The manual is developed for the use of the Laos Climate Service for Agriculture (LaCSA) online system developed under the Global Environment Facility (GEF)-funded project Strengthening Agro-climatic Monitoring and Information Systems (SAMIS) to improve adaptation to climate change and food security in Lao PDR. It is aimed for TOT, and the design is flexible so that any modules or lessons can be extracted and applied in field-level staff training with some local adjustments. The training can also help fill gaps between the producers of agrometeorological services and the farmers’ actual needs to improve their livelihood.

The landscape characteristics mapped include attitudes towards livelihood-related change, economic activity, soil fertility, supporting infrastructure, food security issues, water security, institutional support and extension services, access to climate information through information and communication technologies (ICTs ), market access vis-a-vis production orientation, use of and access to agricultural inputs, livelihood diversification, and dependency on agriculture, including the rearing of livestock and fish. The dataset has been generated using an innovative method that combines participatory mapping and advanced data analysis, and which is, both in terms of technical standard and scientific innovation, state-of-the-art. The livelihood data is available online in the Land Resources Information Management System thanks to the work of two collaborating teams: "Applying seasonal climate forecasting and innovative insurance solutions to climate risk management in the agriculture sector in Southeast Asia” (De-Risk) project, implemented by CIAT; and the "Strengthening Agro-Climatic Monitoring and Information Systems (SAMIS)" project, implemented by FAO.

Building on national development and environmental protection policies, the country aimed to make full use of existing institutional capacity and financial resources, and embed NDC targets in existing policies and planning.To date, NDC results have been mixed. The initial target for 90% of the rural population having access to electricity has already been exceeded with the figure now at 95%, while the forestry target of 70% forest cover has yet to be achieved.Political commitment is strong. The Government designated the Department of Climate Change (DCC) under the Ministry of Natural Resources and Environment (MoNRE) to become the national focal point for coordinating NDC implementation in Lao PDR. The Government has also issued a number of related laws and regulations, such as the new forestry law in June 2019 and the Decree on Climate Change in September 2019.Major challenges impeding the country's efforts to achieve its forestry sector NDC targets are persistent and similar to those identified 10 years ago. These are: policies and measures to address major drivers of deforestation and forest degradation not being fully implemented on the ground; poor coordination between key sectors; a lack of accurate and available data and credible methodologies for measuring outcomes; inadequate institutional arrangements for sustainable forest management and community participation; as well as a lack of available funds for implementing proposed activities.In order to achieve and enhance current NDC target ambitions, policies, measures and enabling conditions for transformational change (e.g. funding availability, national ownership, cross-sector collaboration, results-based payment mechanisms, and clarity over carbon and non-carbon benefits) need to be in place.Knowledge gaps that need addressing in order to provide credible evidence for the Government and donors to revise and adapt NDC targets, and better implement the NDC include: rigorous impact assessments of existing policies and initiatives on forest protection and development outcomes; and an integrated sectoral assessment on how realistic and feasible NDC targets could be achieved in supporting the National Green Growth Strategy and Sustainable Development Goals by mainstreaming Climate Change into national socio-economic development plans, vis-à-vis Paris Agreement ambition targets in each period.

