Book excerpt: This paper provides an empirical analysis of the comparative evolution of interprovincial & international trade and their effects on regional growth for the Canadian provinces since 1981. It first establishes the trend in the relationship between the ratios of interprovincial & international trade to gross domestic product, revealing a sharp break that occurred around 1991. The analysis casts doubt on the pure diversion model often used in trade modelling. The second part uses a conditional convergence-growth model to estimate the respective long-run effects of interprovincial & international trade on Canadian regional economies, specifically in relation to productivity, relative gross domestic product per capita, and job creation. The final chapter discusses implications of the results for regional economies & economic policy issues.

It uses a gravity model to measure the link between outward Canadian FDI and Canadian exports on a bilateral basis to 35 countries over the 1970-1996 period. The paper begins with a literature review. It then provides a description of the data, including a discussion of the aggregate data as well as the industrial distribution of Canada's trade and FDI. It examines the theoretical links between trade and FDI and provides empirical estimates of these links. Finally, it examines the possible welfare effects of outward FDI.

Book excerpt: The first section of this report identifies and discusses the range of policies that governments can implement to directly or indirectly influence inward foreign direct investment (FDI), as well as the behaviour of multinational companies in the host market. The following section sets out public policy criteria against which to evaluate the consequences of Canadian government policies toward inward FDI. The next section reviews the determinants of inward FDI, drawing upon the existing economic and international business literature. The subsequent two sections contain a broad overview of inward FDI patterns to Canada over the post-war period, with preliminary inferences about the influence of public policies on inward FDI flows, and discuss significant policy initiatives directed at influencing either the quantity of quality of inward FDI. These include the Foreign Investment Review Act, the Investment Canada Act, and the North American Free Trade Agreement. This is followed by a section that identifies Canadian government policies directed at restricting inward FDI at the sectoral level (financial services, oil and gas, communications). Welfare economics arguments for and against sectoral foreign ownership restrictions are considered. Original economic models of FDI for Canada are then discussed and case studies are presented of the consequences of foreign ownership and the impacts of foreign ownership policies on the three sectors mentioned above. The final section concludes the report with a summary and a set of policy recommendations.

The following matters are studied: the general and specific factors that have fuelled restructuring in Canadian firms; the general pattern of restructuring practices and the forms of restructuring; reasons for successful restructuring in some companies, and whether Canadian firms can learn from such experience; and the effects of restructuring on company profitability, productivity, and employment. Basic data for the study were compiled from an interview survey of individual companies. Types of restructuring examined include downsizing, total quality management, re- engineering, and outsourcing. The concluding section discusses whether corporate restructuring is successful and why, and shows what role government programs have played in corporate restructuring in Canada.

Section 3 discusses recent legislative changes affecting the incentives and abilities of Canadians to migrate to the United States, and briefly considers the associated welfare implications for Canada. Section 4 presents and evaluates data on bilateral migration patterns, especially temporary migration under the NAFTA. Section 5 briefly addresses the policy implications of temporary migration under the NAFTA.

Book excerpt: It is widely argued that a country's economic performance over time is determined to a great extent by its political, institutional, and legal environment. We refer to these public institutions and policies as the national political infrastructure (NPI) of a country. This report focusses on the linkage between measures of NPI and foreign direct investment (FDI) flows. Specifically, it tests the hypothesis that FDI will be attracted to regions characterized by more favourable NPIs. It also argues that countries with more favourable NPIs will create more domestic multinational enterprises, and they will therefore see more capital outflows, so that the net effect on capital flows may be uncertain. The study employs 2 sets of FDI data, both covering the period 1995-1997. The 1st set measures total FDI inflows and outflows to and from a sample of 144 developed and developing countries. The 2nd set uses United States Bureau of Economic Analysis data to measure the inflows of U.S. FDI to these same countries.

The authors first construct a comprehensive measure of innovation that models innovation as an unobservable latent variable that underlies four indicators: research & development propensity, measured as a percentage of output; patents per worker; technology adoption, measured as real investment in machinery & equipment; and skill intensity, measured as the employment share of workers with a university education. The authors then examine the relationship between innovation & productivity in 14 Canadian manufacturing industries over 1980-1997 using the new measure. The results also show that the length of time it takes for innovation to have a positive & significant impact on productivity differs across industries.

The study examines the relationship between structural change and the employment performance of the Canadian economy over the period 1971 to 1991, using Statistics Canada's input/output model. Though largely based on previous work by the OECD (1992), the study employs more timely data and a finer industrial disaggregation (111 industries as opposed to 33), and explores more closely the employment implications of the emergence of the knowledge- based economy.
