Book excerpt: Excerpt from Steps Towards Educational Reform Some Practical Suggestions for Improving Our National System It is strongly held by many well able to judge, that the general vigour of English Education has not increased with increased administrative activity. Some of the best features of a less highly organised state of affairs have disappeared. English Education requires at the present time something to increase its vitality and freshness. It is like a patient who is somewhat stale in tone, and requires change of air, nourishment and a tonic; but may get instead of these merely more visits from the doctor. Its immediate needs are a health-giving faith from the general public, the nourishment of increased State aid and the tonic of a better knowledge of Educational Science; let us hope that it will not get instead of these a further development of officialdom. An experience bringing the writer into contact with schools of varying types and with teachers of all classes may, it is hoped, be considered some excuse for his rushing in with certain definite practical proposals where others display a more angelic reticence. He hopes that the Bill will give the craftsman a new sense of power, the idealist further scope for activity; but he believes that in Reform from within is to be found the only effective guarantee that additional national expenditure will result in a better national system of Education. Book excerpt: Excerpt from Education Reform: A Review of Wyse on the Necessity of a National System of Education, Comprising the Substance of That Work, So Far as Relates to Common School and Popular Education The following extracts, which form a portion of the Introduction in Mr. Vvyse's treatise, will put us in possession of his general Views. They are liberal in the truest sense of the word, for they uphold the inherent dignity pt'our-nature and assert the duty of protecting that dignity by intellectual cultivation. We believe there are few of notions so despotic, or of dispositions so exclusive, that they will venture to' offer a dissent to the-propositions. They require no comment, but it might well be wished that sentiments thus delivered were imprinted in the bosom of our own legislators, that they might thereby be irresistibly impelled, .at leas't'to ponder upon them as important moral and political textsaand to take such steps as should result from a careful investigation of the matter. Book excerpt: The United States' failure to educate its students leaves them unprepared to compete and threatens the country's ability to thrive in a global economy and maintain its leadership role. This report notes that while the United States invests more in K-12 public education than many other developed countries, its students are ill prepared to compete with their global peers. According to the results of the 2009 Program for International Student Assessment (PISA), an international assessment that measures the performance of 15-year-olds in reading, mathematics, and science every three years, U.S. students rank fourteenth in reading, twenty-fifth in math, and seventeenth in science compared to students in other industrialized countries. The lack of preparedness poses threats on five national security fronts: economic growth and competitiveness, physical safety, intellectual property, U.S. global awareness, and U.S. unity and cohesion, says the report. Too many young people are not employable in an increasingly high-skilled and global economy, and too many are not qualified to join the military because they are physically unfit, have criminal records, or have an inadequate level of education. The report proposes three overarching policy recommendations: implement educational expectations and assessments in subjects vital to protecting national security; make structural changes to provide students with good choices; and, launch a "national security readiness audit" to hold schools and policymakers accountable for results and to raise public awareness.

Available in PDF, EPUB and Kindle. Book excerpt: . Renewal of Life by Transmission. The most notable distinction between living and inanimate things is that the former maintain themselves by renewal. A stone when struck resists. If its resistance is greater than the force of the blow struck, it remains outwardly unchanged. Otherwise, it is shattered into smaller bits. Never does the stone attempt to react in such a way that it may maintain itself against the blow, much less so as to render the blow a contributing factor to its own continued action. While the living thing may easily be crushed by superior force, it none the less tries to turn the energies which act upon it into means of its own further existence. If it cannot do so, it does not just split into smaller pieces (at least in the higher forms of life), but loses its identity as a living thing. As long as it endures, it struggles to use surrounding energies in its own behalf. It uses light, air, moisture, and the material of soil. To say that it uses them is to say that it turns them into means of its own conservation. As long as it is growing, the energy it expends in thus turning the environment to account is more than compensated for by the return it gets: it grows. Understanding the word "control" in this sense, it may be said that a living being is one that subjugates and controls for its own continued activity the energies that would otherwise use it up. Life is a self-renewing process through action upon the environment.

Available in PDF, EPUB and Kindle. Book excerpt: Secretary of Education T. H. Bell created the National Commission on Excellence in Education on August 26, 1981, directing it to examine the quality of education in the United States and to make a report to the Nation and to him within 18 months of its first meeting. In accordance with the Secretary's instructions, this report contains practical recommendations for educational improvement and fulfills the Commission's responsibilities under the terms of its charter. The Commission was created as a result of the Secretary's concern about "the widespread public perception that something is seriously remiss in our educational system." Soliciting the "support of all who care about our future," the Secretary noted that he was establishing the Commission based on his "responsibility to provide leadership, constructive criticism, and effective assistance to schools and universities." The Commission's charter contained several specific charges to which we have given particular attention. These included: * assessing the quality of teaching and learning in our Nation's public and private schools, colleges, and universities; * comparing American schools and colleges with those of other advanced nations; * studying the relationship between college admissions requirements and student achievement in high school; * identifying educational programs which result in notable student success in college; * assessing the degree to which major social and educational changes in the last quarter century have affected student achievement; and * defining problems which must be faced and overcome if we are successfully to pursue the course of excellence in education. The Commission's charter directed it to pay particular attention to teenage youth, and we have done so largely by focusing on high schools. Selective attention was given to the formative years spent in elementary schools, to higher education, and to vocational and technical programs. We refer those interested in the need for similar reform in higher education to the recent report of the American Council on Education, To Strengthen the Quality of Higher Education.