Agriculture is recognized as the most weather dependent sector of the economy, climate change, in particular changes in temperature and rainfall, will directly impact agricultural production, especially rainfed crop production. Higher temperatures during critical growth stages may negatively affect the yield and quality of crops. Changing patterns of rainfall are expected to affect the supply and demand for water. For smallholders and subsistence farmers, climate change threatens food security and will compound poverty. Taking into account the adverse effects posed by climate change, this thesis explores the perceptions and adaptations made by paddy farmers, and those factors (incentives and barriers) that influence their decision and capacity to undertake adaptation. These are explored by employing qualitative methodologies, including interviews with farmers, government officials and representatives of NGOs working in Laos. Fieldwork was conducted in Laos in October, 2013.The thesis illustrates that farmers have noticed changes in temperature and rainfall, in particular changes in the pattern of rainfall. These perceptions are backed by the views of the government officials and NGO officials. Farmers' adaptation measures in response to climate change vary in terms of the farmers' individual livelihood strategies. Two types of actions are identified: those that respond to climate change and variability, and those that respond principally to other forces but nonetheless reduce the vulnerability and improve the resilience of farm households. While resource availability (land, funding, labor, and knowledge) are necessary to enable farmers to undertake change, some adaptations depend on the direct intervention by the Government or NGOs whether in terms of community infrastructure, inputs, or knowhow. Many adaptations have been implemented in response to climate change and variability but it is hard to untangle this motive from broader drivers in favor of sustainable development. It is mainly manifested through modifications of average temperature, rainfall intensity and patterns, winds and solar radiation. These modifications significantly affect basic resources, such as land and water resources. Populations at disproportionately higher risk of adverse consequences with global warming of 1.5°C and beyond include disadvantaged and vulnerable populations, some indigenous peoples, and local communities dependent on agricultural or coastal livelihoods (IPCC, 2018). Therefore, adaptation measures are recommended in order to cope with climate change. Indigenous peoples have developed practices for climate change adaptation, based on their long-term experience with adverse climatic effects. There was thus a need to identify such practices as they could be effectively mainstreamed in community-based adaptation programmes. This report makes an inventory of indigenous and community adaptation practices across the world. The inventory was mainly done through literature review, field work and meetings with selected organisations. The case studies documented are categorized in five technologies and practices themes, including: (1) Weather forecasting and early warning systems; (2) Grazing and Livestock management; (3) Soil and Water Management (including cross slope barriers); (4) Water harvesting (and storage practices); (5) Forest Management (as a coping strategy to water scarcity), and; (6) Integrated wetlands and fisheries management. These were then related to the corresponding main agro-ecological zones (AEZ), namely arid, semi-arid, sub-humid, humid, highlands and coastal and wetlands. The AEZ approach was considered as an entry-point to adopting or adapting an existing indigenous strategy to similar areas. Challenges that threaten the effectiveness of indigenous and community adaption strategies were identified. These challenges include climate change itself (which is affecting the indicators and resources used by communities), human and livestock population growth (which is increasing pressure on natural resources beyond their resilience thresholds), current institutional and political settings (which limit migrants’ movements and delimits pieces of usable land per household), cultural considerations of communities (such as taboos and spiritual beliefs), and the lack of knowledge transfer to younger communities. Indigenous knowledge provides a crucial foundation for community-based adaptation strategies that sustain the resilience of social-ecological systems at the interconnected local, regional and global scales. In spite of challenges and knowledge gaps, these strategies have the potential of being strengthened through the adoption and adaptation of introduced technology from other communities or modern science. Attention to these strategies is already being paid by several donor-funded organisations, although in an uncoordinated manner.

Countries and their partners are empowered through sophisticated data sharing and model-based analytics to improve the targeting of policies, innovation and investment. HIHI is an inclusive process that aims to build partnerships, alliances and synergies among public and private actors, as well as the international development partners for the goals of eradicating poverty and hunger and reducing inequalities. It will channel the required resources – technical, financial, institutional and human capital – to where they are needed the most and where the potential for reaching the SDG 1, SDG 2 and SDG 10 targets is greatest. On the occasion of the FAO Director-General’s visit to Lao PDR in March 2020, the HIHI was discussed as an opportunity to address key impediments to achieving the SDG1, SDG2 and SDG10. The Government of Lao PDR (GoL) suggested the HIHI be implemented in the emerging economic corridor along the Lao-China railway line. This key national infrastructure connects the country with the world’s largest market, China and other countries in ASEAN – the Association of Southeast Asian Nations. HIHI enhances the capacity of previously isolated communities to effectively and sustainably take advantage of the emerging opportunities afforded by the railway. This concept note highlights a general approach and process to address key impediments to achieving SDG 1, 2 and 10 targets in Lao PDR. It intends to generate support, partnership and engagement from a wide range of new and traditional partners such as the private sector, international agencies, resource partners and the target communities themselves. The proposed approach and framework are not a blueprint but rather a flexible mechanism that will adapt to emerging opportunities and partnerships, building synergies with relevant ongoing and planned initiatives.`

