Book excerpt: A solid understanding of domestic political economy helps to promote policies that are better adapted to country realities. The challenges that many governments faced in responding to food price volatility during the 2008 global food crisis re-focused attention on the political economy and implementing effective national policy responses on food security and nutrition. Understanding the political economy behind public policy-making and implementation is crucial to enhancing the effectiveness of policy support to countries and increases the chances of nationally-led reforms that result in better food security and nutrition outcomes. This political economy analysis note is intended to support policy practitioners and other stakeholders in working in a more politically informed way towards a coherent set of policies across relevant sectors. It demonstrates how political economy analysis can add value to policy support work, gives examples of key political economy challenges in food security and nutrition and shres information on the existing frameworks and analysis tools.

Book excerpt: One hundred million people worldwide earn an income from fisheries and aquaculture and many more rely on fish for a nutritious diet. The policy agenda of the sector tends to be oriented towards commercial interests. Often, food security, nutrition and livelihoods concerns are not well factored into fisheries-related policy measures due to the overall lack of knowledge about their linkages, as well as poor coordination across the respective policy domains. This fisheries and aquaculture guidance note highlights the importance of fisheries in local and global food systems and demonstrates how related policy measures can contribute to nutrition and health, particularly for the poor. It also discusses a range of issues to be taken into account when attempting to harmonize fisheries policies with food security and nutrition concerns.

One reason is that strategies to reduce food insecurity and malnutrition are principally seen as a concern of the agricultural sector. Specific food insecurity reduction goals and targets are usually absent from most poverty reduction planning instruments. This book synthesises lessons learned from five countries - Bhutan, Cambodia, Kenya, Mozambique and United Republic of Tanzania - in providing policy assistance to better integrate FSN concerns in national policies and planning processes. Effective FSN policies should have strong links to social investment, poverty reduction measures, development policies and above all human dignity. These lessons will inform future FSN related policy assistance to member countries striving to eradicate the plight of hunger and malnutrition.

Book excerpt: New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

Book excerpt: More than a decade has passed since the publication of the series entitled Social Analysis of Agriculture and Rural Investment Projects, which comprises three complementary manuals – the Manager’s, Practitioner’s and Field guides. During this time, conflict, climate change and economic downturns have been driving up poverty, hunger, and socioeconomic inequalities, reducing the resilience of agrifood systems. In response, the FAO Investment Centre has updated the Social Analysis guides to address the evolving and volatile rural transformation context, providing programme managers, practitioners and field workers with a set of enhanced tools for the design, implementation and evaluation of inclusive investments in agrifood systems. Today’s investments must prioritize more demand-driven, people-centred, culturally sensitive and locally owned sustainable approaches, with increased attention to reducing gender and other inequalities. Operationalizing these principles contributes to FAO’s and financing agencies’ objectives of ending poverty, improving food security and nutrition, and reducing inequalities. The goal of the updated guides is to support investments that contribute to inclusive, resilient and sustainable agrifood systems, aligned with the outcomes of the UN Food Systems Summit, the Sustainable Development Goals (SDGs), and the core principle of leaving no one behind. This publication is part of the Investment Toolkits series under the FAO Investment Centre's Knowledge for Investment (K4I) series. The contents of this publication have been turned into three e-leaning courses, which are accessible for free through the FAO E-learning Academy.

Book excerpt: Africa is not on track to meeting the Sustainable Development Goal (SDG) 2 targets to end hunger and ensure access by all people to safe, nutritious and sufficient food all year round and to end all forms of malnutrition. The number of hungry people on the continent has risen by 47.9 million since 2014 and now stands at 250.3 million, or nearly one-fifth of the population. The 2017, 2018 and 2019 editions of this report explain that this gradual deterioration of food security was due to conflict, weather extremes, and economic slowdowns and downturns, often overlapping. A continued worsening of food security is expected also for 2020 as a result of the COVID-19 pandemic. In addition to hunger, across all countries in Africa millions of people suffer from widespread micronutrient deficiencies, and overweight and obesity are emerging as significant health concerns in many countries. This report shows that the food system in Africa does not provide food at a cost that makes nutritious food affordable to a majority of the population, and this is reflected in the high disease burden associated with maternal and child malnutrition, high body-mass, micronutrient deficiencies and dietary risk factors. The report also shows that current food consumption patterns impose high health and environmental costs, which are not reflected in food prices. The findings presented in this report highlight the importance of prioritizing the transformation of food systems to ensure access to affordable and healthy diets for all, produced in a sustainable manner.

