Available in PDF, EPUB and Kindle. Book excerpt: The book on Uttarakhand begins its discussion by not the issues of policy but rather the rich heritage of flaura and fauna that Uttarakhand possesses and seeks to explain methods in which they can be used to strengthen the economy of the state. The book proposes a model for Uttarakhand that can be witnessed to be a developmental stalwart for the state. The model draws a logical corollary from the example of a similarly sized state i.e., Switzerland, the aim being to propose a developmental model that can be so adopted by the state that the economy and welfare of the state-dwellers is boosted many fold. The book then further seeks to analyse the pre-existing condition of security and defence in the state and unveils the existing threats to security that have their presence in the state. The author seeks to identi- fy and illuminate administrative deficiencies and extend develop- mental solutions to the government to bring Kumaon and Garhwal administrative divisions at par with each other. It also touches upon the rising menace of alcoholism and drug abuse in the state known as 'Dev bhoomi' and develop effective solutions to tackle the problem. The book would provide the readers with effective solutions to those issues of public policy and enable them to chisel their own critical thinking and look at the issues of public policy with the lens of an administrator.

Available in PDF, EPUB and Kindle. Book excerpt: Nature conservation planning tends to be driven by models based on Western norms and science, but these may not represent the cultural, philosophical and religious contexts of much of Asia. This book provides a new perspective on the topic of sacred natural sites and cultural heritage by linking Asian cultures, religions and worldviews with contemporary conservation practices and approaches. The chapters focus on the modern significance of sacred natural sites in Asian protected areas with reference, where appropriate, to an Asian philosophy of protected areas. Drawn from over 20 different countries, the book covers examples of sacred natural sites from all of IUCN’s protected area categories and governance types. The authors demonstrate the challenges faced to maintain culture and support spiritual and religious governance and management structures in the face of strong modernisation across Asia. The book shows how sacred natural sites contribute to defining new, more sustainable and more equitable forms of protected areas and conservation that reflect the worldviews and beliefs of their respective cultures and religions. The book contributes to a paradigm-shift in conservation and protected areas as it advocates for greater recognition of culture and spirituality through the adoption of biocultural conservation approaches.

This book was released on 2011-01-01 with total page 177 pages. Available in PDF, EPUB and Kindle. Book excerpt: Conservation of biodiversity by local communities has been part of the social system in the Himalayas. A variety of ecosystems are conserved traditionally by local communities. These communities are fully aware of the relationship between protecting the nature and getting ecosystem goods and services. The van panchayat system in Uttarakhand and sacred natural sites all over the Himalayas suggest a mix of the institutions in the region. Globally, community conserved areas (CCAs) are gaining importance. Biodiversity Heritage Sites, Community Reserves, and Conservation Reserves are the new institutional legal provisions that recognize the efforts of local communities in biodiversity conservation in India. The present volume highlights the importance of the existing systems in terms of their role in biodiversity conservation with community participation and suggests ways to enhance community-based biodiversity conservation in light of the emerging policy provisions. It would serve as an important reference for a wide range of stakeholders, from policy-makers to environmentalists, biodiversity experts, development practitioners, academicians, and researchers.

It explores how particular narratives are woven to tell (and sell) a national story. By deconstructing images of the nation, it closely examines how national texts create key archival imagery that can promote tourism and events while also shaping national identity. It investigates the complex relationship between state appropriation of marketing strategies and the commercial use of nationalist discourses. The book aims to demystify the ways in which the nation is imagined by key organisers and organisations and then communicated to millions.

Available in PDF, EPUB and Kindle. Book excerpt: In September 2012, the Government of India approved a financial rescue scheme to revive the power generation sector. This bailout amounted to about Rs 1.9 trillion and came in response to banks and financial institutions with large nonperforming loans to the power sector. This is the second bailout of the sector in a decade. The first was in 2002 when the government had to convert the outstanding arrears of state electricity boards to central public sector undertakings. The 2002 bailout came to Rs 400 billion in state government bonds to restore the sector to financial solvency. The recent crisis and consequent bailout is more complicated than the 2002 bailout. Power sector developments in the past two decades have brought new players into a traditionally government-dominated sector, and they have also been implicated in the crisis. India has adopted transformative policy changes since the last bailout. A landmark Electricity Act was passed in 2003, superseding all previous legislation. The strategic intent of the act was to promote competition by opening all possible avenues for the procurement and sale of electric power. Subsidiary policies and enabling legislation have advanced this process. Competitive markets have evolved and attracted new investments, largely from the private sector. The institutional structure of the traditionally public sector-dominated industry has also been transformed. Aside from the entry of new private sector participants, primarily in generation, the state electricity boards (SEBs) were unbundled into generation, transmission, distribution, and, in a few cases, trading segments. State electricity regulatory commissions (SERCs) were also established in all the states. Over the next two decades, India faces immense challenges if it is to sustain the 8 to 10 percent growth rate required to end poverty and achieve human development goals. According to the Planning Commission, India needs to triple or quadruple its primary energy supply and increase its installed electricity capacity by at least five or six times its 2004 levels to meet demand in 2032. To accomplish these ambitious goals, India will need a commercially viable power sector. This report presents a diagnostic of the financial and operational performance of segments in the power sector value chain between adoption of the Electricity Act, 2003, and 2011, including the factors that contributed to the recent crisis. The report focuses on efficiency and productivity, whether performance has improved over time, and which states have emerged as performance leaders. Analysis of this kind is not new or unique, but this report aims to integrate historical performance, the current situation, and future projections of the impact of worsening sector finances, and the actions that need to be taken to check the downturn.
