Book excerpt: With trust building and social cohesion as an essential part of a unification process on the Korean peninsula, this study is guided by the following research question: How can the arts contribute to the social cohesion of a unified Korean society and what arts-based policy strategy can be developed and operationalized? Thus far, most scholarly research regarding a Korean unification has dealt with political and economic factors. However, precedent cases of unification (e.g., Germany) exhibit that solely institutional integration cannot create a truly cohesive society, which is central to unification. It is essential to acknowledge that political and economic unification cannot encompass the social cohesion of two societies that have developed in irreconcilable directions over the last 60 years of division. Also, the true meaning of unification can be articulated only after building a unified civil society where trust and a sense of belonging have been restored amongst citizens from both South and North Korea. Although the two Koreas historically stem from one nation - the Joseon Dynasty, South and North Korea have developed distinctive cultures under their different political regimes. In the discourse of unification, therefore, the chasm in politics and culture between the two separate societies must be at the center of discussion. Recognizing the importance of social cohesion, this research asserts that the arts can facilitate bridging people who hold different ideological and cultural values, building trust, and constructing one national identity for Korean citizens. It employs concepts related to 'soft power,' 'trust,' 'public purposes of the arts,' and 'nonprofit.' This study engages in qualitative research designed to inform the creation of an arts-based policy strategy to stimulate social cohesion in a unified Korean society. It is designed based on document analysis and case studies using grounded theory. It aims at understanding the cultural gap between South and North Koreans and ultimately developing an arts-based policy strategy, which employs the arts as a catalyst for restoring trust between people of the divided societies on the Korean peninsula, as part of a peaceful unification.

Book excerpt: Labor market duality is a complex and critical issue for many countries that can lower productivity, contribute to inequality and result in negative externalities. In this paper, I study duality in the Korean labor market and analyze its sources and potential policy options. I find that employment protection legislations and large productivity differentials are the key drivers of Korea’s duality. In addition, applying a general equilibrium search-and-matching model and calibrating it to the Korean economy, I show that well-calibrated flexicurity policies can significantly reduce duality and inequality and raise welfare and productivity. Notably, the introduction of all three pillars—flexiblity, a strong safety net and active labor market policies—is critical for its success. If only one pillar is introduced it can result in negative side-effects and might not reduce duality.

Globalization has inserted an axis of polarization into the middle class, separating a small minority that benefits from the globalized economy from the large majority that suffers from it. This internal differentiation generates a challenging dynamic within Korean society, as the newly affluent seek to distinguish themselves from the rest of the middle class to establish a new, privileged class position. Privilege and Anxiety explores how these tensions play out in three areas: consumption and lifestyle, residential differentiation, and education. In all three areas, the dominant orientation of the affluent middle class is to preserve their newfound privilege and to pass it onto their children. Their new class practices, Koo argues, bring great anxiety to both the winners and losers of neoliberal globalization.
