Book excerpt: The author, Shmuel Shimshoni, born in Montreal Canada and now living in Israel, has created a number of imaginative essays, some bordering on fictionalized reality. We find David, a timid clerk looking for the host. His cell phone indicates an incoming call that happens to be from the elusive host. The voice notifies him, I won't be joining you for the Sabbath retreat. Therefore it's up to you to take things in hand and organize a program. With no alternative, our central figure somehow finds a way to become the leader of thirteen other men who were likewise invited to attend this event in total ignorance of what to expect.Throughout the story a fine strand connects all fourteen total strangers. They all have something to contribute; as between courses during their meals, each one tells of an event in his life that unwittingly relates to the other participants. But before they even get to eat their first meal they are introduced to a discourse based upon a little known religious ruling about how guests are supposed to conduct themselves, especially when the host is absent. All the seemingly disconnected guests share something in common. But it is not till the very end of the day that they learn what it is, as a most completely unexpected secret is revealed.

Three decades later, it is the richest and most influential country in Europe, and Margaret Thatcher is the reason. The preternaturally determined Thatcher rose from nothing, seized control of Britain's Conservative party, and took a sledgehammer to the nation's postwar socialist consensus. She proved that socialism could be reversed, inspiring a global free-market revolution. Simultaneously exploiting every politically useful aspect of her femininity and defying every conventional expectation of women in power, Thatcher crushed her enemies with a calculated ruthlessness that stunned the British public and without doubt caused immense collateral damage. Ultimately, however, Claire Berlinski agrees with Thatcher: There was no alternative. Berlinski explains what Thatcher did, why it matters, and how she got away with it in this vivid and immensely readable portrait of one of the towering figures of the twentieth century.

Book excerpt: Anyone who writes verse, whether lyric poet, songwriter or composer of limericks or jingles, will find The Penguin Rhyming Dictionary an indispensable reference companion. Clearly arranged and easy to use, it offers an astonishingly wide range of suggestions for rhyming words, from the common and everyday to the more difficult and obscure. Unlike many of its predecessors it is not merely organized according to the spelling of words but is based on phonetic principles. Hence, rhymes such as trite, indict, and Fahrenheit, can be found together in the one group whereas words such as bough, cough and rough are not falsely forced together.

Available in PDF, EPUB and Kindle. Book excerpt: Necessity is a notoriously dangerous and slippery concept-dangerous because it contemplates virtually unrestrained killing in warfare and slippery when used in conflicting ways in different areas of international law. Jens David Ohlin and Larry May untangle these confusing strands and perform a descriptive mapping of the ways that necessity operates in legal and philosophical arguments in jus ad bellum, jus in bello, human rights, and criminal law. Although the term "necessity" is ever-present in discussions regarding the law and ethics of killing, its meaning changes subtly depending on the context. It is sometimes an exception, at other times a constraint on government action, and most frequently a broad license in war that countenances the wholesale killing of enemy soldiers in battle. Is this legal status quo in war morally acceptable? Ohlin and May offer a normative and philosophical critique of international law's prevailing notion of jus in bello necessity and suggest ways that killing in warfare could be made more humane-not just against civilians but soldiers as well. Along the way, the authors apply their analysis to modern asymmetric conflicts with non-state actors and the military techniques most likely to be used against them. Presenting a rich tapestry of arguments from both contemporary and historical Just War theory, Necessity in International Law is the first full-length study of necessity as a legal and philosophical concept in international affairs.

Book excerpt: At the core of the many debates throughout cognitive science concerning how decisions are made are the processes governing the time course of preference formation and decision. From perceptual choices, such as whether the signal on a radar screen indicates an enemy missile or a spot on a CT scan indicates a tumor, to cognitive value-based decisions, such as selecting an agreeable flatmate or deciding the guilt of a defendant, significant and everyday decisions are dynamic over time. Phenomena such as decoy effects, preference reversals and order effects are still puzzling researchers. For example, in a legal context, jurors receive discrete pieces of evidence in sequence, and must integrate these pieces together to reach a singular verdict. From a standard Bayesian viewpoint the order in which people receive the evidence should not influence their final decision, and yet order effects seem a robust empirical phenomena in many decision contexts. Current research on how decisions unfold, especially in a dynamic environment, is advancing our theoretical understanding of decision making. This Research Topic aims to review and further explore the time course of a decision - from how prior beliefs are formed to how those beliefs are used and updated over time, towards the formation of preferences and choices and post-decision processes and effects. Research literatures encompassing varied approaches to the time-scale of decisions will be brought into scope: a) Speeded decisions (and post-decision processes) that require the accumulation of noisy and possibly non-stationary perceptual evidence (e.g., randomly moving dots stimuli), within a few seconds, with or without temporal uncertainty. b) Temporally-extended, value-based decisions that integrate feedback values (e.g., gambling machines) and internally-generated decision criteria (e.g., when one switches attention, selectively, between the various aspects of several choice alternatives). c) Temporally extended, belief-based decisions that build on the integration of evidence, which interacts with the decision maker's belief system, towards the updating of the beliefs and the formation of judgments and preferences (as in the legal context). Research that emphasizes theoretical concerns (including optimality analysis) and mechanisms underlying the decision process, both neural and cognitive, is presented, as well as research that combines experimental and computational levels of analysis.

This book was released on 2019-12-11 with total page 61 pages. Available in PDF, EPUB and Kindle. Book excerpt: One of the largest flows of energy in Swedish municipalities is the fuel-energy flow through the regional combined heat and power (CHP) plant. The customer products from this flow are mainly electricity to the electricity grid and heat to the building sector. There are many ways to describe and examine this fuel-energy flow, and there are many perspectives. This thesis presents one perspective. It is a top-down, analytical and numerical perspective on the efficiency of heat and work in a regional energy system. The analysis focus on the present situation in Linköping municipality and aims at describing the energy efficiency improvement potential. Three subsystems are considered, the regional production of electricity, the regional production of heat, and the regional public transport by bus. These three systems are physically all heat engines i.e. engines that derive work and/or heat from fuel combustion processes. It is important to notice that the analysis in this thesis does not describe the theoretical improvement potential, that potential is considerably higher than the implementable potential, but of no practical use. Instead the analysis is as far as possible based on real world measured efficiencies and efficiency values of best practice (Best available technology). The analysis shows that hardware investments at the CHP plant can improve the electricity generation efficiency and thereby reduce CO2 emissions. The investments are in high pressure turbines, medium pressure turbines and preheaters. The size of the improvement is hard to quantify because it depends partly on unknown factors in the surrounding electricity market. In the studied system CO2 reduction could be as high as 40 - 60 %. The regionally produced biogas would be used more efficiently if it were used in the local combined cycle gas turbine instead of being used in internal combustion engines in buses. The buses would instead be electrically driven. This use of biogas would create a better integrated fuel-energy flow and reduce heat losses. Another improvement is to reduce the system temperatures in the district heating system. The study shows that the efficiency gains, because of lower system temperatures, would increase electricity production by about 1 – 3%, and that greenhouse gas emissions would be reduced by 4 – 20%. However, these improvements are dependent on demand side investments in the district heating system and are therefore slow to implement.
