and magnitude of worker and job reallocation, in both the long and the short run, as part of the dynamics of the market economy. It addresses such questions as: Have there been shifts in the relative importance of different sectors and industries? What effects do the exit and entry rates of plants have on the release and hiring of labour? How extensive is the employment expansion and contraction of continuing firms? How important is firm size in the process of job gain and job loss? How significant are worker separations? What is the relationship between form-related job turnover and worker separations? Do `trade-sensitive' industries experience less or more employment change than other industries?.
Book Synopsis From One Job to the Next by : Adam Seitchik
Download or read book From One Job to the Next written by Adam Seitchik and published by W E Upjohn Inst for. This book was released on 1989 with total page 129 pages. Available in PDF, EPUB and Kindle. Book excerpt: This four-chapter book explains how the structure of job opportunities in the United States has changed over the past 20 years as the economy has changed from goods production to service employment; it links such changes to the issues of displacement policy and worker mobility. It is intended to contribute to the formation of policies and programs designed to help workers adjust to economic change. The first chapter outlines changes in the structure of job opportunities and assesses their effect on the post-layoff adjustment process of displaced workers and policies to facilitate it. Chapter 2 focuses on how the structure of job opportunities in the United States has changed in the recent past, explaining the issues and problems these changes may pose for successful worker adjustment. Analysis was made through data supplied by the March Work Experience Supplements to the Current Population Survey (CPS). Chapter 3 assesses the manner in which displaced workers have responded to changes in the structure of jobs and the implications that emerge for program policy. Data used were obtained from the January 1986 Dislocated Worker Supplement to the CPS. The final chapter draws together the conclusions from the analyses to identify the major challenges faced by programs and policies designed to facilitate worker adjustment to economic change. It discusses realistic policy goals and their implications for program strategy. Forty-two tables, extensive notes, and an index are provided. (KC)

Available in PDF, EPUB and Kindle. Book excerpt: The analysis in this report confirms the findings of previous studies that trade liberalization improves aggregate welfare and is in the long run associated with higher employment and wages. The analysis addresses a major gap in the literature, which has heretofore provided limited evidence about the trade-related adjustment costs faced by workers in developing countries and how they are affected by mobility costs. Labor market frictions reduce the potential gains from trade reform. For a tariff reduction in a given sector, the resulting change in relative prices raises real wages in some sectors and reduces them in the liberalized sector. The emerging wage gaps lead to labor reallocation. But workers typically incur costs to change jobs; the higher the mobility costs, the slower the transition to the new labor market steady state. Workers’ sticky feet result in foregone welfare gains from trade. This report presents an estimation strategy for capturing mobility costs when only net flows of workers between industries are observed, generating cross-country estimates for 47 developed and developing countries. The basic analytical approach is then refined to take advantage of micro-level data on worker transitions and wages when gross flows can be observed to derive mobility cost estimates that account for sector and formality status. These cost estimates are used to model the dynamic paths of labor reallocation between sectors and in and out of the labor force, the associated wage paths, and the resulting labor adjustment costs. The main findings of the report are that: labor mobility costs in developing countries are high; foregone trade gains due to frictions in labor mobility can also be substantial; workers bear the brunt of adjustment costs; mobility costs and labor market adjustments to trade-related shocks vary by industry, firm type, and worker type; entry costs are significantly higher for formal than for informal employment; trade reforms increase economy-wide wages and employment; and workers displaced by plant closings are likely to face relatively long adjustment periods. The findings provide insights that could be helpful to policymakers hoping to mitigate negative short-term consequences of trade liberalization and facilitate labor adjustment.
Book Synopsis Structural Change and Labor Market Flexibility by : Mohr Siebeck (Tybinga).

This book was released on 1997 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The economies of many advanced countries are currently going through a period of structural adjustment caused mainly by the globalization of production and technological change. Already, economists are beginning to analyze the impact of this new state of affairs upon labor markets. In this volume, Horst Siebert brings together twelve experts from around the world to examine these sectoral structural changes at various levels of aggregation -- among them, the way that age and gender relate to the overall composition of the labor force, the development of different occupations within industries, and the reasons for the varying experiential and educational backgrounds of the workforce. Conducted for both major industrial countries such as the United States and Japan and for the smaller open economies of Denmark and the Netherlands, for instance, these analyses will be of interest to international economists on a broad scale.
Book Synopsis Globalization of the Economy, Unemployment and Innovation by : Paul J.J. Welfens
Download or read book Globalization of the Economy, Unemployment and Innovation written by Paul J.J. Welfens and published by Springer Science & Business Media. This book was released on 2012-12-06 with total page 257 pages. Available in PDF, EPUB and Kindle. Book excerpt: Economic globalization has intensified since the 1980s and created faster channels of international interdependence and an accelerating technology race. In this new asymmetric world economy the EU is facing a dynamic and flexible US system which takes advantage of the global quest for foreign direct investment. Innovation policies in the EU - in particular in Germany - are found to be rather inadequate. There are also new theoretical challenges where a "structural macro model" and a Schumpetrian model of innovation and full employment are presented as new approaches. Besides theoretical challenges the increasing global dynamics raise new problems of international policy coordination which could lead to unsustainable economic globalization.
