This study uses the concept of seapower as a framework to explain the military and political application of sea power and naval force for the United States of America. It addresses the context in which strategy, and in particular US naval strategy and naval power, evolves and how US naval strategy was developed and framed in the international and national security contexts. It explains what drove and what constrained US naval strategy and examines selected instances where American sea power was directed in support of US defense and security policy ends – and whether that could be tied to what a given strategy proposed. The work utilizes naval capstone documents in the framework of broader maritime conceptual and geopolitical thinking, and discusses whether these documents had lasting influences in the strategic mind-set, the force structure, and other areas of American sea power. Overall, this work provides a deeper understanding of the crafting of US naval strategy since the final decade of the Cold War, its contextual and structural framework setting, and its application. To that end, the work bridges the gap between the thinking of American naval officers and planners on the one hand and academic analyses of Navy strategy on the other hand. It also presents the trends in the use of naval force for foreign policy objectives and into strategy-making in the American policy context. With its focus on the long-term holistic recovery of ecosystems, ecological restoration has received increasing attention in the past decade from both scientists and policymakers. Research on the implications of ecological restoration for the law and law for ecological restoration has been largely overlooked. This is the first published book to examine comprehensively the relationship between international environmental law and ecological restoration. While international environmental law (IEL) has developed significantly as a discipline over the past four decades, this book enquires whether IEL can now assist states in making a strategic transition from not just protecting and maintaining the natural environment but also actively restoring it. Arguing that states have international duties to restore, this book offers reflections on the philosophical context of ecological restoration and the legal content of a duty to restore from an international law, European Union law and national law perspective. Caused by an insect-spread bacterial infection, the disease reduced citrus production in 2008 by several percent and continues to spread, threatening the existence of Florida's $9.3 billion citrus industry. A successful citrus greening response will focus on earlier detection of diseased trees, so that these sources of new infections can be removed more quickly, and on new methods to control the insects that carry the bacteria. In the longerterm, technologies such as genomics could be used to develop new citrus strains that are resistant to both the bacteria and the insect.

In searching for a way out, academics, EU institutions, and political forces advocate the involvement of civil society. The Commission's new governance approach and the Lisbon Treaty introduced elements of participatory democracy and elevated civil society to a key actor in democratizing the EU. Does this hold upon closer scrutiny? This is the main question of the book. It investigates how the promise of civil society participation is put into practice and, based on an elaborate theoretical framework, evaluates whether the political practice deserves the quality attribute 'participatory democracy'. The book presents the results of a large research project composed of several highly original empirical studies. The research team used various methodological approaches and generated a rich data set. The wealth of empirical insight is evaluated against clear criteria deduced from normative democratic theory. As key elements of the analyses - democracy, participation, and civil society - are contested concepts, the authors placed particular emphasize on clarifying their understanding of these concepts and on considering competing interpretations. By relying on a consistent theoretical approach the authors present an unusually balanced evaluation. They come to convincing, though rather skeptical conclusions. Civil society participation in EU governance is not the democratic remedy its advocates had hoped for. This may not be a welcome but nevertheless it is an important finding both for European decision-makers, for civil society organizations and for scholars.
