U.S. green power markets have become more complex over time as state-level policies have enabled more avenues for green power purchases. In recent years, community solar, community choice aggregation (CCA), and voluntary power purchase agreements (PPAs) have significantly increased the number of U.S. voluntary green power customers. The community solar model has grown rapidly with 90 projects in 25 states by 2015. Renewable energy sales in CCAs declined slightly in 2014 in response to less favorable economic conditions in Illinois. At the same time, several California CCAs continued to grow, and many more communities are planning to pursue green power through aggregation. Voluntary green power purchasing through bi-lateral PPAs took off in 2014 due to several large-scale agreements signed by information and communication technology firms. Traditional green power options, such as utility green pricing programs and voluntary RECs markets, also grew in 2014. Current trends suggest strong continued growth in U.S. voluntary green power markets.

For others, however, ridgeline wind takes on a very different meaning. When weighing its costs and benefits locally and globally, some wind opponents now see the graceful structures as symbols of corrupted energy politics. This book derives from several years of research to make sense of how wind turbines have so starkly split a community of environmentalists, as well as several communities. In doing so, it casts a critical light on the roadmap for energy transition that Northern New England’s ridgeline wind projects demarcate. It outlines how ridgeline wind conforms to antiquated social structures propping up corporate energy interests, to the detriment of the swift de-carbonizing and equitable transformation that climate predictions warrant. It suggests, therefore, that the energy transition of which most of us are a part, is probably not the transition we would have designed ourselves, if we had been asked.

In this report, we present data and key trends for voluntary green power markets, except for a small portion of voluntary purchasing where no data are available. In 2021, about 8 million retail electricity customers procured about 244 million megawatt-hours (MWh) of voluntary green power (Figure ES-1), representing about 27% of all U.S. renewable energy sales, about 39% of non-hydro renewable energy sales, and about 6% of all U.S. retail electricity sales. Most of the remainder of U.S. renewable energy sales reflects renewable energy procured by load-serving entities to comply with state renewable energy mandates, also known as compliance-based procurement.

The electric power system is a complex "cyber-physical" system composed of a network of millions of components spread out across the continent. These components are owned, operated, and regulated by thousands of different entities. Power system operators work hard to assure safe and reliable service, but large outages occasionally happen. Given the nature of the system, there is simply no way that outages can be completely avoided, no matter how much time and money is devoted to such an effort. The system's reliability and resilience can be improved but never made perfect. Thus, system owners, operators, and regulators must prioritize their investments based on potential benefits. Enhancing the Resilience of the Nation's Electricity System focuses on identifying, developing, and implementing strategies to increase the power system's resilience in the face of events that can cause large-area, long-duration outages: blackouts that extend over multiple service areas and last several days or longer. Resilience is not just about lessening the likelihood that these outages will occur. It is also about limiting the scope and impact of outages when they do occur, restoring power rapidly afterwards, and learning from these experiences to better deal with events in the future.
