These regimes, varying in degree from regulatory to prohibitory, are understood as sets of normative discourses, political structures and dependencies (anarchies, hierarchies, and heterarchies), and agencies through which power operates within a given security issue area with a regulatory effect. In International Relations, regime analysis has been dominated by several generations of regime theory/theorization. As this book makes clear, not only has the IR Regime Theory been of limited utility for security domain due to its heavy focus on economic and environmental regimes, but it, too, heuristically suffered from its rigid pegging to general IR Theory. It is not surprising then that the evolution of IR Regime Theory has largely been mirroring the evolution of IR Theory in general: from the neo-realist/neo-liberal institutionalist convergence regime theory; through cognitivism; to constructivist regime theory. The commitment of this book is to remedy this situation by bringing together robust power analysis and international security regimes. It provides the reader with a theoretically and empirically uncompromising and comprehensive analysis of the selected international security regimes, which goes beyond one or another school of IR Regime Theory. Few are better placed to do this than Zygmunt Bauman, a social thinker whose writings on liquid modernity have pioneered a new way of seeing the world in which we live at the dawn of the 21st Century. Our liquid modern world is characterized by the transition from a society of producers to a society of consumers, the natural extension of which is the society of perpetual debtors. The ruling idea of the society of consumers is to prevent needs from being satisfied and to create demand; its natural extension is to enable consumers to consume more by borrowing. Debt was transformed into a crucial profit-earning asset of capitalism in liquid modern times. The present-day 'credit crunch' is not the outcome of the banks' failure but rather the fruit of their success in transforming the majority of men and women, young and old, into a race of debtors. They got what they were looking for: a society of debtors whose condition of being in debt was made self-perpetuating, with more debts being offered, and more undertaken, as the only way of escaping from the debts already incurred. Starting from this reflection on the current global financial crisis and prompted by the probing questions of his interlocutor, Citlali Rovirosa-Madrazo, Bauman examines in an historical perspective some of the most pressing moral and political issues of our time, from international terrorism and the rise of religious and secular fundamentalism to the decline of the nation-state and the threats posed by global warming, issues whose seriousness and urgency attest to the fact that we are living today not only on borrowed money but also on borrowed time.

Book excerpt: Urban public spaces, from the streets and squares of Buenos Aires to Zuccotti Park in New York City, have become the emblematic sites of contentious politics in the twenty-first century. As the contributors to The City Is the Factory argue, this resurgent politics of the square is itself part of a broader shift in the primary locations and targets of popular protest from the workplace to the city. This shift is due to an array of intersecting developments: the concentration of people, profit, and social inequality in growing urban areas; the attacks on and precarity faced by unions and workers' movements; and the sense of possibility and actual leverage afforded by local politics and the tactical use of urban space. The volume tracks the successful results of the SPANGEO Project, which was set up in 2005 to standardize, and share, the syncretic, multinational mapping techniques already developed by geographers and computer scientists. SPANGEO sought new and responsive ways of visualising urban geographical and social data that reflected the fine-grained detail of the inputs. It allowed for visual representation of the large and complex networks and flows which are such an integral feature of the dynamism of urban geography. SPANGEO developed through the ‘visual analytics loop’ in which geographers collaborated with computer scientists by feeding data into the design of visualisations that in turn spawned the urge to incorporate more varied data into the visualisation. This volume covers all the relevant aspects, from conceptual principles to the tools of network analysis and the actual results flowing from their deployment. Detailed case studies set out in this volume include spatial multi-level analyses of flows in airports and sea ports, as well as the fascinating scientific networks in European cities.
