Book excerpt: Recent demographic trends in the Latin American and Caribbean (LAC) region will shape the growth and age composition of its populations for decades to come. The rapid mortality decline that began during the 1950s, and the more recent and even sharper reduction in fertility, will produce unusually high rates of growth of the older population, a large change in overall population age composition, and significant increases in the ratio of older to younger population. According to the 2013 United Nations projections, the number of people aged 60 and over in LAC is expected to increase from 59 million in 2010 to 196 million in 2050, and the number of people aged 80 and over will increase from 8.6 million to more than 44 million during the same period. To explore the process of rapid aging in the LAC, a workshop took place at the National Academy of Medicine in May 2015. Participants of the workshop presented scientific research emphasizing what is unique about aging in LAC and what is similar to other processes around the world, highlighted the main areas where knowledge of the aging process in LAC is insufficient and new research is required, and proposed data collection that will produce information for policymaking while being responsive to the needs of the research community for harmonized, highly comparable information. The workshop afforded participants an opportunity to consider strategies for articulating data collection and research in the region so that country-based teams can reap the benefits from being part of a larger enterprise while simultaneously maintaining their own individuality and responding to the particular needs of each country. Strengthening the Scientific Foundation for Policymaking to Meet the Challenges of Aging in Latin America and the Caribbean summarizes the presentations and discussions of the workshop.

Given the importance of this issue, the journal Nutrients is planning a Special Issue on “Ageing and Nutrition through Lifespan” with the aim of providing a source for accurate, up-to-date scientific information on this topic. We invite you and your co-workers to consider submission of your original research findings or a review article on the topic. Manuscripts should focus on the direct impact of specific food components, dietary patterns, energy intake, macro-, micro- nutrients, alcohol intake, food insecurity as well as malnourishment and appetite to the ageing process (healthy, active, successful ageing, frailty and other similar indices) across lifespan. In a similar way, we also welcome manuscripts that focus on the indirect effect of nutrition to the ageing process throughout the pathway of chronic disease (i.e., obesity, diabetes, depression and mental diseases).

Increased life expectancy and lower fertility rates are changing the population structure worldwide in a major way: the proportion of older persons is rapidly increasing, a process known as population ageing. The process is inevitable and is already advanced in developed countries and progressing quite rapidly in developing ones. The 2007 Survey analyses the implications of population ageing for social and economic development around the world, while recognising that it offers both challenges and opportunities. Among the most pressing issues is that arising from the prospect of a smaller labour force having to support an increasingly larger older population. Paralleling increased longevity are the changes in intergenerational relationships that may affect the provision of care and income security for older persons, particularly in developing countries where family transfers play a major role. At the same time, it is also necessary for societies to fully recognise and better harness the productive and social contributions that older persons can make but are in many instances prevented from making. The Survey argues that the challenges are not insurmountable, but that societies everywhere need to put in place the policies required to confront those challenges effectively and to ensure an adequate standard of living for each of their members, while respecting and promoting the contribution and participation of all.

However, this recognition of the value of statistics does not necessarily translate into greater support for the institutions responsible for their production. To understand the disparity in the capacity of NSOs, the publication provides an innovative approach: it uses the theoretical framework of the study of State capacity, and it develops a methodological framework to compare the political economy factors that influence statistical capacity, through case studies in ten countries of the region: Argentina, Bolivia, Brazil, Colombia, Dominican Republic, Ecuador, El Salvador, Guatemala, Mexico, and Peru. Additionally, the publication offers a series of recommendations to strengthen the capacity of NSOs in the region, which include the implementation of institutional reforms to modernize the legal frameworks that govern NSOs in order to grant them more autonomy and allow them to assume a coordinating role of the national statistical system; the greater use of administrative records; the promotion of a dialogue between the NSOs and the community of data users; the establishment of links with non-governmental and international actors; and adherence to international standards and best practices for the production and dissemination of official statistics.
