The lack of a diverse U.S.-based pool of talent entering the field of engineering education has been termed a crisis by academic and political leaders. Engineering remains one of the most sex segregated academic arenas; the intersection of gendered and racialized exclusion results in very few Latina engineers. Drawing on cutting-edge scholarship in gender and Latino/a studies, the book provides an analytically incisive view of the experiences of Latina engineers. Sponsored by the National Science Foundation through a Gender in Science and Engineering grant, the authors bridge interdisciplinary perspectives to illuminate the nuanced and multiple exclusionary forces that shape the culture of engineering. A large, multi-institution, longitudinal dataset permits disaggregation by race and gender. The authors rely on primary and secondary sources and incorporate an integrated mixed-methods approach combining quantitative and qualitative data. Together, this analysis of the voices of Latina engineering majors breaks new ground in the literature on STEM education and provides an exemplar for future research on subpopulations in these fields. This book is aimed at researchers who study underrepresented groups in engineering and are interested in broadening participation and ameliorating problems of exclusion. It will be attractive to scholars in the fields of multicultural and higher education, sociology, cultural anthropology, cultural studies, and feminist technology studies, and all researchers interested in the intersections of STEM, race, and gender. This resource will be useful for policy-makers and educational leaders looking to revitalize and re-envision the culture within engineering.

Enrollment of U.S. citizens in graduate science and engineering programs has not kept pace with that of foreign students in those programs. In addition to the number of foreign students in graduate science and engineering programs, a significant number of university faculty in the scientific disciplines re foreign, and foreign doctorates are employed in large numbers by industry. Many in the scientific community maintain that in order to compete with countries that are rapidly expanding their scientific and technological capabilities, the country needs to bring to the United States those whose skills will benefit society and will enable us to compete in the new-technology based global economy. However, the academic community is concerned that the more stringent visa requirements for foreign students may have a continued impact on enrollments in colleges and universities. There are those who believe that the underlying problems of foreign students in graduate science and engineering programs is not necessarily that there are too many foreign-born students, but that there are not enough U.S. students pursuing scientific and technical disciplines.

This report summarizes Hispanic recipients of bachelor's degrees among 15 fields in the physical sciences and engineering.

Book excerpt: On March 1, 2009 from 2 pm to 5 pm at the Madison Hotel in Washington, DC, the National Science Foundation hosted a listening session, requesting input on Section 7033 of the America COMPETES (Creating Opportunities to Meaningfully Promote Excellence in Technology, Education, and Science) Act regarding Hispanic-serving institutions and science, technology, engineering and mathematics (STEM) education. The America COMPETES Act authorizes the National Science Foundation to establish a new program that would award grants on a competitive merit-reviewed basis to Hispanic-serving institutions or HSIs. This would supplement, but not supplant, what the Foundation already does with reference to Hispanic-serving institutions, and in connection with Hispanics in science, technology, engineering and mathematics or STEM. Introduction and welcoming remarks for the listening session were provided by: (1) Vic Santiago (Program Manager, National Science Foundation); (2) Fae Korsmo (Senior Advisor, National Science Foundation); (3) Cora B. Marrett (Acting Deputy Director, National Science Foundation); and (4) Antonio R. Flores (President & CEO, Hispanic Association of Colleges and Universities). The speakers welcomed participants to share strategies they think are appropriate, the challenges, the successes, and the failures of the implementation of the Section 7033 of the America COMPETES Act regarding Hispanic-serving institutions and STEM education.
