Available in PDF, EPUB and Kindle. Book excerpt: Winner of the 2007 Outstanding Publication Award given by the American Educational Research Association Division J. Community colleges enroll almost half of all undergraduates in the United States. These two-year colleges manifest the American commitment to accessible and affordable higher education. With about 1,200 institutions nationwide, community colleges have made significant progress over the past decade in opening access and have become the critical entry point to higher education for many Americans who traditionally have been left out of educational and economic opportunity. Yet economic, political, and social developments have increased the challenges community colleges face in pursuing an “equity agenda.” Some of these include falling state budgets combined with growing enrollments, a greater emphasis on outcome-based accountability, competition from for-profit institutions, and growing immigrant student populations. These trials come at a time when community colleges confront crucial economic and workforce development pressures that may impact their mission. How can community colleges continue to maintain their open-door policies, support underprepared students, and struggle to help enrolled students complete degrees and certificates that prepare them for success in the workplace? Building on case studies of colleges in six states—New York, Texas, Florida, California, Washington, and Illinois—this volume offers a fresh examination of the issues currently facing American community colleges. Drawing on their fieldwork supplemented by national data, the authors analyze how these challenges impact the community college mission of educational opportunity—especially for low-income students, students of color, and other underserved groups—and how colleges are responding to a drastically different environment. They then propose a set of strategies to strengthen the role of community colleges in providing both access and opportunities for achievement for all students.

Available in PDF, EPUB and Kindle. Book excerpt: This text provides an integrated view of post-9/11 security concerns over the United States's shared border with Mexico and Canada in regards to terrorism, unauthorized migration, drug and arms smuggling, and other illegal trade. The challenges facing U.S. Customs and Border Patrol are daunting. There are 19,841 miles of American land and water boundaries to protect, and 95,000 miles of shoreline and defined air space subject to homeland security surveillance. Additionally, the booming drug trade across the U.S.-Mexico border, combined with the ever-increasing number of migrants wanting to reach our land of opportunity, has resulted in a grim death toll: more than 5,000 known migrant deaths have occurred along the U.S.-Mexico border during 1995–2008, and in 2009, an estimated 9,635 Mexicans were killed in drug-related violence, with 2,573 people killed in Ciudad Juarez alone. U.S. Border Security focuses on the contrast between border security before and after the 9/11 terrorist attacks. This text also examines the controversial topics of illegal immigration, counterterrorism, drug and weapons trafficking, human smuggling, the impact of border security on the movement of people and goods, and the effect of the war on terrorism on civil and human rights.

Book excerpt: With the ongoing recession and housing crisis, it has never been more important to understand the federal and state governments' roles in affordable housing. The Creation of a Federal Partnership takes a fresh look at the history of national and state housing policy by examining the role played by state housing agencies since the 1970s. Establishing new ground in the field, this volume discusses how the relationship between the federal and state levels has evolved over time. The result, Margaret M. Brassil argues, is that the federal government's broad policy guidelines allow states to better address their own social issues, an improvement for policy and ultimately for the people it serves.

Available in PDF, EPUB and Kindle. Book excerpt: Budgeting for Local Governments and Communities is designed as the primary textbook for a quarter or semester-long course in public budgeting and finance in an MPA programme. Many currently available texts for this course suffer from a combination of defects that include a focus on federal and state budgeting, a lack of a theoretical governance framework, an omission of important topics, and typically a lack of exercises and datasets for student use. Budgeting for Local Governments and Communities solves all of these problems. The book is exceptionally comprehensive and well written, and represents the efforts of veteran authors with both teaching and real-world experience. Key Features: Special Focus on Local Government Budgeting: focuses exclusively on budgeting at the local levels of American government, which are responsible for spending 40 percent of the taxes collected from citizens. Integration of Theory and Practice: teaching cases and chapters capture the "lessons learned" by professional practitioners who have extensive experience in making local public budgeting work on the ground. Polity Approach to Local Budgeting: presents an introduction to local budgeting as the central political activity that integrates the resources of the community into a unified whole. Budgeting is presented as governance work, rather than as a unique set of skills possessed by analysts and financial specialists. Legal, Historical, Economic and Moral Foundations of Local Government Budgeting: provides readers with an understanding of how the structures and processes of local budgeting systems are firmly tethered to the underlying core values, legal principles and historical development of the larger American federal, state and local political systems. Electronic Datasets and Budgeting Exercises: the text includes access to extensive electronic datasets and practice exercises that provide abundant opportunities for students to "learn through doing." Extensive Glossary and Bibliography: covers terms on the history and practice of local public budgeting.
