Depending on the specific definitions used, prevalence estimates vary greatly between very low 0.3% (for illicit substances) to astonishingly high 89% (for freely available lifestyle substances). These variations indicate that further research and more conceptual and theoretical clarification of the NE construct is dearly needed. The contributions of this research topic aim to do just that. Specific questions addressed are: How prevalent is NE behavior? How can NE research profit from the already more evolved field of social science research on doping in sports? How is NE perceived by the public? What psychological processes and variables play a role in the decision to neuroenhance? A wide array of methodological approaches is used to investigate these questions. The topics contributions range from theoretical to experimental accounts on NE, and they utilize a diverse set of methods ranging from qualitative to neuroscientific approaches. The research presented here represents a first step towards what we have labeled a psychological approach to NE. By addressing the questions above this research topic hopefully advances our understanding of NE behavior. As with every new field of research, new answers always prompt new questions. In light of what we know now about NE, we hope that the findings presented here will be pursued by other researchers in the future. Clearly, the endeavor to understand NE behavior has only just begun.

Book excerpt: This report examines the Department of Health's and the NHS's performance in delivering cancer services; improving information on activity, cost and outcomes of cancer services; and how the Department intends to deliver cost-effective cancer services in the new NHS. The NHS spent £6.3 billion on cancer services in 2008-09. Tackling Cancer has been a priority for the Department since its ten year NHS Cancer Plan was published in 2000. In 2007 the Department published its five year Cancer Reform Strategy (the Strategy) to deliver improved patient outcomes. The NHS has made significant progress in delivering important aspects of cancer services, with falling mortality rates and consistent achievement of the cancer waiting times targets. However, early diagnosis does not happen often enough. And the gap in survival rates between England and the best European countries has not been closed. There remain wide, unexplained variations in the performance of cancer services and in the types of treatment available across the country; and significant gaps in information about important aspects of cancer services, in particular information on chemotherapy, on follow-up treatment, and on the stage that a patient's cancer has reached at the time of diagnosis. The Department cannot yet measure the impact of the Strategy on key outcomes, such as survival rates, and does not know if cancer services are being commissioned cost-effectively, due to poor data on costs and because outcomes data are not sufficiently timely. The Department must ensure the collection of high quality, comprehensive and timely data.

Findings include: progress in restructuring the maritime sector, both surface ships and submarines, has been disappointing and it needs to be pushed forward to avoid delays to when the new carriers and associated aircraft come into operational service; there are some practical concerns over operation of the Joint Strike Fighter (JSF) programme; the Ministry of Defence needs to improve the arrangements for long-term partnering arrangements as an alternative to competitive procurement; and adequate funding needs to be provided in the Comprehensive Spending Review if the full benefits and improvements offered by the DIS are to be realised.

Central to these recommendations is that the Government should publish an annual 'Statement of National Strategy' in Parliament which reflects the interests of all parts of the UK and the devolved policy agendas. The report states that the Cabinet and its committees are accountable for decisions, but there remains a critical unfulfilled role at the centre of Government in coordinating and reconciling priorities across departments, and of long-term and short-term goals. The report concludes that the government's six strategic aims as provided to PASC are "too meaningless to serve any useful purpose". The strategic aims of the Government, informed by public opinion, should reflect the UK's national character, assets, capabilities, interests and values, and provide an indication of the objectives which policies must achieve

Yet the Committee found that Ministers appear to be actively trying to dilute safety standards to avoid EU fines. 30,000 deaths in the UK were linked to air pollution in 2008 - with 4,000 in London alone. But business plans produced by the Department for Transport and Defra do not even mention air quality – despite a commitment in the Coalition agreement to work towards full compliance with EU air quality standards. The Government will be able to pass EU fines for air pollution breaches to local authorities, subject to new procedures in the Localism Bill. However, this report raises a number of concerns about the ability of councils to tackle this problem without coordination and assistance from central Government and points out that the causes of poor air quality are often beyond an individual authority's control. The committee is calling on the Government to establish a national framework of low emissions zones to help local authorities reduce traffic pollution. It is also urging Ministers to launch a public awareness campaign to drive air quality up the political agenda. Under European Union air quality laws the daily pollution levels of PM10 must not be above the legal limit on more than 35 days in a year. By the 21 April 2011 London had already exceeded this year's target, according to the Campaign for Clean Air in London.

Book excerpt: This report notes mounting concern that UK Armed Forces may be falling below the minimum utility required to deliver the commitments that they are currently being tasked to carry out let alone the tasks they are likely to face between 2015 to 2020 when it is acknowledged that there will be capability gaps. The Committee is concerned that UK Armed Forces will be continually operating at the maximum level envisaged by the Defence Planning Assumptions. The Committee is not convinced that this aspiration can be achieved by co-operation with our allies given the challenges of aligning political with operational needs. The SDSR identified seven military tasks and the Defence Planning Assumptions that underpin them. However the Review fails to show how decisions such as those on the Aircraft Carriers and Nimrod MRA4 will lead to the Armed Forces being able to undertake those military tasks. The Committee has serious concerns over the realisation of what is called "Future Force 2020", the Government's intended shape of the Armed Forces from 2020, particularly as the provision of the necessary resources is only a Government aspiration, not Government policy. The MoD must reform, and ensure substantially improved transparency and control over, its finance and budgetary practices. When committing to undertake new operations the Government should state from the outset where that operation fits in the Defence Planning Assumptions and which of the military tasks it is meeting. The Committee is concerned that the Government seems to have postponed the sensible aspiration of bringing commitments and resources into line, in that it has taken on the new commitment of Libya while reducing the resources available to MoD.
