Reports that the Legislature has voted to raise troops to protect the state and capture any rebels they find, and the Legislature is offering a bounty to encourage men to enlist. Visited Mr. [Stephen] Higginson for help, but Mr. Higginson told him there was no money to be spared for Jackson's regiment, though he will do his best to help him. Mentions that he does not know whether Knox or the Governor will order his regiment to Springfield, but insists that they must be properly clothed and paid before they march. Discusses how best to organize the men on the march, and mentions the status of the recruitment of artillery officers. Available in PDF, EPUB and Kindle. Book excerpt: Discusses the upcoming Convention in May to possibly create a new system of government and Constitution. Writes that the idea of such a convention may not only be new, but may appear to interfere with that article in the Confederation, which provides that, 'no alteration therein shall be made without the consent of all the states.' But will not that consent be naturally obtained, by the recommendation of Congress to the States to adopt this mode, as they are all supposed to be, at all times, represented in that Body? Provides evidence to support this argument, and discusses the usefulness of such a convention. Describes the success of General [Benjamin] Lincoln's expedition to stop Shays' Rebellion, but declares that the disaffection of the people is deeply rooted. Discusses financial support for General [Henry] Jackson's regiment. Recipient inferred.

Book excerpt: Rather than focusing on why the states did not contribute to the national government under the Articles of Confederation, Collective Action under the Articles of Confederation asks why they, in fact, did - even when they should not have been expected to contribute. Why did states pay large portions of their requisitions to the federal government when problems of collective action and the lack of governmental incentives suggest that they should not have? Using original data on Continental troop movements and federal debt holdings within each state, in this 2001 book, Dougherty shows that states contributed to the national government when doing so produced local gains. Such a theory stands in stark contrast to the standard argument that patriotism and civic duty encouraged state cooperation. Material incentives and local interests bound the union together and explained the push for constitutional reform more than the common pursuit of mutual goals.
