Available in PDF, EPUB and Kindle. Book excerpt: Derived from the renowned multi-volume International Encyclopaedia of Laws, this very useful analysis of constitutional law in Italy provides essential information on the country’s sources of constitutional law, its form of government, and its administrative structure. Lawyers who handle transnational matters will appreciate the clarifications of particular terminology and its application. Throughout the book, the treatment emphasizes the specific points at which constitutional law affects the interpretation of legal rules and procedure. Thorough coverage by a local expert fully describes the political system, the historical background, the role of treaties, legislation, jurisprudence, and administrative regulations. The discussion of the form and structure of government outlines its legal status, the jurisdiction and workings of the central state organs, the subdivisions of the state, its decentralized authorities, and concepts of citizenship. Special issues include the legal position of aliens, foreign relations, taxing and spending powers, emergency laws, the power of the military, and the constitutional relationship between church and state. Details are presented in such a way that readers who are unfamiliar with specific terms and concepts in varying contexts will fully grasp their meaning and significance. Its succinct yet scholarly nature, as well as the practical quality of the information it provides, make this book a valuable time-saving tool for both practising and academic jurists. Lawyers representing parties with interests in Italy will welcome this guide, and academics and researchers will appreciate its value in the study of comparative constitutional law.

Available in PDF, EPUB and Kindle. Book excerpt: Personalisation is the most relevant political phenomenon of our time. After the decline of structural and ideological foundations of Western democracies, a radical shift from collective to individual actors and institutions has occurred in several political systems. On the one hand, political leaders have gained centrality on the democratic scene as a consequence of both a more direct, sometimes plebiscitary, relationship with citizens, and a more direct control of the executive administration. On the other hand, a process of fragmentation occurs at the mass level, where electoral volatility has strongly increased and the spread of social media enables each citizen to express their convictions in the self-referential autonomy of the digital networks. Monocratic Government: The Impact of Personalisation on Democratic Regimes analyses the consequences of personalisation of political leaders on democratic government by asking whether it is possible to keep together demos and kratos in a post-particratic context. It explores topics such as governmental decrees, Trump-governance, and includes an analysis of the coronavirus outbreak. Offering comparative insights and exploring how political leaders govern in the United States, France, Germany, Italy, and Hungary, this volume brings into focus the study of political personalisation in relation to some of the key trends – and crises – in modern politics.

The Once-Only Principle (OOP) is part of the seven underlying principles of the eGovernment Action Plan 2016-2020. It aims to make the government more effective and to reduce administrative burdens by asking citizens and companies to provide certain standard information to the public authorities only once. The project was horizontal and policy-driven with the aim of showing that the implementation of OOP in a cross-border and cross-sector setting is feasible. The book summarizes the results of the project from policy, organizational, architectural, and technical points of view.

Book excerpt: During almost ten years I was in elose and frequent contact with Lionel Fox, both as Chiefofthe United Nations Section ofSocial Defence and as a friend. He was the permanent Chairman of the United Nations European ConsuItative Group on the Prevention of Crime and the Treatment of Offenders, and he came to New York as one of the members of the Ad Hoc Committee of Experts on the same matter in 1958 and was elected Chairman ofthat body; we were together at the First United Nations Congress and during the preparation of the Second; I went to London quite often and always managed to see him. We became good friends and feit we were working together from different angles for the same purpose. Unlike many senior civil servants ofwell developed countries Lione! Fox was really interested in international activities. He was fully aware that nowadays improvement and progress in the treatment of offenders requires more sources of information and learning than are offered by national tradition and methods. This partly explains the important role he played at international meetings, where his views were always respected.

Available in PDF, EPUB and Kindle. Book excerpt: This edited volume explores the relationship between constitutionalism and populism in the Italian context. Italian populism is of interest to comparative lawyers for many reasons. Firstly, the country has a long-lasting tradition of anti-parliamentarism over the course of its history as a unitary state. After the 2018 general election, it has turned into the first European country in which two self-styled populist parties formed a coalition government. Although it collapsed in August 2019, many issues that it had raised remain. Secondly, as Italy is a founding member of the European Communities, the constitutional implications of populist politics have to be considered not only within the national framework but also in a wider context. This book argues that the relationship between populism and constitutionalism should not be seen in terms of mutual exclusion and perfect opposition. Indeed, populism frequently relies on concepts and categories belonging to the language of constitutionalism (majority, democracy, people), offering a kind of constitutional counter-narrative.
