Book excerpt: Partly in response to a 2015 cargo ship sinking, the U.S. Coast Guard has put in place and proceeded to implement a well-conceived organizational and procedural framework for supporting and overseeing "recognized organizations," particularly those in the Coast Guard's Alternative Compliance Program. TRB Special Report 343: Strengthening U.S. Coast Guard Oversight and Support of Recognized Organizations: The Case of the Alternative Compliance Program recommends a series of steps the Coast Guard should take to strengthen its support for and monitoring of third-party organizations that conduct vessel inspections on its behalf. The study committee concluded that Coast Guard has made significant strides in introducing a comprehensive oversight framework, but that its long-term effectiveness will depend on more pronounced and sustained progress in improving data systems and communications and coordination among Coast Guard and third-party inspection personnel

Available in PDF, EPUB and Kindle. Book excerpt: The passage of the Oil Pollution Act of 1990 (OPA 90) by Congress and subsequent modifications of international maritime regulations resulted in a far-reaching change in the design of tank vessels. Double-hull rather than single-hull tankers are now the industry standard, and nearly all ships in the world maritime oil transportation fleet are expected to have double hulls by about 2020. This book assesses the impact of the double hull and related provisions of OPA 90 on ship safety, protection of the marine environment, and the economic viability and operational makeup of the maritime oil transportation industry. The influence of international conventions on tank vessel design and operation is addressed. Owners and operators of domestic and international tank vessel fleets, shipyard operators, marine architects, classification societies, environmentalists, and state and federal regulators will find this book useful.

Book excerpt: The United States has enduring national and strategic interests in the polar regions, including citizens living above the Arctic circle and three year-round scientific stations in the Antarctic. Polar icebreaking ships are needed to access both regions. Over the past several decades, the U.S. government has supported a fleet of four icebreakersâ€"three multi-mission U.S. Coast Guard ships (the POLAR SEA, POLAR STAR, and HEALY) and the National Science Foundation's PALMER, which is dedicated solely to scientific research. Today, the POLAR STAR and the POLAR SEA are at the end of their service lives, and a lack of funds and no plans for an extension of the program has put U.S. icebreaking capability at risk. This report concludes that the United States should continue to support its interests in the Arctic and Antarctic for multiple missions, including maintaining leadership in polar science. The report recommends that the United States immediately program, budget, design, and construct two new polar icebreakers to be operated by the U.S. Coast Guard. The POLAR SEA should remain mission capable and the POLAR STAR should remain available for reactivation until the new polar icebreakers enter service. The U.S. Coast Guard should be provided sufficient operations and maintenance budget to support an increased, regular, and influential presence in the Arctic, with support from other agencies. The report also calls for a Presidential Decision Directive to clearly align agency responsibilities and budgetary authorities.

Book excerpt: "TRB Special Report 321: Strengthening the Safety Culture of the Offshore Oil and Gas Industry offers recommendations to industry and regulators to strengthen and sustain the safety culture of the offshore oil and gas industry. The committee that prepared the report addresses conceptual challenges in defining safety culture and discusses the empirical support for the definition of safety culture offered by the Bureau of Safety and Environmental Enforcement, the nine characteristics or elements of a robust safety culture, methods for assessing company safety culture, and barriers to improving safety culture in the offshore industry. The committee's report also identifies topics on which further research is needed with respect to assessing, improving, and sustaining safety culture"--Provided by publisher.

Book excerpt: Large ships transporting hazardous cargoes, notorious marine accidents, and damage to marine ecosystems from tanker spills have heightened public concern for the safe navigation of ships. This new volume offers a complete, highly readable assessment of marine navigation and piloting. It addresses the application of new technology to reduce the probability of accidents, controversies over the effectiveness of waterways management and marine pilotage, and navigational decisionmaking. The book also explores the way pilots of ships and tugs are trained, licensed, and held accountable. Minding the Helm approaches navigational safety from the perspectives of risk assessment and the integration of human, technological, and organizational systems. Air and marine traffic regulation methods are compared, including the use of vessel traffic services. With a store of current information and examples, this document will be indispensable to federal and state pilotage and licensing authorities and marine traffic regulators, the Coast Guard, pilot associations, and the shipping and towing industries. It will also interest individuals involved in waterway design, marine education, and the marine environment.

Available in PDF, EPUB and Kindle. Book excerpt: Since the early 1970s, experts have recognized that petroleum pollutants were being discharged in marine waters worldwide, from oil spills, vessel operations, and land-based sources. Public attention to oil spills has forced improvements. Still, a considerable amount of oil is discharged yearly into sensitive coastal environments. Oil in the Sea provides the best available estimate of oil pollutant discharge into marine waters, including an evaluation of the methods for assessing petroleum load and a discussion about the concerns these loads represent. Featuring close-up looks at the Exxon Valdez spill and other notable events, the book identifies important research questions and makes recommendations for better analysis ofâ€"and more effective measures againstâ€"pollutant discharge. The book discusses: Inputâ€"where the discharges come from, including the role of two-stroke engines used on recreational craft. Behavior or fateâ€"how oil is affected by processes such as evaporation as it moves through the marine environment. Effectsâ€"what we know about the effects of petroleum hydrocarbons on marine organisms and ecosystems. Providing a needed update on a problem of international importance, this book will be of interest to energy policy makers, industry officials and managers, engineers and researchers, and advocates for the marine environment.

Book excerpt: Autonomous vehicles (AVs) have been used in military operations for more than 60 years, with torpedoes, cruise missiles, satellites, and target drones being early examples.1 They have also been widely used in the civilian sector-for example, in the disposal of explosives, for work and measurement in radioactive environments, by various offshore industries for both creating and maintaining undersea facilities, for atmospheric and undersea research, and by industry in automated and robotic manufacturing. Recent military experiences with AVs have consistently demonstrated their value in a wide range of missions, and anticipated developments of AVs hold promise for increasingly significant roles in future naval operations. Advances in AV capabilities are enabled (and limited) by progress in the technologies of computing and robotics, navigation, communications and networking, power sources and propulsion, and materials. Autonomous Vehicles in Support of Naval Operations is a forward-looking discussion of the naval operational environment and vision for the Navy and Marine Corps and of naval mission needs and potential applications and limitations of AVs. This report considers the potential of AVs for naval operations, operational needs and technology issues, and opportunities for improved operations.
