It has stressed the US-Japanese security alliance, the use of economic tools, and constraints on the use of force. However, this book argues that new ideas and new patterns of diplomacy have in fact come about following the changes after the fall of the Berlin Wall. Using case studies that look at China, the Korean peninsulas, Russia and Central Asia, Southeast Asia, and international institutions, Michael Green uncovers a more Japanese foreign policy in Japan. Though it still converges with the US on fundamental issues, it is increasingly independent. While remaining low-risk, it is more sensitive to balance-of-power issues. It is still reactive, but it is far less passive. Green argues that this emerging strategic view, what he calls “reluctant realism,” is being shaped by a combination of changes in the international environment, insecurity about national power resources, and Japanese aspirations for a national identity that moves beyond the legacy of World War II. As a result, it is time for the US and the world to recognize Japan as an independent actor in Northeast Asia and to assess Japanese foreign policy on its own terms.

S. from the end of World War II through the end of the U.S.-Soviet Cold War and how this policy is developed within the United States. The next chapters will he devoted to the external factors that influence the U.S.-Japan alliance including waning public opinion in Japan for support of U.S. troops, the Asian economic crisis, and fears of Japanese militarism and of revived nationalism within Japan. This thesis will suggest ways to calm these fears including the continued development of regional security groups. Such measures represent a tremendous task which, if accomplished, will allow for the reduction of the U.S. forces in the region without the creation of a power vacuum. This thesis argues in favor of a reduction that gives primacy to U.S. naval forces in the region, which could serve to satisfy the above concerns.

The Perils of Proximity evaluates the chances of armed conflict between China and Japan, presenting in stark relief the dangers it would pose and revealing the steps that could head off such a disastrous turn of events. Richard Bush focuses his on the problematic East China Sea region. Although Japan’s military capabilities are more considerable than some in the West realize, its defense budget has remained basically flat in recent years. Meanwhile, Chinese military expenditures have grown by double digits annually. Moreover, that the emphasis of China’s military modernization is on power projection—the ability of its air and naval forces to stretch their reach to the east, thus encroaching on its island neighbor. Tokyo regards the growth of Chinese power and its focus on the East China Sea with deep anxiety. How should they respond? The balance of power is changing, and Japan must account for that uncomfortable fact in crafting its strategy. It is incumbent on China, Japan, and the United States to take steps to reduce the odds of clash and conflict in the East China Sea, and veteran Asia analyst Bush presents recommendations to that end. The steps he suggests won’t be easy, and effective political leadership will be absolutely critical. If implemented fully and correctly, however, they have the potential of reducing the perils of proximity in Asia.
