Book excerpt: Africa is not on track to meeting the Sustainable Development Goal (SDG) 2 targets to end hunger and ensure access by all people to safe, nutritious and sufficient food all year round and to end all forms of malnutrition. The number of hungry people on the continent has risen by 47.9 million since 2014 and now stands at 250.3 million, or nearly one-fifth of the population. The 2017, 2018 and 2019 editions of this report explain that this gradual deterioration of food security was due to conflict, weather extremes, and economic slowdowns and downturns, often overlapping. A continued worsening of food security is expected also for 2020 as a result of the COVID-19 pandemic. In addition to hunger, across all countries in Africa millions of people suffer from widespread micronutrient deficiencies, and overweight and obesity are emerging as significant health concerns in many countries. This report shows that the food system in Africa does not provide food at a cost that makes nutritious food affordable to a majority of the population, and this is reflected in the high disease burden associated with maternal and child malnutrition, high body-mass, micronutrient deficiencies and dietary risk factors. The report also shows that current food consumption patterns impose high health and environmental costs, which are not reflected in food prices. The findings presented in this report highlight the importance of prioritizing the transformation of food systems to ensure access to affordable and healthy diets for all, produced in a sustainable manner.

In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.

The latest data shows that the deterioration has slowed, but there remain 256 million hungry people in Africa today. The report further documents that although many African countries are making progress towards reducing malnutrition, progress is too slow to meet six key nutrition targets, which form part of the Sustainable Development Goals (SDGs) monitoring framework and the World Health Assembly global nutrition targets. Food insecurity has been rising in Africa in recent years and the continent is not on track to eliminate hunger by 2030. The 2017, 2018 and this year’s report identify and report in detail on conflict, climate extremes and economic slowdowns and downturns as the key drivers of the rise in food insecurity. In most cases, the economic slowdowns and downturns that contributed to rising undernourishment in 2014–2018 were the result of commodity price falls. Many effective policy tools are available, but their adoption will depend on the availability of fiscal space to effect the desired policy action. In the longer-term, countries must develop policies and invest to achieve a more diversified economy and achieve an inclusive structural transformation. However, sustained economic growth is not enough: reducing inequalities, including gender-based and spatial inequalities, is essential to strengthening household resilience, laying the path to inclusive growth and reducing food insecurity and tackling the multiple forms of malnutrition.

Book excerpt: The analysis made of the effectiveness of national fishery and aquaculture policies and strategies in ECOWAS Member States and Mauritania has shown overall that their implementation faces with problems related to the low level of domestic funding allocated. This is compounded by their heavy dependence on external financing through TFP programmes and projects in which the objectives are not always aligned with those of national policies. Thus, the attractiveness of the sector will have to be improved by establishing a much more favourable environment for private sector investment in fisheries and aquaculture, given the substantial investment gaps highlighted by the financial analysis of the various national fishery and aquaculture investment plans. The sector’s share in the State budget is also expected to increase, as it does not reflect the importance accorded to the sector in national development policy and strategic planning documents. This meagre budgetary appropriation is one of the main factors making policies in West Africa less effective. Moreover, despite the efforts of Member States, the fisheries and aquaculture sector still faces challenges such as weak participatory governance, low human and technical capacity, persistent IUU fishing, low levels of aquaculture production, high post-harvest losses, etc., which detract from the sector’s contribution to the FNS among the different populations, especially in marine and river coastal communities.

The programme enhanced a national policy shift toward addressing nutrition by improving policy processes with more participation of civil society and subnational stakeholders, enriching policy and programming to address needs throughout the country. The programme supported significant enhancement of technical capacities to gather and analyze food security and nutrition evidence, innovative approaches for engaging students in nutrition learning activities, and improved the links between research and policy-making. Subnational capacity development support was initiated in the middle of the programme, identifying important opportunities for impactful multi-stakeholder collaboration on implementing national policy. The evaluation noted important effort on gender issues, but pointed out that emphasizing women’s empowerment and gender equity within all FSN programming is critical to success. To eradicate food insecurity and malnutrition throughout Bangladesh more work is especially needed in formalizing improved food-sector collaboration and multi-stakeholder governance mechanisms to continuously develop, learn, share and implement good practice at all levels.

The overall objective is to create awareness and enable increased investment in the forestry sector for food security and nutrition in Tanzania. Agrifood systems transformation is urgently needed if we are to achieve sustainability, resilience and food security and nutrition in a post-COVID world. This desired transformation can only be achieved by strengthening and capitalizing on the knowledge, experience, skills, and capabilities for collective action of a broad range of public and private actors each of whom bring distinctive interests, needs, resources, influence and capacities. “Governance” is the name for this multidimensional capability for effective and inclusive collective action at all levels. In many country contexts, it is the governance bottlenecks that lead to a gap between policy expectations and their outcomes on the ground. For example, a given policy intervention can make a lot of economic sense but if it is perceived as threatening a powerful interest group or not sufficiently considering that group’s interests, it will most probably fail. Understanding the governance – both institutions and political economy – behind existing agrifood systems can thus make or break the success of any policy or technical support work. Bringing together insights from FAO’s rich experience and knowledge and global literature, this paper introduces an operational four-phased framework for analysis and integration of governance analysis and action into formulation and implementation of interventions at country, regional and global levels. It also provides a review of recent trends in expert thinking about governance for sustainable development and highlights FAO’s conceptual contributions to governance in the areas of FAO’s mandate. The increased use of governance analysis in FAO’s work will stimulate iterative collective learning processes and honest evaluation of potential for change thus supplementing technical solutions with approaches based on a solid understanding of practical and political realities on the ground. With its emphasis on continual learning and adaptation, governance analysis will enable FAO to significantly improve the effectiveness of its policy and technical support to Members to achieve sustainable development that leaves no one behind.