Book excerpt: Essay from the year 2020 in the subject Politics - Region: Africa, grade: A, , language: English, abstract: In this paper, a detailed evaluation of the food security situation in Africa will be attempted, highlighting the limitations faced by the continent. Food security has been defined by the United Nations’ Committee on World Food Security as the means through which all people have physical, social and economic access to adequate, safe, and nutritious food at all times . Food is a basic need along with clothing and shelter in line with the United Nations Sustainable Development Goals, Goal Number 2 which aims at ending hunger, achieving food security as well as improving nutrition . Research shows existence of a correlation between food secure countries and political stability. The more a nation is politically stable the more food secure it is . On the other hand, food insecurity can be defined as a circumstance when people lack adequate physical and economic access to safe and nutritious food for a healthy and productive life . Hereafter, forms of food security affecting Africa and the factors responsible for this insecurity in Africa will be discussed. This will be followed by an evaluation of at least five (5) policies that could be used to ameliorate the situation.

This book was released on 2020-07-01 with total page 320 pages. Available in PDF, EPUB and Kindle. Book excerpt: Updates for many countries have made it possible to estimate hunger in the world with greater accuracy this year. In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.

This book was released on 2020-02-07 with total page 104 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the 2017 and 2018 editions of the Africa Regional Overview of Food Security and Nutrition, FAO reported that the prevalence of undernourishment was rising in the region. The latest data shows that the deterioration has slowed, but there remain 256 million hungry people in Africa today. The report further documents that although many African countries are making progress towards reducing malnutrition, progress is too slow to meet six key nutrition targets, which form part of the Sustainable Development Goals (SDGs) monitoring framework and the World Health Assembly global nutrition targets. Food insecurity has been rising in Africa in recent years and the continent is not on track to eliminate hunger by 2030. The 2017, 2018 and this year’s report identify and report in detail on conflict, climate extremes and economic slowdowns and downturns as the key drivers of the rise in food insecurity. In most cases, the economic slowdowns and downturns that contributed to rising undernourishment in 2014–2018 were the result of commodity price falls. Many effective policy tools are available, but their adoption will depend on the availability of fiscal space to effect the desired policy action. In the longer-term, countries must develop policies and invest to achieve a more diversified economy and achieve an inclusive structural transformation. However, sustained economic growth is not enough: reducing inequalities, including gender-based and spatial inequalities, is essential to strengthening household resilience, laying the path to inclusive growth and reducing food insecurity and tackling the multiple forms of malnutrition.

This book was released on 2020-11-17 with total page 74 pages. Available in PDF, EPUB and Kindle. Book excerpt: The analysis made of the effectiveness of national fishery and aquaculture policies and strategies in ECOWAS Member States and Mauritania has shown overall that their implementation faces with problems related to the low level of domestic funding allocated. This is compounded by their heavy dependence on external financing through TFP programmes and projects in which the objectives are not always aligned with those of national policies. Thus, the attractiveness of the sector will have to be improved by establishing a much more favourable environment for private sector investment in fisheries and aquaculture, given the substantial investment gaps highlighted by the financial analysis of the various national fishery and aquaculture investment plans. The sector’s share in the State budget is also expected to increase, as it does not reflect the importance accorded to the sector in national development policy and strategic planning documents. This meagre budgetary appropriation is one of the main factors making policies in West Africa less effective. Moreover, despite the efforts of Member States, the fisheries and aquaculture sector still faces challenges such as weak participatory governance, low human and technical capacity, persistent IUU fishing, low levels of aquaculture production, high post-harvest losses, etc., which detract from the sector’s contribution to the FNS among the different populations, especially in marine and river coastal communities.

