Book Synopsis The Role of Departmental Secretaries by : Andrew Podger
Download or read book The Role of Departmental Secretaries written by Andrew Podger and published by ANU E Press. This book was released on 2009-06-01 with total page 212 pages. Available in PDF, EPUB and Kindle. Book excerpt: Andrew Podger¿s monograph, The Role of Departmental Secretaries, Personal reflections on the breadth of responsibilities today, is an important contribution to the broader public policy discourse in Australia. Andrew has been, at times, an unflinching commentator on issues of bureaucratic performance, accountability and responsiveness to government. Andrew¿s reflections are drawn from his own experiences within the inner circle of Australian policy-making. In this monograph, he presents a highly nuanced portrait of the role of Commonwealth departmental secretaries. Although a `player¿ himself at key moments in recent policy history, Andrew is a dispassionate and thoughtful observer of events. This is not merely a memoir: this work is rich in analysis and Andrew offers a number of `lessons learned¿ to be heeded (or not) by the present and future generations of policy practitioners.

Available in PDF, EPUB and Kindle. Book excerpt: Following on from the success of the editors' previous book, New Public Management: The Transformation of Ideas and Practice, which examined the public reform process up to the end of the last decade, this new volume draws on the previous knowledge both theoretically and empirically. It examines and debates the post-new public management reform development in Denmark, Norway, Sweden, Australia and New Zealand. The ideal follow-up to the previous volume, this book includes many of the same contributors in addition to some fresh voices, and is a must for anyone looking for an integrated framework of analysis. Comprehensive and analytical, it is an important contribution to the study of public administration and particularly to the reform of public management.
Book Synopsis The Constitution of New Zealand by : Matthew SR Palmer
Download or read book The Constitution of New Zealand written by Matthew SR Palmer and published by Bloomsbury Publishing. This book was released on 2022-02-10 with total page 260 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines New Zealand's constitution, through the lens of constitutional realism. It looks at the practices, habits, conventions and norms of constitutional life. It focuses on the structures, processes and culture that govern the exercise of public power – a perspective that is necessary to explore and account for a lived, rather than textual, constitution. New Zealand's constitution is unique. One of three remaining unwritten democratic constitutions in the world, it is characterised by a charming set of anachronistic contrasts. “Unwritten”, but much found in various written sources. Built on a network of Westminster constitutional conventions but generously tailored to local conditions. Proudly independent, yet perhaps a purer Westminster model than its British parent. Flexible and vulnerable, while oddly enduring. It looks to the centralised authority that comes with a strong executive, strict parliamentary sovereignty, and a unitary state. However, its populace insists on egalitarian values and representative democracy, with elections fiercely conducted nowadays under a system of proportional representation. The interests of indigenous Maori are protected largely through democratic majority rule. A reputation for upholding the rule of law, yet few institutional safeguards to ensure compliance.

Download or read book New Zealand written by International Monetary Fund. Asia and Pacific Dept and published by International Monetary Fund. This book was released on 2019-09-20 with total page 65 pages. Available in PDF, EPUB and Kindle. Book excerpt: This 2019 Article IV Consultation with New Zealand discusses that economic growth picked up in early 2019 after slowing in the second half of 2018. The pickup mostly reflected a rebound in private business investment growth. Residential investment also strengthened, notwithstanding cooling housing markets. Bank lending continued to slow across all sectors, growing now broadly in line with nominal gross domestic product. The recent monetary policy easing fits the subdued inflation conditions and near-term risks to the outlook. Economic growth is only expected to remain close to potential on the back of a timely increase in macroeconomic policy support. The proposed higher capital conservation buffers would provide for a welcome increase in banking system resilience. The new requirements would increase bank capital to levels that are commensurate with the systemic financial risks emanating from the banking system. The new framework should also differentiate more between large and small banks. A stronger bank supervision regime would still be needed, to complement the higher capital requirements.
