Available in PDF, EPUB and Kindle. Book excerpt: This book enables the reader to understand labour markets and shows how to forecast the need for skills in developing countries. The forecasting of these skills has recently fallen into disrepute with the notion that all forecasting techniques that assessed the labour market requirements of the future were dubious and that the future lay with labour market analysis and labour market signalling. This book disputes this but acknowledges that the models of the past should be supplemented with better data and improved labour market analysis and in doing so produces its own model for analysing the needs of labour markets.

Book excerpt: An attentive reader embarking on this book might wonder what "the" economic transition to which the title refers might be. In this century almost all countries have gone through periods of economic transition; but which period of economic history can claim to embody the notion or to represent the era of "the" transition? Definitely, no country or group of countries has experienced anything comparable to the economic upheavals that the fall of communism has brought about in a large portion of the world in just three years (1989 to 1991). No other "transition" to date has prompted more interest and more studies among economists, academics and policy-makers than has the transformation of centrally planned economies into market-based systems. It is this transformation that has come to define "the" transition. Early in the transformation process (in November 1990), with the support of the Centre for Co-operation with the Economies in Transition (CCET), I launched a conference to examine the challenges faced by these countries. About six years have gone by and a new economic landscape has emerged in that part of the world. The difficulties in transforming these economies have exceeded all expectations, and economic performances have varied considerably across countries. The time has come, therefore, to make a first evaluation of progress and problems, with a view to extracting useful policy lessons to guide policy-makers in successfully completing the transition in the near future.

Book excerpt: In 2003, just before the start of the US invasion of Iraq, military planners predicted that the mission’s success would depend on using diverse sources for their workforce. While thousands of US troops were needed to secure victory in the field, large numbers of civilian contractors – many from poor countries in Africa and Asia – were recruited to provide a range of services for the occupying forces. In Contract Workers, Risk, and the War in Iraq Kevin Thomas provides a compelling account of the recruitment of Sierra Leonean workers and their reasons for embracing the risks of migration. In recent years US military bases have outsourced contracts for services to private military corporations who recruit and capitalize on cheaper low-skilled workers. Thomas argues that for people from post-conflict countries such as Sierra Leone, where there are high levels of poverty and acute unemployment, the opportunity to improve their situation outweighs the risk of migration to war-torn Iraq. Examining migrants’ experiences in their native country, at US bases, and after their return to Sierra Leone, Thomas deftly explores the intricate dynamics of risk, sets up a theoretical framework for future researchers, and offers policy recommendations for decision-makers and practitioners in the field. Incorporating the voices of Sierra Leonean contractors who were manipulated and exploited, Contract Workers, Risk, and the War in Iraq turns the spotlight on a subject that has remained on the periphery of history and reveals an unexpected consequence of the War on Terror.

Available in PDF, EPUB and Kindle. Book excerpt: Clear, actionable guidance toward managing a major leadership change Transitions at the Top is an insightful, informative guide to navigating a change in leadership. A smooth transition is critical to both the health of the organization and the success of the new leader, but good planning and strong strategy can help organizations come out fresher and more driven on the other side. This book provides the specific principles, guidelines, and actions that boards, C-suite executives, and HR leaders need to guarantee a successful CEO transition. Continuity is key as one leader passes the mantle to a successor, and this book spans the steps and events that take place from when the candidate accepts the offer, all the way through the point where a critical mass of followers have accepted him or her as the established leader. Coverage includes guidance on who should be engaged in the process, as well as role-specific advice for each member of the transition management team. Many books have been written to advise new incoming CEOs, but there is little guidance available for the organization as a whole. This book provides actionable advice on smoothing the transition without breaking stride. Maintain continuity during leadership transitions Strengthen focus on culture, systems, and processes Engage all influential executives in smoothing the transition Lay a foundation to help the new leader succeed The transition management team plays a crucial role in maintaining the health of the organization during a time of major change. Strong strategy becomes critical when an organization is in flux, and high engagement is key. Transitions at the Top provides expert insight, clear guidance, and a solid plan for a smoother transition.

Book excerpt: Given Turkey's already extensive trade liberalization, a move to uniform external incentives would bring most of the benefits of full trade liberalization. Moreover, it is not enough to have piecemeal reform of tariffs or export susidies alone. Harmonizing Turkey's already low tariffs to the European Community's tariff structure will improve Turkey's welfare only if Turkey at the same time removes or reduces its export subsidies.

Book excerpt: Logistics management (to improve asset productivity and respond more quickly to volatile changes in customer preferences) enables many organizations to conduct their business with minimal inventories - by outsourcing intermediate production to enterprises in countries where factor costs are lower. Developing countries can capitalize on the trends only if they substantially improve their infrastructure, liberalize their regulations, and master modern logistics management techniques.
