Fiscal transparency practices in the area of fiscal forecasting and budgeting are the strongest, while the fiscal risk analysis and management practices are the weakest. Finally, Honduras’s current fiscal transparency practices fall short of the FTC principles in eight areas.

Applying this unique framework to the case of Honduras and offering empirical analysis of the Honduran education sector, the changing role and priorities of the State, and the increasing involvement of international organizations, NGOs, and private actors in the provision of education, the text increases understanding of how State theory interacts with broader global dynamics to impact education. Based on performance to date and the authorities’ updated intentions and commitments, the IMF staff recommends completion of the second review under the SBA/SCF arrangement.

In this context, the authorities have requested a new Fund arrangement to anchor their economic and institutional reform agenda.
