Available in PDF, EPUB and Kindle. Book excerpt: This report assesses domestic political support for internationalist foreign policy by analyzing the motivations of members of Congress on key foreign policy issues. It includes case studies on major foreign policy debates in recent years, including the use of force, foreign aid, trade policy and U.S.-Russia relations. It also develops a new series of archetypes for describing the foreign policy worldviews of members of the 115th Congress to replace the current stale and unsophisticated labels of internationalist, isolationist, hawk and dove. Report findings emphasize areas of bipartisan cooperation on foreign policy issues given member ideologies.

Download or read book Configuring the Networked Self written by Julie E. Cohen and published by Yale University Press. This book was released on 2012-01-24 with total page 351 pages. Available in PDF, EPUB and Kindle. Book excerpt: The legal and technical rules governing flows of information are out of balance, argues Julie E. Cohen in this original analysis of information law and policy. Flows of cultural and technical information are overly restricted, while flows of personal information often are not restricted at all. The author investigates the institutional forces shaping the emerging information society and the contradictions between those forces and the ways that people use information and information technologies in their everyday lives. She then proposes legal principles to ensure that people have ample room for cultural and material participation as well as greater control over the boundary conditions that govern flows of information to, from, and about them.

Book Synopsis The War Powers Resolution by : Congressional Research Service
Download or read book The War Powers Resolution written by Congressional Research Service and published by Createspace Independent Publishing Platform. This book was released on 2017-04-03 with total page 98 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report discusses and assesses the War Powers Resolution and its application since enactment in 1973, providing detailed background on various cases in which it was used, as well as cases in which issues of its applicability were raised. It will be revised biannually. In the post-Cold War world, Presidents have continued to commit U.S. Armed Forces into potential hostilities, sometimes without a specific authorization from Congress. Thus the War Powers Resolution and its purposes continue to be a potential subject of controversy. On June 7, 1995, the House defeated, by a vote of 217-201, an amendment to repeal the central features of the War Powers Resolution that have been deemed unconstitutional by every President since the law's enactment in 1973. In 1999, after the President committed U.S. military forces to action in Yugoslavia without congressional authorization, Representative Tom Campbell used expedited procedures under the Resolution to force a debate and votes on U.S. military action in Yugoslavia, and later sought, unsuccessfully, through a federal court suit to enforce presidential compliance with the terms of the War Powers Resolution. The War Powers Resolution P.L. 93-148 was passed over the veto of President Nixon on November 7, 1973, to provide procedures for Congress and the President to participate in decisions to send U.S. Armed Forces into hostilities. Section 4(a)(1) requires the President to report to Congress any introduction of U.S. forces into hostilities or imminent hostilities. When such a report is submitted, or is required to be submitted, Section 5(b) requires that the use of forces must be terminated within 60 to 90 days unless Congress authorizes such use or extends the time period. Section 3 requires that the "President in every possible instance shall consult with Congress before introducing" U.S. Armed Forces into hostilities or imminent hostilities. From 1975 through March 2017, Presidents have submitted 168 reports as the result of the War Powers Resolution, but only one, the 1975 Mayaguez seizure, cited Section 4(a)(1), which triggers the 60-day withdrawal requirement, and in this case the military action was completed and U.S. armed forces had disengaged from the area of conflict when the report was made. The reports submitted by the President since enactment of the War Powers Resolution cover a range of military activities, from embassy evacuations to full-scale combat military operations, such as the Persian Gulf conflict, and the 2003 war with Iraq, the intervention in Kosovo, and the anti-terrorism actions in Afghanistan. In some instances, U.S. Armed Forces have been used in hostile situations without formal reports to Congress under the War Powers Resolution. On one occasion, Congress exercised its authority to determine that the requirements of Section 4(a)(1) became operative on August 29, 1983, through passage of the Multinational Force in Lebanon Resolution (P.L. 98-119). In 1991 and 2002, Congress authorized, by law, the use of military force against Iraq. In several instances none of the President, Congress, or the courts has been willing to initiate the procedures of or enforce the directives in the War Powers Resolution.

Book excerpt: Provides an account, from the point of view of the U.S. Army forces employed, of the 1990-91 Persian Gulf War, from the Iraqi invasion of Kuwait to the withdrawal of coalition forces from southeastern Iraq. It focuses on the Army's part in this war, particularly the activities of the Headquarters, Third Army, and the Army Forces Central Command (ARCENT). It looks especially at the activities of the VII Corps, which executed ARCENT's main effort in the theater ground force schwerpunkt -- General Schwarzkopf's "Great Wheel." This is not an official history; the author speaks in his own voice and makes his own judgments. Maps.
Book Synopsis Intelligence Power in Peace and War by : Michael Herman
Download or read book Intelligence Power in Peace and War written by Michael Herman and published by Cambridge University Press. This book was released on 1996-10-13 with total page 297 pages. Available in PDF, EPUB and Kindle. Book excerpt: Intelligence services form an important but controversial part of the modern state. Drawing mainly on British and American examples, this book provides an analytic framework for understanding the 'intelligence community' and assessing its value. The author, a former senior British intelligence officer, describes intelligence activities, the purposes which the system serves, and the causes and effects of its secrecy. He considers 'intelligence failure' and how organisation and management can improve the chances of success. Using parallels with the information society and the current search for efficiency in public administration as a whole, the book explores the issues involved in deciding how much intelligence is needed and discusses the kinds of management necessary. In his conclusions Michael Herman discusses intelligence's national value in the post-Cold War world. He also argues that it has important contributions to make to international security, but that its threat-inducing activities should be kept in check.
Book Synopsis Global Bioethics by : Van Rensselaer Potter
Download or read book Global Bioethics written by Van Rensselaer Potter and published by MSU Press. This book was released on 2012-01-01 with total page 221 pages. Available in PDF, EPUB and Kindle. Book excerpt: Van Rensselaer Potter created and defined the term "bioethics" in 1970, to describe a new philosophy that sought to integrate biology, ecology, medicine, and human values. Bioethics is often linked to environmental ethics and stands in sharp contrast to biomedical ethics. Because of this confusion (and appropriation of the term in medicine), Potter chose to use the term "Global Bioethics" in 1988. Potter's definition of bioethics from Global Bioethics is, "Biology combined with diverse humanistic knowledge forging a science that sets a system of medical and environmental priorities for acceptable survival."
Book Synopsis Words of Intelligence by : Jan Goldman
Download or read book Words of Intelligence written by Jan Goldman and published by Scarecrow Press. This book was released on 2006-05-24 with total page 206 pages. Available in PDF, EPUB and Kindle. Book excerpt: Words of Intelligence: A Dictionary is intended for the intelligence and national security men and women who are fighting the Global War on Terrorism at all levels: local, state, and federal. The intelligence community has undergone massive changes since the Central Intelligence Agency, National Security Agency, and the Department of Defense were created, and recently, with the establishment of Homeland Security and a Director of National Intelligence, it has taken on even more duties and responsibilities. Intelligence now must be transmitted to state and local public administrators, health officials, and transportation planners (to name just a few) in times of a possible domestic attack. Containing over 600 terms related to theoretical aspects of intelligence, intelligence operations, intelligence strategies, security classification of information, obscure names of intelligence boards and organizations, and homeland security, this dictionary is an invaluable tool for those requiring a working knowledge of intelligence-related issues. A topical index is also included.
