Book excerpt: International Outlook 2016, an updated statistical reference with energy projections, is provided as a service to energy managers and analysts, both in government and in the private sector. The projections are used by international agencies, federal and state governments, trade associations, and other planners and decision makers. They are published pursuant to the Department of Energy Organization Act of 1977 (Public Law 95-91), Section 205(c). The report begins with a review of world trends in energy demand and the major macroeconomic assumptions used in deriving the International Energy Outlook 2016 (IEO2016) projections, along with the major sources of uncertainty in the projections, which extend through 2040. In addition to the Reference case projections, High Economic Growth and Low Economic Growth cases were developed to consider the effects of higher and lower growth paths for economic activity than are assumed in the Reference case. IEO2016 also includes a High Oil Price case and, alternatively, a Low Oil Price case. The resulting projections--and the uncertainty associated with international energy projections in general--are discussed in Chapter 1, "World energy demand and economic outlook." Projections for energy consumption and production by fuel--petroleum and other liquid fuels, natural gas, and coal--are presented in Chapters 2, 3, and 4, along with reviews of the current status of each fuel on a worldwide basis. Chapter 5 discusses the projections for world electricity markets--including nuclear power, hydropower, and other marketed renewable energy resources--and presents projections of world installed generating capacity. Chapter 6 presents a discussion of energy used in the buildings sector (residential and commercial). Chapter 7 provides a discussion of industrial sector energy use. Chapter 8 includes a detailed look at the world's transportation energy use. Finally, Chapter 9 discusses the outlook for global energy-related carbon dioxide emissions. IEO 2016 focuses exclusively on marketed energy. Non-marketed energy sources,which continue to play an important role in some developiing countries, are not included in the estimates. The European Community SAVE Programme has promoted the efficient use of energy, in particular in domestic appliances. SAVE has sponsored a variety of studies to characterise the use of the main household appliances and lighting and to identify cost-effective technical options to improve the energy efficiency, as well as to identify the strategies to promote the penetration ofefficient equipment in the market place. National energy agencies, independent experts and appliance manufacturers have participated in the SAVE activities and have done a remarkable job. While the energy efficiency ofthe main household appliances has been improved, at the same time it was possible in most cases to improve the appliance performance, reliability and qualityofservice.

Consequently, they have a decisive role to play in the world's clean energy future. Both countries are also motivated by related goals, namely diversified energy portfolios, job creation, energy security, and pollution reduction, making renewable energy development an important strategy with wide-ranging implications. Given the size of their energy markets, any substantial progress the two countries make in advancing use of renewable energy will provide global benefits, in terms of enhanced technological understanding, reduced costs through expanded deployment, and reduced greenhouse gas (GHG) emissions relative to conventional generation from fossil fuels. Within this context, the U.S. National Academies, in collaboration with the Chinese Academy of Sciences (CAS) and Chinese Academy of Engineering (CAE), reviewed renewable energy development and deployment in the two countries, to highlight prospects for collaboration across the research to deployment chain and to suggest strategies which would promote more rapid and economical attainment of renewable energy goals. Main findings and concerning renewable resource assessments, technology development, environmental impacts, market infrastructure, among others, are presented. Specific recommendations have been limited to those judged to be most likely to accelerate the pace of deployment, increase cost-competitiveness, or shape the future market for renewable energy. The recommendations presented here are also pragmatic and achievable.

Book excerpt: There is widespread interest throughout the world in improving appliance energy efficiency. Methods to reach that end include energy labeling, energy efficiency standards and market conditioning (e.g, energy efficient procurement and DSM programs). Energy efficiency standards, which started out as an action to reduce demand for energy in individual countries, has now become a subject of regional and even worldwide dimension, particularly in the context of global climate change mitigation. Mandatory energy efficiency standards are in place for some appliances in China, Canada, Mexico, the Philippines and the United States. Standards for refrigerator/freezers will take effect in Australia and the European Union in 1999. Voluntary energy efficiency standards are in place for refrigerators in Brazil, India and Korea and for air conditioners in India, Japan and Korea. Table I showed potential global energy use reductions from codes and standards in buildings. If individual country data can be assembled, a more accurate approach to estimating potential reductions in energy use and carbon emissions would be to perform a bottom-up analysis for energy using equipment on an end-use basis in as many large developing countries as possible. The impact of standards would be assessed as more efficient appliances replaced existing stock models and new purchases that increased saturation rates were made at higher efficiencies than would otherwise be the case. This approach would show the slow but steady buildup of annual energy savings from efficiency standards or other programs to improve energy efficiency.