Book excerpt: The Meeting the Undernutrition Challenge (MUCH) programme, funded jointly by the United States Agency for International Development (USAID) and the European Union, had the overall objective to improve the enabling environment to eradicate food insecurity and malnutrition in Bangladesh. The programme enhanced a national policy shift toward addressing nutrition by improving policy processes with more participation of civil society and subnational stakeholders, enriching policy and programming to address needs throughout the country. The programme supported significant enhancement of technical capacities to gather and analyze food security and nutrition evidence, innovative approaches for engaging students in nutrition learning activities, and improved the links between research and policy-making. Subnational capacity development support was initiated in the middle of the programme, identifying important opportunities for impactful multi-stakeholder collaboration on implementing national policy. The evaluation noted important effort on gender issues, but pointed out that emphasizing women’s empowerment and gender equity within all FSN programming is critical to success. To eradicate food insecurity and malnutrition throughout Bangladesh more work is especially needed in formalizing improved food-sector collaboration and multi-stakeholder governance mechanisms to continuously develop, learn, share and implement good practice at all levels.

Book excerpt: Currently in Tanzania, training institutions for professionals in cross-cutting sectors such as forestry and agriculture do not adequately capture the role of forest and tree resources for food security and nutrition, leading to dependency on one sector – agriculture – to cater for food and nutrition diversity. This undervalues the fundamental role of forest ecosystem services for sustainable agriculture by regulating water flows, stabilizing soils, maintaining soil fertility, regulating the climate, and providing habitat for wild pollinators and predators of agricultural pests. Provision of education on sustainable forests and trees for food security and nutrition at all levels seems to be the most conceivable entry point to ensure that adequate knowledge and skills are imparted to professionals. The goals of this training manual are to: enhance the recognition and significance of forestry to food security and nutrition through the sustainable management and use of forests and trees2; enhance the food security and nutrition benefits from the forests and trees; enhance and stimulate research and training capacity; strengthen institutional frameworks by incorporating food security and nutrition objectives in forest management policies, programmes and projects; and develop value chains based on forest and tree resources for sustainable development in the country. The overall objective is to create awareness and enable increased investment in the forestry sector for food security and nutrition in Tanzania. This training manual is also meant to serve as a useful tool for sharing and exchanging knowledge and experiences across different regions (within the country) and beyond.

This book was released on 2022-06-28 with total page 104 pages. Available in PDF, EPUB and Kindle. Book excerpt: There are eight years left to reach the SDGs. Agrifood systems transformation is urgently needed if we are to achieve sustainability, resilience and food security and nutrition in a post-COVID world. This desired transformation can only be achieved by strengthening and capitalizing on the knowledge, experience, skills, and capabilities for collective action of a broad range of public and private actors each of whom bring distinctive interests, needs, resources, influence and capacities. “Governance” is the name for this multidimensional capability for effective and inclusive collective action at all levels. In many country contexts, it is the governance bottlenecks that lead to a gap between policy expectations and their outcomes on the ground. For example, a given policy intervention can make a lot of economic sense but if it is perceived as threatening a powerful interest group or not sufficiently considering that group’s interests, it will most probably fail. Understanding the governance – both institutions and political economy – behind existing agrifood systems can thus make or break the success of any policy or technical support work. Bringing together insights from FAO’s rich experience and knowledge and global literature, this paper introduces an operational four-phased framework for analysis and integration of governance analysis and action into formulation and implementation of interventions at country, regional and global levels. It also provides a review of recent trends in expert thinking about governance for sustainable development and highlights FAO’s conceptual contributions to governance in the areas of FAO’s mandate. The increased use of governance analysis in FAO’s work will stimulate iterative collective learning processes and honest evaluation of potential for change thus supplementing technical solutions with approaches based on a solid understanding of practical and political realities on the ground. With its emphasis on continual learning and adaptation, governance analysis will enable FAO to significantly improve the effectiveness of its policy and technical support to Members to achieve sustainable development that leaves no one behind.