Book excerpt: "The Food and Agriculture Organization of the United Nations (FAO) is mandated to provide technical assistance to countries to build their capacities to produce timely and reliable information at the country level for mitigating food insecurity risks and for planning related government interventions and programmes. Estimates and forecasts of crop area and yield are of critical importance to policy makers for the planning of agricultural production and monitoring of food supply. The possible links between poverty and crop yields, which depend upon a variety of factors such as cultivation practices, availability of irrigation, access to resources to buy agricultural inputs for adoption of new technology, cannot be fully understood without reliable estimates of crop area and yields. In the absence of reliable information on crop productivity the reasons behind food insecurity of agricultural households cannot be precisely identified. The research agenda of the Global Strategy to Improve Agricultural and Rural Statistics foresees the potential of alternative methods and opportunities such as advances in satellite-based technology, for improving crop estimation and monitoring. Many institutions in Asia and Pacific region are using remotely sensed data in conjunction with conventional statistical methodologies to estimate the crop area and to forecast yield. These methods have seen a diverse degree of success, depending upon the nature of agriculture and/or access to advanced satellite imagery. A comparative study of these methods is needed to formulate technical recommendations to the countries who want to adopt these new technologies as an integral part of their statistical programme. The Expert Meeting on Crop Monitoring for Improved Food Security, organized as a side event of the 25th Session of the Asia and Pacific Commission on Agricultural Statistics (APCAS) held in Vientiane, Lao PDR, provided an occasion for over 50 experts from Asia and other regions to deliberate on best practices and methodological issues, and to identify challenges for future research work. The partnership with the Asian Development Bank (ADB) in the organization of the meeting enriched the technical content of the meeting. This publication summarizes the outcomes of the deliberations in the meeting and puts together a series of technical papers presented in the meeting and some reference papers. We hope this document will be a useful reference document for those interested in improving the current agricultural statistics using modern technologies. Book excerpt: Rationale: Climate change in the Lao People's Democratic Republic (Lao PDR) is leading to increases in temperatures and changes in rainfall patterns, a trend that is expected to accelerate in the coming decades. Weather unpredictability has become the norm resulting in an increase in frequently and intensity of extreme weather events, particularly floods and drought. Climate change and variability in Lao PDR has both direct and indirect impacts on human health and puts added strain on the health system. Objective: This mixed methods study aims to assess the perceptions of climate change and its impacts on the health system in Lao PDR from key stakeholders in health and other relevant institutions and government ministries, as well as identify the barriers and opportunities of the health sector capacity to manage climate change in the coming decades. Methods: Using a structured questionnaire (n=26) and semi-structured in-depth interviews (n=7), this study collected data on how key stakeholders view the health sector capacity to manage climate change in Lao PDR. Descriptive statistics from quantitative data were computed, described, and compared based on predefined themes. Interviews were recorded, transcribed and analyzed using Dedoose. Results: 88% of participants think climate change is occurring in Lao PDR and 69.2% reported they felt health facilities were somewhat prepared for a flood event. Themes from the interviews revolved around limited human resources and budget as a major barrier to implementing climate change and health adaptation programs with improved coordination as the most viable opportunity. Conclusion: Most study participants had some understanding of climate change and its impact on health in Lao PDR, resulting in a high level of confidence in the health sectors capacity to manage climate change. Moving forward, coordination across sectors will be key in the development of successful climate and health adaptation programs in Lao PDR.
